City : Christiansburg
County : Montgomery
State : Virginia
Agency : Radford Police Department; Montgomery County Sheriff's Office
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Driver killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/31/2024, at approximately 9:07 p.m., Radford Police Department officers responded to the Speedway at 1102 West Main Street in Radford after a person reported an armed robbery in which a 2005 Toyota Camry was stolen. Police located the Camry approximately 40 minutes later at the Sonic restaurant on West Main Street. Officers attempted a felony stop because the vehicle had been reported stolen during the armed robbery. Police alleged that driver Khasi Nikole Chrisley, 33, drove away, and Radford police initiated a pursuit.
.
Police pursued Chrisley from West Main Street onto Radford Road and north on Route 11 toward Christiansburg. Before the Camry entered Christiansburg, Montgomery County Sheriff's Office deputies deployed spike strips in an attempt to stop it. The pursuit nevertheless continued into Christiansburg.
.
At approximately 9:58 p.m., while the pursuit continued on Radford Road, Chrisley's Camry struck the rear of a 2024 Mitsubishi that was in a turn lane near Mink Street and Crockett Home Improvement. The Camry then crossed into opposing traffic and collided head-on with a 2006 Volkswagen.

Radford police officers provided first aid and CPR to Chrisley at the crash scene. She was transported to Carilion New River Valley Medical Center in Christiansburg, where she died. Virginia State Police reported that Chrisley was not wearing a seat belt. Two people in the other vehicles suffered serious injuries; at least one was flown to a Roanoke hospital in critical condition.
.
Virginia State Police investigated the fatal three-vehicle crash, with its Crash Reconstruction Team assisting in the investigation.
.
Chrisley was born September 29, 1990. Her obituary identified her as the mother of three children.

Ricardo “Ricky” Resendez
Age :28
Gender :Male
Race : Latino/a/e
Date : 08/31/2024
Location : 2727 Canal Street at North Live Oak Street
City : Houston
County : Harris
State : Texas
Agency : Harris County Precinct 6 Constable’s Office
Officer(s) : Rigo Villeda Vivar
Cause of Death : Vehicle
Event : Bystander killed in wrong-way crash caused by off-duty deputy constable
OPEN RECORDS SUMMARY :
On 08/24/2024, at approximately 1:30 p.m., Ricardo “Ricky” Resendez Jr., 28, was driving home from his job at George Bush Intercontinental Airport when off-duty Harris County Precinct 6 Deputy Constable Rigo Villeda Vivar crashed into Resendez’s vehicle at Canal Street and North Live Oak Street in Houston’s Second Ward. Resendez was approximately one block from the home he shared with his family. He died at the scene.
.
Houston police determined that Vivar was traveling southbound in the northbound lanes of Canal Street when his Chevrolet Tahoe struck Resendez’s Dodge Avenger as Resendez was turning onto North Live Oak Street. Vivar was off duty but was in uniform and traveling to work. Precinct 6 initially described the Tahoe as Vivar’s personal vehicle.
.
A search warrant obtained during the subsequent investigation provided substantially more detail about Vivar’s driving. Vivar told investigators that he cut around traffic and drove into the wrong-way lanes. He said he activated emergency lights while doing so. An eyewitness, however, told investigators that Vivar appeared to be traveling as fast as 80 mph in the 30-mph zone and that the witness did not see emergency lights activated.
.
Harris County Precinct 6 terminated Vivar’s employment the day after the crash. Houston police investigated the collision, while Resendez’s family repeatedly called for criminal charges and questioned why Vivar had not been arrested.
.
The investigation remained unresolved publicly for months. ABC13 reported in March 2025 that Precinct 6 had withheld records concerning Vivar and the crash despite a Texas Attorney General determination that at least some requested records were subject to release. ABC13 reported filing approximately two dozen public-records requests, including 18 with Precinct 6. The agency initially quoted unusually high costs for fulfilling some requests and later relied on the ongoing investigation to withhold records.
.
The case eventually resulted in criminal charges. On 06/30/2025, a Harris County grand jury indicted Vivar for manslaughter in Resendez’s death. Vivar was arrested on 08/05/2025 and booked into the Harris County Jail. His bond was set at $100,000. Court reporting identified his full name as Rigo Villeda Vivar.
