Kansas Police Chief Discovered to Trade Hard-Core Child Porn Depicting Infants

***UPDATE 12/10/2023: A total of 3 more people have been arrested in connection with the arrest of Kansas Police Chief Womochil in the production and distribution of extreme infant porn. Arrested are:

Taylor Mullen and Jessica Quave were known to live together and were arrested by US Marshals for the production of child pornography for Chief Womochil. According to court documents, Jessica Quave performed sex acts on prepubescent children under request by Chief Womochil who then sold the extreme child porn on Twitter and other social media outlets. Quave is currently held at the Butler County Detention Facility in Kansas.

Taylor Mullen was charged with sexual exploitation of children and porn production and is held at the Harvey County Detention Center in Kansas.Mullen provided at least one child for sexual abuse, an allegedly very young child, gender unknown so far, who lived in his home in Council Grove where he and his allegedly particularly his domestic partner Jessica Lynn Quave sexually exploited and filmed the child/children.

The US District Court in Kansas is also handling Denise Sandmann who faces similar charges as Jessica Quave – sexual acts forced on very young children and the production of child porn. On 12/01/2023, she pleaded Not Guilty. She is held at the Butler County Detention Facility in Kansas.

Chief Womochil himself has pleased Not Guilty to so far 34 charges of child sexual exploitation and aggravated trading of child porn on the internet and has an appointment on Jan. 22 for the Preliminary Control Docket via Zoom.

On February 14, 2023, Kansas Police Chief Joel Justice Womochil, 38, Police Chief of Burns, Kansas, in Marion County, was charged with 24 counts of sexual exploitation of a child and 10 counts of aggravated internet trading of child pornography after he was caught trading porn of infants and very young children on X, formerly known as Twitter on Valentine’s Day 2023.

“POLICE INFLUENCER” ON TIK TOK

Aside from being a police chief in Kansas, Womochil had been a “police influencer” on Tik Tok with a following of 218,000 subscribers and 1.7 million Likes. His Tik Tok account to this day identifies him as police chief and remains active.

On X, formerly Twitter, his account @ictbaddad displayed the profile picture of a so-called “Pedobear”, a symbol by which pedophiles recognize each other online. As is common, the Pedobear symbol, served to secretly signal other pedophiles. His Twitter page identified him as user @ictbaddad. was adorned with “Hello Kids : ).

The now deleted account also stated in the bio: 38 w male looking 4 that special girl that was raised right and wants 2 continue the tradition. If u luv the little things in life, message on Wire same name.”

Through this locked Twitter account, he was caught trading “incest porn” and extreme porn involving exclusively prepubescent children. He had landed in the dragnet of CyberTipline report 170402754 while trafficking in extreme pedophile porn with another Twitter user. He was discovered when the National Center for Missing and Exploited Children (NCMEC) received a CyberTipline report from Synchronoss Technologies, which provides cloud storage for Verizon Wireless customers, saying that a certain account had backed up a dozen video and image files of hardcore child porn. The case was assigned to Homeland Security Investigations (HSI), the investigative division of the Department of Homeland Security (DHS).

When investigators secured a search warrant, inside of his locked Twitter account 15 images were found, mostly of an erect penis in a setting that was discovered to be his private residence in El Dorado, Kansas. Investigators also found evidence that he was selling this “incest porn” of infants on Twitter.

After being discovered by CyberTipline, he quickly resigned his position as the police chief of Burns, Kansas, but remained the local detention officer.

Between his February 14, 2023 and the search warrant issued on August 15, 2023, six months had gone by but when investigators finally received his cell phone with much delay, his cell phone contained additional images of infants being sexually brutalized. His initial court documents are here.

Police chief Womochil is in a relationship with a female officer who resides at the same address and told investigators that he ran the secret account from their joint residence. It is unclear what their role in this was but the domestic partner at least knew that he ran these accounts from their home. An additional 851 images were found on his home computer, many describing graphic sadistic abuse of infants.

If he is convicted, the charges he is facing could put him in prison for decades.

A request was filed to raise Womochil’s bond from $100,000 to $250,000. The request for modification was justified by the disco very of more child porn materials.

After some initial delay due to conflicting court dates for both the state and federal cases Officer Womochil faces, the case is back on track.

 

Denise Renee Sandmann was also indicted for collaborating with him to produce child pornography.

The case against Officer Womochil was put on hold until she could be charged in Kansas court as his co-conspirator which has been carried out, as linked above.

Meanwhile, Officer Womochil attended a pretrial hearing and has a status conference scheduled at the US District Court on December 19, 2023. Jury trial for Womochil is set to begin on January 8, 2024. Womochil entered Not Guilty pleas on all 3 federal charges, specifically:

  • Conspiracy to commit sexual exploit, production of child pornography
  • Distribution of child pornography
  • Possession of child pornography

On Monday, January 22, 2023, Womochil is scheduled for a preliminary control docket via Zoom, facing 34 charges at the county level, 24 of which are child sexual exploitation.
