NARRATIVE:
On 03/18/2021, 46-year-old Stephanie T. Morton of Richmond was killed along with passenger Tia O. Porter, 26, and uninvolved driver Kenneth Crosby Jr., 61, when Morton's Dodge Avenger crashed after a Virginia State Police pursuit that began in Spotsylvania County and ended in Prince William County.

At approximately 4:33 p.m., a Virginia State Police trooper attempted to stop Morton's 2008 Dodge Avenger on northbound Interstate 95 near mile marker 127 after observing the vehicle traveling 80 mph in a posted 65 mph zone. Morton continued away from the attempted stop and the trooper initiated a pursuit.

Within approximately two minutes, the trooper terminated the pursuit because of heavy northbound traffic. Morton continued north at high speed using the left shoulder of Interstate 95.

Virginia State Police troopers farther north positioned themselves for the approaching Dodge. When traffic conditions became lighter, troopers located Morton and initiated another pursuit. Police reported that Morton reached speeds of approximately 100 mph.

Morton entered the I-95 Express Lanes by crashing through three illuminated warning gates. The Express Lanes had been switched to carry southbound traffic for the evening commute, but Morton continued north into the opposing traffic. The pursuing trooper did not follow her into the Express Lanes.

At approximately mile marker 155 in Prince William County, Morton's northbound Dodge collided head-on with a southbound Ford Ranger driven by 61-year-old Kenneth Crosby Jr. The impact forced Crosby's pickup off the roadway and over a guardrail.

Two additional southbound vehicles then collided with Morton's Dodge, which caught fire. Morton died at the scene. Porter was ejected from the Dodge and also died at the scene. Crosby sustained fatal injuries and died at the scene. Several occupants of the other vehicles were injured.

At approximately 4:33 p.m., a Virginia State Police trooper attempted to stop the Dodge on northbound Interstate 95 near mile marker 127 in Spotsylvania County for traveling 80 mph in a posted 65 mph zone. Morton continued away and the trooper pursued.

The trooper terminated the pursuit approximately two minutes later because of heavy traffic. Morton continued north using the left shoulder. Troopers positioned farther north subsequently encountered the Dodge and initiated another pursuit when traffic conditions were lighter.

Morton reached speeds of approximately 100 mph before entering the I-95 Express Lanes by crashing through three illuminated warning gates. The lanes were carrying southbound traffic, placing the Dodge in the wrong direction against approaching vehicles. State police did not follow the Dodge into the Express Lanes.

Near mile marker 155 in Prince William County, the Dodge struck Crosby's southbound Ford Ranger head-on. The impact sent the Ranger over a guardrail. Two other southbound vehicles subsequently collided with the Dodge, which caught fire.

Porter was ejected from the Dodge and died at the scene. Morton also died at the scene. Crosby was killed in the head-on collision. Other people involved in the multi-vehicle crash sustained injuries.

Crosby was an uninvolved motorist traveling southbound in the proper direction.

Crosby was a retired U.S. Marine Corps lieutenant colonel who had served 24 years in the Marine Corps and later worked at the Pentagon for the Joint Chiefs of Staff. He had left work shortly before the collision and was driving home to Dumfries.

At approximately 4:33 p.m., a Virginia State Police trooper attempted to stop Morton's Dodge for traveling 80 mph in a posted 65 mph zone on northbound Interstate 95 in Spotsylvania County. Morton continued away and a pursuit began.

The initial trooper terminated the pursuit after approximately two minutes because of heavy traffic. Morton continued north using the left shoulder. Troopers farther north subsequently encountered Morton and initiated another pursuit when traffic was lighter. Police reported that Morton reached approximately 100 mph.

Morton then crashed through three illuminated warning gates and entered the I-95 Express Lanes traveling north while the lanes were configured exclusively for southbound traffic. The pursuing state trooper did not enter the Express Lanes behind her.

Near mile marker 155, Morton's wrong-way Dodge collided head-on with Crosby's southbound Ford Ranger. The impact forced Crosby's pickup off the Express Lanes and over a guardrail. Crosby died at the scene.

On 03/16/2021, Utah County Sheriff’s deputy Joseph Richardson was driving his personal vehicle at a high rate of speed while responding to an unrelated incident when he crashed into the vehicle driven by 22 year old Joseph Spencer in Provo. Spencer was killed in the collision. Investigators later determined that Richardson was traveling well above the speed limit and was not responding to a call involving an immediate threat to life. Prosecutors charged Richardson with felony manslaughter in connection with Spencer’s death. In 2023, Richardson reached a plea deal in which the manslaughter charge was reduced to negligent homicide and held in abeyance, allowing him to avoid prison if conditions were met. Spencer’s family filed a wrongful death lawsuit against the county, citing reckless conduct and systemic failures in accountability.