.
Resendez was born June 9, 1996, and grew up in Houston’s historic Second Ward. He graduated from the University of Houston with a degree in kinesiology and was working at Bush Airport while establishing a career in sports medicine. His family described him as deeply devoted to his parents and three sisters.
.
OFFICER BACKGROUND
.
Rigo Villeda Vivar was a Harris County Precinct 6 deputy constable at the time of the fatal crash. Although off duty, he was in uniform and traveling to work. Precinct 6 terminated him on 08/25/2024, one day after Resendez was killed.
.
ABC13 reported that Resendez’s family said it had learned of a history of professional and personal problems involving Vivar. Former colleagues and the family also raised allegations concerning Vivar’s driving record. When ABC13 questioned Vivar about those allegations, he denied them and referred further questions to his attorney.
.
Vivar was subsequently indicted for manslaughter on 06/30/2025. He was arrested on 08/05/2025, nearly a year after Resendez’s death, and a judge set his bond at $100,000.

Bennie Joe Williams
Age :79
Gender :Male
Race : White
Date : 08/30/2024
Location : U.S. 40 and Smith Road
City : Clayton
County : Hendricks
State : Indiana
Agency : Plainfield Police Department
Officer(s) : Bryan Goodmon
Cause of Death : Vehicle
Event : 2 bystanders killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/30/2024, Bennie Joe Williams, 78, and his wife, Barbara Williams, 79, were killed when Plainfield Police Officer Bryan Goodmon crashed his police vehicle into their Honda while pursuing another driver at U.S. 40 and Smith Road near Clayton. The Williamses were uninvolved bystanders. Goodmon was traveling at approximately 100 mph immediately before the collision.
.
The pursuit began after Plainfield police attempted to stop a Ford Mustang driven by 19-year-old Kyle Michael Conder. Police specifically alleged that Conder had been driving recklessly and speeding on U.S. 40. Conder continued driving away while police pursued him westbound out of Plainfield.
.
Goodmon joined the pursuit as the second police vehicle. Investigative records later showed that he accelerated to approximately 100 mph while traveling westbound on U.S. 40. Goodmon's emergency lights were activated, but investigators determined that his siren was not continuously activated as required during the pursuit.
.
At U.S. 40 and Smith Road, Bennie Williams was driving the couple's Honda south across the highway. Goodmon's police vehicle struck the Honda at high speed. The impact killed Bennie and Barbara Williams. Goodmon suffered serious injuries and was hospitalized.
.
Indiana State Police reconstructed the collision and determined that Goodmon was traveling approximately 100 mph immediately before impact. Investigators concluded that his speed and failure to continuously operate his siren contributed to the fatal crash. State police found that Goodmon failed to exercise the "due regard" required of an emergency-vehicle driver.
.
The investigation also found that Goodmon violated Plainfield Police Department pursuit policy. Department policy required officers to continually evaluate whether the need to apprehend a fleeing driver outweighed the danger created by continuing a pursuit. Goodmon was placed on administrative leave following the crash.
.
Plainfield police subsequently initiated an internal investigation. Goodmon resigned from the Plainfield Police Department in January 2025 while the disciplinary process arising from the fatal crash was underway.
.
Conder was arrested approximately two months after the crash. Prosecutors charged him with resisting law enforcement causing death and other offenses arising from the pursuit.
.
Bennie and Barbara Williams had been married for 57 years. Their family described them as inseparable and said they were returning home after having dinner when Goodmon crashed into them. Bennie had retired from Allison Transmission after more than 30 years of employment. The couple left behind two children, grandchildren and great-grandchildren.
.
OFFICER BACKGROUND
.
Bryan Goodmon was the Plainfield Police Department officer whose police vehicle struck and killed Bennie and Barbara Williams. Indiana State Police concluded that Goodmon was traveling approximately 100 mph before the collision, failed to continuously operate his siren and failed to exercise due regard for other motorists.
.
Plainfield police determined that Goodmon violated department pursuit policy. He resigned from the department in January 2025 while facing disciplinary proceedings related to the fatal crash.

