REASON FOR CHASE: Driving the wrong way on Airport Boulevard with high beams on.

NARRATIVE:
On 12/29/2023, 30-year-old Raheem Jamar Bonham of West Columbia was struck and killed by a motorist after fleeing a Cayce Police Department pursuit and attempting to cross Interstate 26 on foot near mile marker 114 in Lexington County.

At approximately 11:30 p.m., Cayce police officers attempted to stop Bonham's vehicle after observing it traveling the wrong way on Airport Boulevard with its high beams on. Bonham continued driving, and Cayce officers pursued the vehicle. Police said officers saw what appeared to be drugs being thrown from the vehicle during the pursuit and later recovered material from the roadside.

The pursuit continued onto westbound Interstate 26. Near mile marker 114, between the Airport Boulevard and Cayce exits, Bonham stopped the vehicle, got out and fled from officers on foot. He climbed over the concrete median barrier separating the westbound and eastbound sides of the interstate.

Bonham entered the eastbound lanes of I-26 and was struck by a 2011 Chevrolet Malibu traveling east. Cayce police attempted lifesaving measures, but Bonham was pronounced dead at the scene from injuries sustained when he was struck. The Malibu's driver was not reported injured.

The South Carolina Highway Patrol and Lexington County Coroner's Office investigated the fatal collision. Coroner Margaret Fisher subsequently identified Bonham and confirmed that he was 30 years old and a resident of West Columbia.

Bonham's funeral home obituary independently confirms his full name as Raheem Jamar Bonham, his birth date as 12/17/1993 and his death on 12/29/2023. It states that he was born in West Columbia, attended Lexington County public schools, earned HVAC and electrical certification, worked for Malamute Heavy Construction Company, and was the father of two children. He was also a music artist who had recently released a mixtape and three music videos.

NARRATIVE:
On 12/28/2023, 18-year-old Cadence Brown was killed while riding as a passenger in a 2018 Kia Forte that crashed during a police pursuit on U.S. Highway 29 in Valley, Alabama. Brown was a passenger in the fleeing vehicle and was not its driver.

Authorities said the Kia had been stolen at gunpoint in Union Springs the previous day. A Lee County Sheriff's Office deputy spotted the vehicle on Interstate 85 near mile marker 66 and began pursuing it north toward Valley.

The deputy lost sight of the Kia near Exit 77 and terminated the initial pursuit. Minutes later, Valley Police Department officers spotted the Kia near Valley High School on U.S. Highway 29, and the police pursuit resumed.

At approximately 9:46 a.m., the Kia, driven by 20-year-old Wesley T. McKinnon, crossed into opposing traffic on U.S. Highway 29 near mile marker 205 and collided head-on with a 2005 Nissan Altima.

Brown was critically injured and transported to a hospital, where he died. Brown was not alleged to have been driving the Kia or controlling its movement during the pursuit.

The collision also critically injured 98-year-old Aron C. Haynes of Valley, who was a passenger in the uninvolved Nissan Altima. Haynes was transported to East Alabama Medical Center-Lanier, where he died. The Altima's driver, 64-year-old Regina G. Rutledge, was seriously injured and subsequently died from her injuries, bringing the crash death toll to three.

The incident began when a Lee County sheriff’s deputy spotted the Kia on Interstate 85 near mile marker 66. Authorities said the Kia had been stolen at gunpoint in Union Springs the previous day. The deputy pursued the vehicle north on I-85 toward Valley. Near Exit 77, the deputy lost sight of the Kia and terminated that pursuit.

Minutes later, Valley Police Department officers spotted the Kia near Valley High School on U.S. Highway 29. Police again followed the vehicle as 20-year-old Wesley T. McKinnon continued driving away from law enforcement.

At approximately 9:46 a.m., the Kia crossed into opposing traffic on U.S. Highway 29 near mile marker 205 and collided head-on with a Nissan Altima driven by 64-year-old Regina G. Rutledge of Lanett. Haynes, Rutledge's father, was riding as a passenger in the Altima.