NARRATIVE:
On 03/13/2021, Ramon Broomfield was killed when the ATV he was operating crashed during a Columbia County Sheriff's Office pursuit on County Road 30 in Columbia County, Arkansas.

Broomfield and his wife, Kimberly Broomfield, had attended a large ATV riding event at a residence on County Road 30. They subsequently left on separate ATVs, with Broomfield riding alone and his wife's niece riding as a passenger on his wife's ATV.

Shortly after 7:00 p.m., Columbia County Sheriff's Deputy Hunter Scott saw the two ATVs enter and begin traveling on the highway. Scott got into his patrol vehicle, activated his emergency lights and siren and pulled behind the ATVs in an attempt to stop them. The riders continued traveling down the road.

Scott radioed Deputy Jordan Hanson, who was on duty in a vehicle farther along their route, and told Hanson that he was following the ATVs and attempting to get them to stop. When the ATVs approached Hanson's location with Scott following behind with his emergency equipment activated, Hanson activated his own emergency lights and siren and joined the pursuit.

Hanson pursued Broomfield's ATV on County Road 30. According to the account subsequently accepted by the federal court for purposes of the defendants' summary-judgment motion, Hanson at one point intended to discontinue the pursuit but decided to make another attempt to bring Broomfield to a controlled stop. Hanson passed the ATV on the left and positioned his patrol vehicle ahead of it before reducing his speed.

According to Hanson's account, Broomfield accelerated and moved around the patrol vehicle, left the roadway and crashed into trees. Broomfield sustained severe injuries. Deputies arrived and attempted CPR, and Columbia County ambulance personnel subsequently took over emergency medical treatment. Broomfield was pronounced dead.

The Arkansas State Medical Examiner determined that Broomfield died from multiple blunt-force injuries and classified his death as accidental.

Broomfield's widow subsequently disputed the deputies' account of the fatal crash. In a federal wrongful-death and civil-rights lawsuit, she alleged that Hanson performed an unsafe PIT maneuver or otherwise struck Broomfield's ATV with his patrol vehicle, causing the fatal collision. Hanson denied performing a PIT maneuver and denied that his patrol vehicle ever contacted the ATV.

The dispute was litigated in federal court. On 11/17/2023, the U.S. District Court for the Western District of Arkansas granted summary judgment to the defendants. The court concluded that the plaintiff had not produced evidence establishing that Hanson performed a PIT maneuver or struck Broomfield's ATV and therefore could not establish the excessive-force claim. The ruling did not change the undisputed fact that Broomfield's fatal crash occurred during the Columbia County Sheriff's Office pursuit.

NARRATIVE:
On 03/11/2021, 48-year-old Robert Makoni was killed when the Penske rental van he was driving crashed at West Avenue and Bullard Avenue shortly after a Fresno Police Department pursuit.

At approximately 3:12 p.m., Fresno police received a request to conduct a welfare check on a man sitting inside a vehicle near Marks and Browning avenues. Responding officers located Makoni alone in the driver's seat of a utility van and contacted him. Police Lt. Rob Beckwith said Makoni initially complied with officers before suddenly driving away.

Makoni drove east on Bullard Avenue at high speed. Fresno police officers attempted to catch up with him and pursued the van for a short distance while attempting to stop him. According to Beckwith, officers terminated the pursuit because of Makoni's speed.

Makoni continued east on Bullard Avenue after police disengaged. Shortly before 3:30 p.m., he approached West Avenue. Witnesses told investigators that Makoni entered the intersection against a red traffic signal and collided with another vehicle that was turning south onto West Avenue.

The impact caused Makoni's van to overturn and strike a streetlight at the southeast corner of the intersection. The van caught fire. Witnesses attempted to reach Makoni but were unable to remove him because of the flames. Makoni died at the scene.

The driver of the other vehicle complained of pain and was transported to Community Regional Medical Center. Police reported that the driver's injuries were not life-threatening.

On March 10, 2021, at approximately 8:21 p.m., Mansfield police responded to a report of three men fighting on Sycamore Street, with concerns that a woman was being held against her will. En route, officers learned that a man had been struck in the face with a tire iron, and the man had fled in a 2005 Chevrolet Silverado pickup truck. Officers located the vehicle on Bowman Street, traveling north at high speed. The driver, later identified as Randy Heater, 37, refused to stop and reportedly rammed a police cruiser during the pursuit. The chase continued through rural Richland County, with speeds reaching up to 100 mph. Near Plymouth Springmill Road and Bistline Road, Heater failed to negotiate a curve, causing the vehicle to veer off the road, strike a guardrail, overturn, and eject him. Heater, who was not wearing a seatbelt, was pronounced dead at the scene.