Event : Driver killed by police chase crash during attempted arrest for alleged child abduction and sexual assault
OPEN RECORDS SUMMARY :
On 08/30/2024, Wayne Noel, 64, died after crashing his Honda Civic while New York City police pursued him through Queens Village. Police were searching for Noel in connection with the alleged abduction and sexual assault of a 9-year-old girl the previous evening.
.
According to NYPD investigators, the incident that prompted the search occurred at approximately 7:20 p.m. on 08/29/2024 at a Key Food supermarket near 213th Street and Jamaica Avenue. Police alleged that Noel approached the girl while her grandmother was in a restroom, grabbed the child by her hair and forcibly took her from the store to his vehicle. .
Police searched for Noel and his Honda Civic for approximately 18 hours. Amir Jordan
Age :19
Gender :Male
Race : Black
Date : 08/30/2024
Location : 4600 block of Este Avenue near Chickering Avenue
City : Spring Grove Village
County : Hamilton
State : Ohio
Agency : Cincinnati Police Department
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Bystander pedestrian killed by police vehicle responding to emergency call
OPEN RECORDS SUMMARY :
On 08/29/2024, at approximately 5:56 p.m., Amir Jordan, 19, was struck by a Cincinnati Police Department cruiser in the 4600 block of Este Avenue near Chickering Avenue in Cincinnati's Spring Grove Village. Jordan had just gotten off a Metro bus and was crossing Este Avenue when the police vehicle struck him. He was transported to University of Cincinnati Medical Center, where he died from his injuries.
.
The officer was driving north on Este Avenue in a marked 2021 Ford Explorer and was operating the cruiser in emergency-response mode. Cincinnati police said the officer had activated the cruiser's emergency lights and siren while responding to reports of a shooting in the Spring Grove Village area.
.
Police said Jordan had exited the Metro bus and crossed Este Avenue westbound in an area without a marked crosswalk. The police cruiser was traveling parallel to the bus before striking him. A witness independently confirmed hearing the cruiser's siren and seeing its emergency lights activated.
.
Jordan's family questioned whether additional safeguards should govern the speed and manner in which police drive through residential neighborhoods during emergency responses. His grandmother, Paula McClendon, said the family initially received little information from city or police officials and called for changes to police emergency-response protocols. Residents also pointed to the absence of a marked pedestrian crossing near the Metro bus stops at Este and Chickering avenues.
.
Jordan's father, Anthony Jordan, later said his son was crossing Este Avenue while on his way to visit him. He called for pedestrian-safety improvements at the location, including crosswalks, traffic controls or other measures. A crash report described the police vehicle as operating in emergency mode when it struck Jordan.
.
Jordan was born on 02/22/2005. His family described him as a loving and independent young man who had recently taken up karate. Funeral services were held on 09/09/2024 at New Prospect Baptist Church in Cincinnati.
.
Jordan's mother, Shenee McClendon, established a GoFundMe the day after his death to help pay his funeral and burial expenses. The fundraiser specifically identifies Jordan as her 19-year-old son and states that he was killed after being struck by the Cincinnati police cruiser.
.
OFFICER BACKGROUND
.
The Cincinnati Police Department did not publicly identify the officer whose cruiser struck and killed Jordan.

On 08/29/2024, at approximately 5:48 p.m., Brently Allen Tucker, 36, was killed when his Honda CBR600 motorcycle collided with another vehicle on Lexington Road at Woodgrove Drive in Athens while an Oglethorpe County sheriff’s deputy was pursuing him. The pursuit began in neighboring Oglethorpe County and continued across the county line into Athens-Clarke County.
.
According to the Oglethorpe County Sheriff’s Office, the encounter began on Smokey Road when a deputy encountered Tucker riding the motorcycle. The publicly available accounts reviewed for this update do not specify the particular traffic violation, warrant, crime or other reason the deputy initially attempted to stop Tucker.
.
The deputy pursued Tucker from Oglethorpe County into Clarke County. Athens-Clarke County Police Department officials said their officers did not participate in the pursuit.
.
Oglethorpe County Sheriff David Gabriel said the deputy terminated the pursuit shortly before the fatal collision. Gabriel said the deputy turned off his emergency lights and siren. According to Gabriel, Tucker was looking backward toward the deputy around that time.
.
