Richard Skinner, 45, the brother of Delaware County Sheriff Tony Skinner, had a long history of arrests. On 0/25/2022, they were sent to the home for a domestic disturbance. When police arrived, they brought their SWAT unit as well. Police allege they heard a gunshot from the house and allege the victim pointed a gun at police from a window. Police then shot and killed him. They had tried to arrest him for a domestic battery charge.
