A warden of the West Texas Detention facilityat Sierra Blanca and his twin brother drove up, cursed at them in Spanish and fired into the group of 13 migrants, hitting Sepulveda in the head and a woman in the abdomen. Mike and Mark Sheppard hunted migrants in their spare time. Mike’s job was that of LaSalle-run prison warden of the jail full-time.