Tucker continued west on Lexington Road. Near Woodgrove Drive, an eastbound Honda Pilot was making a left turn when Tucker’s motorcycle struck the passenger side of the Pilot. Tucker died at the scene.
.
The Georgia State Patrol Post 32 in Athens investigated the collision, with assistance from the agency’s Specialized Collision Reconstruction Team.
.
Funeral announcements identified Tucker as Brently Allen Tucker and documented services for him in September 2024.
.
OFFICER BACKGROUND
.

Kirk Walker
Age :37
Gender :Male
Race : Black
Date : 08/28/2024
Location : Henry Hudson Parkway near West 154th Street
City : New York
County : Manhattan
State : New York
Agency : New York Police Department
Officer(s) : Boubacar Barry
Cause of Death : Vehicle
Event : Bystander killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/24/2024, at approximately 2:20 a.m., Kirk Walker Jr., 38, was killed in a head-on collision on the Henry Hudson Parkway in Manhattan while returning from a celebration with his cousin, Robert “Todd” McLaurin, 40. Walker was scheduled to marry his fiancée, Shauntea Weaver, the following day.
.
The sequence leading to the fatal crash began when a Chevrolet Silverado driven by 17-year-old Jimmy Connors struck a vehicle associated with off-duty NYPD Officer Boubacar Barry near Dyckman Street. Barry then followed Connors in his personal vehicle. Later court filings specifically identified Barry and alleged that he pursued Connors at high speed rather than simply reporting the collision and allowing on-duty police to respond.
.
Connors drove down an exit ramp, made a U-turn and began driving south in the northbound lanes of the Henry Hudson Parkway. Barry continued following him. A later civil lawsuit alleges that both vehicles were traveling at excessive speeds and driving erratically against the flow of traffic during the pursuit.
.
Near West 154th Street, Connors's pickup crashed head-on into the Dodge Challenger carrying Walker and McLaurin. Both men were killed. The pickup subsequently struck another vehicle and caught fire. Connors left the crash scene on foot.
.
Connors was located the following day at the Canadian border and was eventually returned to New York. Prosecutors charged him with second-degree murder, second-degree manslaughter, leaving the scene of an incident without reporting and other offenses arising from the crash. He pleaded not guilty.
.
The role of off-duty Officer Barry became a significant issue after the crash. Contemporary reporting said the New York Attorney General's Office was examining whether Barry's pursuit contributed to the fatal collision.
.
In July 2025, Walker's family filed a civil lawsuit naming Connors, Barry, New York City and the Manhattan nightclub where Connors had allegedly been drinking. The complaint alleges that Barry engaged in a high-speed wrong-way pursuit and that his conduct contributed directly to the crash that killed Walker. These remain allegations in civil litigation.
.
Walker was a father of three. His family had gathered for what was supposed to be his wedding weekend, and the fatal crash occurred only hours before the planned wedding festivities. A family fundraiser established after the crash also included support for McLaurin's family.
.
OFFICER BACKGROUND
.
Boubacar Barry was the off-duty NYPD officer identified in subsequent litigation as pursuing Connors before the fatal wrong-way collision. Walker's family's lawsuit alleges that Barry's pursuit was reckless and contributed to Walker's death.

OPEN RECORDS SUMMARY :
On 08/28/2024, at approximately 9:50 p.m., a 14-year-old boy died after a Pearland Police Department pursuit that began on Country Place Parkway and continued northbound onto State Highway 288. Police said the teenager had taken his mother's Nissan sedan in an attempt to run away from home.
.
The specific initiating traffic violation was a red-light violation. A Pearland police officer saw the Nissan go around a stopped vehicle and run a red light at Country Place Parkway and Hughes Ranch Road. Family members were following the teenager in another vehicle and flagged down the officer, pointing toward the Nissan. The officer then attempted to stop the teenager and began pursuing him onto Highway 288.
.
Approximately a mile and a half after the pursuit began, the teenager lost control of the Nissan on northbound Highway 288 near the Beltway 8 interchange and crashed into the center concrete barrier. He got out of the wrecked vehicle and ran west across the highway's northbound main lanes and HOV lane toward the southbound side. The pursuing officer lost sight of him as he ran across the freeway.
.
