During a traffic stop for an undisclosed reason, Tacoma PD officers for unknown reasons shot and killed passenger Moses Portillo, 22, who was in the backseat of the car with a long-leg cast. Police allege that he had an open container of alcohol and some ammo visible. No claims can be found of him having been a threat to police.
