Open Records Summary :
Officers from 3 law enforcement agencies attempted a traffic stop. The driver did not stop and police escalated a chase. The car slowed down and drove onto a lawn with men seen running from the vehicle which may have caught fire during the chase. Police are heard screaming and then opened fire to shoot and kill the fleeing men. Police later admitted that they had been targeting Carrol because they felt his vehicle may have been linked to a previous crime. Police claimed that he had pointed a gun at them before they killed him. No gun can be seen on BWC in the darkness. BWC linked below shows what looks like a military execution with dozens of shots fired into the darkness of a creek bed. The killing was Justified by the County Attorney.
