Sioux Falls officers were sent to a welfare check on a suicidal man who was reportedly holding a knife to his own throat. Police arrived, fired tasers at him and he dropped the knife. Police physically tried to subdue him and an altercation began, leading to Kelly reaching for another knife. Police shot and killed him.