Approximately five minutes later, Pearland dispatchers received a report that a pedestrian had been struck in the southbound lanes of Highway 288. Officers arrived and discovered that the pedestrian was the same 14-year-old they had been pursuing. A motorist had struck him while he attempted to cross the southbound lanes. The driver who struck him and other witnesses remained at the scene and cooperated with investigators.
.
Pearland police officers performed CPR before an ambulance transported the teenager to Ben Taub Hospital in Houston, where he was pronounced dead. The Pearland Police Department investigated the fatal incident under case number 24-007561.

Mixalis Christos Papalas-Schultz
Age :1
Gender :Male
Race : White
Date : 08/27/2024
Location : Sherman Road near 244th Road
City : Atchison
County : Atchison
State : Kansas
Agency : Atchison County Sheriff's Office; Kansas Highway Patrol
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Bystander (infant) killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/27/2024, 17-month-old Mixalis Papalas-Schultz died at Children’s Mercy Hospital from injuries sustained two days earlier when the vehicle in which he was a passenger crashed during an Atchison County Sheriff’s Office pursuit south of Atchison.
.
The incident began at approximately 5:30 p.m. on 08/25/2024, when Atchison police received a report that a vehicle had crashed into a wall in the 700 block of S Street and then left the scene. Police were told that the vehicle had lost its front bumper in the collision.
.
Approximately 10 minutes later, an Atchison County sheriff’s deputy spotted a vehicle matching that description parked in the grass along Sherman Road south of the Atchison city limits, just north of 244th Road. The deputy passed the vehicle, turned around, activated the patrol vehicle’s emergency lights and pulled in behind it.
.
The deputy approached the driver’s side and began speaking with the driver, identified as Maria Papalas, 28. According to the Atchison County Sheriff’s Office, Papalas began rolling up the window and then drove away at high speed. The deputy did not realize that 17-month-old Mixalis was in the back seat.
.
The deputy followed Papalas south on Sherman Road but lost sight of the Toyota Corolla. After traveling south of 242nd Road, the deputy saw a cloud of dust on the west side of Sherman Road and discovered that the Toyota had left the roadway, crossed a fence and crashed into trees after rolling multiple times.
.
When the deputy reached the wrecked Toyota, Papalas was outside the vehicle and reaching through a window to remove Mixalis from the back seat. The deputy attempted to take Papalas into custody, and police alleged that she struck and kicked the deputy during the encounter. After taking her into custody, the deputy provided assistance to the critically injured child until Atchison County Rescue and EMS arrived.
.
Mixalis was transported to Children’s Mercy Hospital in Kansas City with life-threatening injuries. He remained hospitalized until approximately 2:25 p.m. on 08/27/2024, when he died from his injuries.
.
Initial Kansas Highway Patrol reporting stated that Mixalis had been properly restrained in a child safety restraint during the crash. However, later court proceedings produced contrary evidence. At Papalas’s 2025 criminal case, evidence showed that Mixalis had not been properly restrained in a car seat when the crash occurred.
.
Papalas was initially charged with first-degree murder committed during the commission of a felony, fleeing or attempting to elude law enforcement, aggravated child endangerment, interference with law enforcement, battery on a law-enforcement officer, driving under the influence, marijuana possession and reckless driving.
.
In May 2025, Papalas pleaded no contest under a plea agreement to amended charges of second-degree murder and two counts of aggravated endangering a child. The remaining charges were dismissed.
.
On 06/24/2025, an Atchison County District Court judge sentenced Papalas to a total of 303 months in prison, or 25 years and three months, for second-degree murder and the two aggravated child-endangerment convictions.
.
OFFICER BACKGROUND
.
The Atchison County Sheriff’s Office did not publicly identify the deputy who initiated the pursuit preceding the crash that ultimately killed Mixalis.

State : Florida
Agency : Florida Highway Patrol; Levy County Sheriff’s Office
Officer(s) : Justin Gitto, Michael McKinstry, Sergio Pearce; Levy County deputies Not Disclosed
Cause of Death : Vehicle
Event : Driver killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/26/2024, the Florida Highway Patrol became involved after the Pasco County Sheriff’s Office requested assistance locating a man wanted in connection with the armed carjacking of an Uber driver near Dade City. FHP troopers located the vehicle traveling north toward Levy County. Levy County Sheriff’s Office reporting stated that troopers attempted to stop the 39-year-old Latino driver while he was traveling through Crystal River on U.S. Highway 19 and that he continued driving north while police pursued. Levy County deputies joined the pursuit when the vehicle entered Levy County.