Haynes suffered critical injuries and was transported to East Alabama Medical Center-Lanier in Valley, where he died. An 18-year-old passenger in the fleeing Kia, later identified as Cadence Brown, was also critically injured and died at a hospital. McKinnon and Rutledge were injured and transported to Piedmont Hospital in Columbus, Georgia.

Rutledge remained hospitalized after the crash and later died from her injuries, making her the third person killed as a result of the collision. Haynes and Rutledge were both occupants of the uninvolved vehicle struck by the fleeing Kia.

On 12/26/2023, 29-year-old Maurice Octavius Kelly was killed when the Chevrolet Cruze he was driving crashed during a Warren Police Department pursuit.

At approximately 12:09 p.m., Warren police stopped the red Chevrolet Cruze for an unspecified traffic violation near Van Dyke Avenue and Stephens Road. Police said Kelly told an officer he did not have identification. When the officer instructed him to step out of the vehicle, Kelly drove away, and police pursued him.

The pursuit continued onto northbound Lawrence Avenue toward 10 Mile Road. Kelly drove across a field near Lawrence Avenue and 10 Mile Road before continuing on 10 Mile. Warren police said the pursuit lasted approximately three minutes and described traffic as light and the speeds during the pursuit as moderate.

At 10 Mile Road and Ryan Road, Kelly entered the intersection against a red traffic signal and collided with a Ford F-150. The Cruze then crashed into the rear of a Penske box truck and became wedged underneath it. Kelly was pronounced dead at the scene.

Police reported finding a handgun on the floor of the Cruze after the crash. Available reporting does not allege that Kelly displayed, threatened anyone with, or used the firearm during the traffic stop or pursuit.

On 12/25/2023, a man in his 30s was killed when the 2009 Ford Focus he was driving crashed during a Wyandotte Police Department pursuit that began in Wyandotte and continued into Detroit.

At approximately 2:30 a.m., Wyandotte police received an automated license-plate-reader alert identifying the Ford Focus as a vehicle reported stolen from Grosse Pointe Park on 12/25/2023. Officers located the vehicle on Fort Street and attempted to conduct a traffic stop.

The driver continued northbound on Fort Street, and Wyandotte police pursued him into Detroit. At the intersection of Fort Street and Schaefer Highway, the Ford entered against a red traffic signal and collided with another vehicle.

The impact severely damaged the Ford and trapped the driver inside. Detroit firefighters extricated him from the wreckage. He was transported to a hospital, where he was pronounced dead. The driver of the other vehicle was also transported to a hospital and was reported in stable condition.

NARRATIVE: On 12/25/2023, 20-year-old Wilmer Jubell of Springdale was killed when a stolen 2018 Dodge Ram he was driving crashed while fleeing a Springdale Police Department traffic stop. At approximately 1:37 a.m., Jubell was traveling east on East Emma Avenue at high speed after fleeing the traffic stop. He crossed East Huntsville Road, failed to negotiate the curve onto Butterfield Coach Road, left the roadway and struck a culvert. The truck became airborne, struck a tree line and ejected Jubell through the windshield. He died at the scene. The official Arkansas State Police fatal-crash report explicitly states that the stolen vehicle “was fleeing a traffic stop."

NARRATIVE: On 12/23/2023, 18-year-old Raegan Nicole Blackmon of Troy was killed when a vehicle fleeing a North Carolina State Highway Patrol trooper crashed into the vehicle in which she was traveling on N.C. Highway 134 near Mount Gilead. At approximately 7:40 p.m., a trooper attempted to stop a vehicle driven by a 22-year-old Mount Gilead man. The driver fled the attempted stop and crashed into the vehicle carrying Blackmon and her boyfriend, Thomas Maness. Blackmon was killed and Maness was seriously injured and airlifted to Chapel Hill. The fleeing driver subsequently faced charges including failure to stop for lights and siren, second-degree murder and two counts of assault with a deadly weapon with intent to kill inflicting serious injury. This incident was confirmed by the FARS federal database.

