Peoria PD responded to a call alleging Samuel Vincent Richmond was having a mental health crisis and mentioned suicide. Separately, police also investigated two Shotspotter alerts near a park. Peoria PD allege that Richmond pointed a gun at them and that therefore, they shot and killed the victim. Police defended their decision not to bring a mental health professional to the crisis call but instead opening fire on Richmond when first seeing him. Richmond was a very popular local man, nicknamed “Meatman” for his many years of working at Kroger’s in the meat department. His family challenges the officers’ statements that this could not be resolved without a firing squad.