.
Levy County deputies deployed Stop Sticks on U.S. 19 in the Lebanon Station area, but the driver avoided them. FHP later identified Troopers Justin Gitto, Michael McKinstry and Sergio Pearce as the troopers directly involved in the pursuit. According to FHP, Gitto performed a PIT maneuver against the vehicle, but the driver regained control and continued north.
.
FHP alleged that the driver then fired multiple shots toward Gitto's patrol vehicle and that gunfire struck the patrol car. Gitto fired through the windshield of his moving patrol vehicle toward the pursued vehicle. After briefly assessing himself following the gunfire, Gitto resumed the pursuit.
.
McKinstry and Pearce moved to the front of the pursuit. Levy County deputies made a second attempt to deploy Stop Sticks in Otter Creek, which the driver also avoided. Police alleged that the driver continued firing toward pursuing troopers as vehicles traveled north on U.S. 19. The pursuit reached speeds of approximately 120 mph.
.
FHP reported that McKinstry intentionally struck the pursued vehicle in another effort to stop it, but the driver maintained control and continued. Gitto subsequently moved back to the front of the pursuit. According to FHP, the driver then began traveling on the wrong side of the divided highway toward oncoming traffic.
.
FHP stated that Gitto again fired his weapon at the vehicle while both vehicles were moving. Shortly afterward, the pursued vehicle left U.S. 19 near County Road 347, overturned and came to rest along the wooded roadside approximately five miles south of Chiefland. The driver died at the scene. Initial law-enforcement reporting attributed his death to injuries from the crash.
.
The later FHP account substantially expanded the original public description of the encounter. The initial Levy County release disclosed two unsuccessful Stop Stick deployments, speeds reaching approximately 120 mph and an exchange of gunfire, but did not disclose that Gitto had performed a PIT maneuver, that McKinstry intentionally struck the vehicle, that the driver traveled wrong-way into opposing traffic, or that Gitto fired at the vehicle shortly before it left the roadway and overturned.
.
Because police discharged firearms during the pursuit, the Florida Highway Patrol and Levy County Sheriff’s Office asked the Florida Department of Law Enforcement to assist with the investigation. The day after the death, FHP initially told a reporter that it had no record of responding to a Levy County fatality on August 26. FHP subsequently acknowledged the records request, referred it to Troop B, and stated that the requested records were part of an active criminal investigation and temporarily exempt from disclosure.
.
FHP subsequently selected Gitto, McKinstry and Pearce as its co-recipients of the August 2024 Trooper of the Month award for their actions during this pursuit. FHP also awarded Gitto its Medal of Valor for the encounter. The agency's award narrative provided the more detailed account of the two vehicle-contact attempts, Gitto firing through his windshield, the wrong-way driving and Gitto's additional gunfire shortly before the fatal rollover.
.
OFFICER BACKGROUND:
Trooper Sergio Pearce was previously disciplined by the Florida Highway Patrol in connection with the Donna Watts records-access controversy. According to allegations in Watts' federal civil-rights lawsuit that incorporated the results of FHP's internal investigation, Pearce accessed Watts' driver's-license information three times on October 29, 2011 without an official law-enforcement purpose. FHP determined that the accesses lacked an official purpose and issued Pearce a written reprimand. Watts was the FHP trooper who became the subject of widespread unauthorized database searches by law-enforcement personnel after she arrested an off-duty Miami police officer for reckless driving.

Robert “Todd” McLaurin
Age :40
Gender :Male
Race : Black
Date : 08/24/2024
Location : Henry Hudson Parkway near West 154th Street
City : New York
County : New York
State : New York
Agency : New York City Police Department
Officer(s) : Boubacar Barry
Cause of Death : Vehicle
Event : Bystander killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/24/2024, at approximately 2:20 a.m., Robert “Todd” McLaurin, 40, was killed alongside his cousin Kirk Walker Jr., 38, in a head-on collision on the Henry Hudson Parkway in Manhattan. McLaurin had traveled from North Carolina with family to celebrate Walker's wedding, which was scheduled for the following day.