Phoenix PD was transporting an inmate in their vehicle when the vehicle crashed and the other vehicle went up in flames, killing the third-party driver. The extent of injuries to the officer and prisoner is unknown. Cars generally explode only upon high-speed impact. A prisoner transfer is not usually a dire emergency warranting speed. NARRATIVE: On 12/22/2023, 21-year-old Michaya Jumese Parker of Midfield was killed when a stolen Ford F-150 fleeing a Midfield Police Department officer crashed head-on into her vehicle on Bessemer Super Highway at Sugar Ray Drive. At approximately 8:53 p.m., an officer attempted to stop the Ford, which had been reported stolen in Vestavia Hills. The driver fled at high speed and the officer pursued. Police said the officer discontinued the pursuit after the fleeing driver entered opposing traffic on Bessemer Super Highway. The Ford subsequently crashed head-on into Parker’s vehicle. Parker was ejected and pronounced dead at the scene. The fleeing driver was arrested and charged with manslaughter, fleeing law enforcement causing death, first-degree receiving stolen property and second-degree receiving stolen property.

Deputy Joshua Hamilton was driving a police cruiser on road patrol. Deputy Hamilton was allegedly pursuing a vehicle at high speeds when he crashed into oncoming traffic and killed bystander Michael Eugene Gayhart, 36. When the dashcam video was released, it was visible that the deputies were driving very fast on a very narrow country road in the dark, came upon a leftward curve and apparently due to their speed could not navigate the angle of the curve and instead cut across the curve diagonally into oncoming traffic. There was a vehicle in its own lane being driven by Gayhart when the deputy cut across into oncoming traffic and caused the head-on crash in oncoming traffic. The deputy and other driver whom he hit head-on in his land, Gayhart, were both killed. Police never disclosed whom they were chasing and why and whether the chase was valid and authorized by superiors.

Of note, no pursuit can be seen in the video provided by the Preble County Sheriff’s Office to media which is linked below. It must be believed or assumed that they were pursuing someone but no vehicle ahead or elsewhere can be seen, only brief dashcam video of a cruiser racing down a small country road with the impact edited out. The curve appears 90 degrees on map and leads through minimally populated cornfields. Only an officer driving too fast to safely navigate the sharp curve cutting across it due to his unsafe speeds and without confirmation that a valid chase had ever taken place was presented to media on December 29, 2023 by police.

Preble County reportedly shut down roads for the funeral procession of the officer and celebrated him as a hero, gaslighting past the fact that the deputy had caused his own as well as the death of a bystander.

On 12/18/2023, 25-year-old Shevondia Semaj Compare-Bell was killed while riding as a passenger in a pickup truck that crashed during an Escondido Police Department pursuit. Compare-Bell was not driving the truck.

At approximately 10:28 p.m., Escondido police responded to Dick’s Sporting Goods on Auto Park Way following a report that a man and two women were stealing merchandise. As officers arrived, the three left in a pickup truck driven by 21-year-old U.S. Marine Corps Lance Corporal Cesar Flores. Police pursued the truck east through Escondido.

The pursuit continued onto East Washington Avenue. At Washington Avenue and North Fig Street, Flores attempted to make a high-speed turn, lost control and crashed the pickup into a retaining wall.

Compare-Bell and the other female passenger were ejected from the truck. Both women were transported to Palomar Medical Center. Compare-Bell died from her injuries. The second woman underwent surgery and survived.

Flores left the wreck on foot after the crash. Police later arrested him. Investigators alleged that before the pursuit he had prevented the two women from leaving the pickup, leading to additional allegations beyond those arising from the fatal crash.

Flores was booked on allegations including vehicular manslaughter with gross negligence, evading police causing death, kidnapping and hit-and-run resulting in death or injury.

Memphis PD chased a white Infinity they believed was possibly tied to a shooting days prior. The car fled and crashed into a parked car at Holmes and Leonard, hitting a female pedestrian, killing her. The chase continued util it hit a squad car and stopped. Three people were injured. This crash was the second chase fatality in Memphis in the last 30 days. Memphis changed its pursuit policy recently and it is questioned whether this chase represented an emergency allowing for chases and if this chase was approved by a supervisor. Police are not taking questions at this time.

