Excelsior Springs PD tried to stop Carl Carrel who had a warrant for a prior assault on a police officer. When police tackled him in the parking lot for arrest, they boxed him in from 2 sides with police vehicles. In response, he allegedly pulled out a gun and fired a shot, injuring one of the officers. Another officer shot and killed him. Carrel had been a Viet Nam veteran, underwater marine welder, had worked on skyscrapers and reconstructed and flipped houses in a number of countries and several continents. He reportedly had a problematic relationship with police authority, reasons for which are not known.