.
The sequence leading to the crash began when a Chevrolet Silverado driven by 17-year-old Jimmy Connors struck a vehicle associated with off-duty NYPD Officer Boubacar Barry near Dyckman Street. Barry then followed Connors in his personal vehicle. Subsequent litigation alleges that Barry pursued Connors at high speed rather than simply reporting the collision and allowing on-duty police to respond.
.
Connors drove down an exit ramp, made a U-turn and began traveling south in the northbound lanes of the Henry Hudson Parkway. Barry continued following him. A later lawsuit alleges that the two vehicles were traveling at excessive speeds and driving erratically against traffic during the pursuit.
.
Near West 154th Street, Connors's pickup crashed head-on into the Dodge Challenger carrying McLaurin and Walker. Both men were killed. Connors subsequently left the crash scene on foot and was located the following day at the Canadian border.
.
Prosecutors later charged Connors with second-degree murder, second-degree manslaughter, leaving the scene of an incident without reporting and other offenses. He pleaded not guilty.
.
The New York Attorney General's Office examined whether Barry's pursuit contributed to the fatal collision. Walker's family subsequently filed civil litigation alleging that Barry's high-speed wrong-way pursuit contributed directly to the crash.
.
McLaurin was born on 09/25/1983 and lived in North Carolina. He was the father of two sons, Kaleb and Josiah McLaurin, and was survived by his parents, Dwight and Betty McLaurin, and his sister, Tonja McLaurin. His funeral was held on 09/02/2024 at Western Assembly Disciple of Christ Church in Newton Grove, North Carolina.
.
OFFICER BACKGROUND
.
Boubacar Barry was the off-duty NYPD officer identified in subsequent litigation as pursuing Connors before the fatal wrong-way collision. The civil lawsuit alleges that Barry's pursuit was reckless and contributed to the deaths of Walker and McLaurin.

OPEN RECORDS SUMMARY :
On 08/22/2024, Tanner Smith, 36, was killed while riding as a passenger in a Nissan Altima that Elyria police pursued through Elyria. An Elyria officer reported seeing what the officer believed was a hand-to-hand drug transaction on Erie Street at approximately 3:15 p.m. and attempted to stop the Nissan. Dash-camera video later released by police showed the Nissan continuing away as police pursued it toward State Route 57.
.
Police reported that the Nissan accelerated north on State Route 57, passed traffic using the shoulder and continued through a red traffic signal at Midway Boulevard. Dispatch recordings captured an officer estimating the Nissan's speed at approximately 60 mph while the pursuit continued.
.
Seconds later, at approximately 3:22 p.m., the Nissan continued through another red light at State Route 57 and Griswold Road and collided with a Toyota Corolla that was turning onto Griswold Road. Oskar Hernandez Martinez Jr.
Age :20
Gender :Male
Race : Latino/a/e
Date : 08/21/2024
Location : North Division Street near Garfield Street
City : Harvard
County : McHenry
State : Illinois
Agency : Harvard Police Department
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Driver killed by police chase crash following attempted traffic stop
OPEN RECORDS SUMMARY :
On 08/21/2024, shortly after midnight, Oskar Hernandez Martinez Jr., 20, was killed when his black 2000 Ford Mustang crashed off North Division Street in Harvard after a Harvard police officer attempted to stop the vehicle. Hernandez Martinez was pronounced dead at the scene. The McHenry County Coroner later determined that he died from blunt-force trauma.
.
The encounter began at approximately 12:02 a.m. when a Harvard police officer saw a dark-colored sedan disobey a stop sign at South Park Avenue and South Division Street, also known as U.S. Route 14. Police reported that the same vehicle then continued northbound, disregarded a traffic signal at Brink Street/Route 173 and rapidly accelerated. The officer, who had been traveling southbound, turned around and attempted to stop the vehicle.
.
The officer briefly lost sight of the vehicle as it crossed the North Division Street viaduct over the railroad tracks and then completely lost visual contact near North Division Street and Diggins Street. Continuing north, the officer stopped another dark-colored sedan at North Division Street and Crowley Road but determined after speaking with its driver that it was not the vehicle the officer had originally attempted to stop.
