Open Records Summary :
Two Houston PD officers were sent on a call where someone had been stabbed. They arrived and found that a car had been smashed into the lobby of an apartment building, and an injured person was down. Police saw Ronnie Caesar Junior walking away. When they engaged him, they claim that he turned around and walked toward them with a knife. Officers shot and killed him. As he was dying, police again tased him.