Montgomery PD stopped a juvenile. Some sort of incident occurred causing the juvenile to try to flee from the traffic stop. Police chased the vehicle that refused a traffic stop until the vehicle crashed into first a police cruiser, then another vehicle. The driver was killed. He was a juvenile and for this reason, police withheld his identity. All 4 passengers were injured as well. Police released no more information and it is unknown whether the chase had been authorized and permissible by Maryland pursuit policies.

The Shelby County SO tried to make a traffic stop. A truck drove away. Police began chasing and the vehicle made a U-turn and crashed into oncoming traffic. The driver was killed. Two people were rescued from the third-party vehicle in critical condition and their survival is unknown. NARRATIVE:
On 12/11/2023, 59-year-old Eric Miller of Detroit was killed when another driver fled an attempted Michigan State Police traffic stop and crashed into Miller’s vehicle near the Southfield Freeway and Schoolcraft Road. Miller was an uninvolved motorist and was not part of the police encounter.

At approximately 9:15 p.m., Michigan State Police troopers attempted to stop 20-year-old Amir Daniel Napper while he was driving an Infiniti southbound on M-39. Police said Napper was speeding and weaving through traffic. He continued driving after troopers activated their emergency lights.

As Napper attempted to leave the freeway near Schoolcraft Road, the Infiniti struck the gore area of the exit ramp, became airborne over a barrier and crashed into Miller’s vehicle on the service drive. Miller was killed in the collision.

Michigan State Police said troopers were not actively pursuing Napper at the moment of the fatal collision. FOX 2 reporting from Napper’s arraignment nevertheless stated that police had to travel at speeds exceeding 100 mph to catch up with him during the incident.

Wayne County prosecutors charged Napper with first-degree fleeing and eluding, reckless driving causing death, driving with a suspended license causing death and carrying a concealed weapon. The Wayne County Prosecutor’s Office identifies the person killed in the crash as Eric Miller, 59, of Detroit.

A Hillsborough County deputy with his lights allegedly activated was driving at unknown speeds south on US-301 trying to make a traffic stop on a vehicle when a motorcycle driving northbound on US-301 when the collision occurred, killing the motorcyclist. From what little information is available so far, it was stated that the officer attempted a turn onto Ayersworth in pursuit of someone across the path of the motorcycle but more information is needed what occurred. The event was not a simple traffic collision but the result of a third-party motorist being killed in a crash with a Hillsborough deputy who was involved in another pursuit.

NARRATIVE:
On 12/10/2023, 20-year-old Ariana Roody of Woonsocket was killed while riding as a passenger in a Kia driven by Chaz Gagnon, 20, who crashed minutes after driving away from East Providence police.

Shortly before the crash, East Providence police encountered the Kia while investigating what they described as a suspicious vehicle at the Bullocks Point Village apartment complex. Police said Gagnon gave officers a false name during the encounter. While officers were investigating his identity, Gagnon drove away from them, crossing an island divider and curbing as he left the complex.

Officers broadcast a description of the Kia but did not chase it. Police said the decision not to pursue was based on heavy fog and uncertainty about what offenses, if any, had occurred beyond Gagnon providing a false identity.

Minutes later, police received a report of a serious crash on Veterans Memorial Parkway near Crowne Avenue. Officers arrived and found the heavily damaged Kia. Roody was unconscious and critically injured. She was transported to Rhode Island Hospital, where she died. Gagnon suffered serious injuries and was also hospitalized.

Police initially charged Gagnon with driving to endanger resulting in death, reckless driving/eluding police, obstructing an officer and three counts of fugitive from justice. Investigators said he had outstanding warrants from other jurisdictions.

A Providence County grand jury subsequently indicted Gagnon in connection with Roody's death. The Rhode Island Attorney General's Office announced in May 2024 that he had been indicted on charges including second-degree murder, driving to endanger resulting in death, reckless driving, obstructing an officer, and driving with a suspended license. The indictment alleged that Gagnon caused Roody's death while driving recklessly after leaving the police encounter.