.
Two additional Harvard police officers responding as backup drove north on Division Street and struck a low-hanging braided metal utility guy wire in the 1500 block. Both police vehicles were damaged. Police subsequently determined that the wire had fallen across the roadway after Hernandez Martinez's Mustang struck and broke a utility pole.
.
Police searched the area and discovered Hernandez Martinez's Mustang approximately 100 feet off the roadway in a heavily wooded area. He was the vehicle's sole occupant and was pronounced dead at the scene by the Harvard Fire Protection District.
.
The McHenry County Coroner's Office identified Hernandez Martinez several days later. An autopsy determined that his cause of death was blunt-force trauma. The Major Crash Assistance Team investigated the crash, and Harvard police requested an outside review by the McHenry County Sheriff's Office under the Illinois Police and Community Relations Improvement Act.
.
Hernandez Martinez was born in Harvard. His obituary described him as someone who loved football, cooking and driving his Mustang and said that family was particularly important to him. He enjoyed being a big brother and spending time with his girlfriend and was remembered by his family as generous, kind and loyal.
.
OFFICER BACKGROUND
.
The Harvard Police Department did not publicly identify the officer who attempted to stop Hernandez Martinez before the fatal crash.

Location : 100 South Road at 40 East Road
City : Grainfield
County : Sheridan
State : Kansas
Agency : Kansas Highway Patrol
Officer(s) : Ethan Masterson
Cause of Death : Vehicle
Event : Bystander killed in crash with police vehicle responding to emergency
OPEN RECORDS SUMMARY :
On 08/19/2024, Gerald Dwain “Jerry” Rahier II, 42, was killed when Kansas Highway Patrol Trooper Ethan Masterson crashed his patrol SUV into the driver’s side of Rahier’s 1999 Chevrolet Tahoe at the rural intersection of 100 South Road and 40 East Road in Sheridan County. Masterson was responding to a separate fatal crash on K-23 south of Hoxie.
.
Masterson was traveling west on 100 South Road while Rahier was traveling south on 40 East Road. Kansas Highway Patrol reported that Masterson had his emergency lights and siren activated as he approached the intersection. Masterson entered the intersection and struck the driver’s side of Rahier’s Tahoe. The intersection was described in later reporting as an intersection of two dirt roads that apparently did not have stop signs.
.
The collision killed Rahier at the scene. His partner, Arielle C. Lemos, and their two young children were also in the Tahoe. All three were injured. One child was airlifted after suffering particularly serious injuries. All four people in Rahier’s vehicle were restrained.
.
The family disputed the Kansas Highway Patrol’s account that Masterson was operating with his emergency lights and siren activated. .
The Kansas Highway Patrol Critical Highway Accident Response Team investigated the fatal collision.

Event : Motorcyclist killed by police chase crash
OPEN RECORDS SUMMARY :
On 08/17/2024, Joseph Nehemiah Powell, 34, of Orange Park was killed when he crashed his motorcycle while Florida Highway Patrol troopers pursued him on Interstate 10. The pursuit began at approximately 3:20 p.m. in Washington County and continued east into Jackson County.
.
The initiating reason for the attempted traffic stop was specifically no license plate/tag displayed on Powell's motorcycle. An FHP trooper attempted to stop Powell's green 2007 Kawasaki on eastbound I-10 between mile markers 102 and 104. Powell continued driving and the trooper pursued.
.
During the pursuit, FHP reported that Powell reached speeds approaching 142 mph and at times traveled on the center grass median and emergency shoulder. The pursuit continued from Washington County into Jackson County.

Powell attempted to exit I-10 onto State Road 71 in Jackson County. According to FHP, he attempted to change direction while negotiating the exit, lost control of the Kawasaki and crashed. The pursuing trooper arrived at the crash scene, requested EMS and began CPR, but Powell died from his injuries.
.
FHP subsequently reported that the motorcycle was unregistered and uninsured and that Powell did not have a driver's license or motorcycle endorsement. Those facts were discovered in connection with the investigation; the stated reason for the original attempted stop was the motorcycle displaying no tag.
.
The Florida Highway Patrol Traffic Homicide Division investigated the fatal pursuit and crash.
