NARRATIVE: On 11/08/2023, 17-year-old Luiz Alfredo Mencias-Escobar, a Honduran national who was living in Houston, was killed during a Zavala County Sheriff’s Office pursuit on U.S. Highway 57 near Batesville in Zavala County. Mencias-Escobar was driving a 2009 Honda Civic carrying five passengers. Authorities said the vehicle was suspected of being used for human smuggling.

At approximately 6:30 a.m., Mencias-Escobar was fleeing Zavala County sheriff’s deputies eastbound on U.S. 57 when, according to Texas DPS, he attempted to pass an 18-wheeler in a no-passing zone. The Honda entered the opposing lane and collided head-on with a 2015 Chevrolet Equinox.

All six occupants of the Honda were killed. The two occupants of the Equinox, 67-year-old Jose Lerma and 65-year-old Isabel Lerma of Dalton, Georgia, were also killed, bringing the total death toll to eight. The Equinox caught fire following the collision.

Miami-Dade PD followed a vehicle after finding it “suspicious”, not otherwise specified. Police escalated a high-speed chase that ended when the vehicle crashed. Anthony Gago, a15-year-old boy driving was killed. His 14-year-old female passenger Jazmin Keltz was critically injured and taken to surgery but also died.

REASON FOR CHASE: Speeding; the vehicle had initially been stopped for traveling 85 mph in a 55-mph zone before the driver fled the traffic stop.

NARRATIVE: On 11/07/2023, 22-year-old Shana Reahoo Chourd of Utica was killed when the vehicle in which she was a passenger crashed into a tree during a New York State Police pursuit near Rome. At approximately 2:12 a.m., troopers stopped the Acura on State Route 365 near Blackmans Corners Road in Verona after clocking it at 85 mph in a 55-mph zone. While troopers were speaking with the driver, he rolled up the window and drove away at high speed. Troopers pursued east on Route 365 and along several local roads. The driver ran a red light at Route 233 and continued onto Rome-Oriskany Road, Monument Road and Sutliff Road. Troopers eventually lost sight of the Acura. As they approached Route 233, they discovered it had crashed into a tree and stopped on the lawn at 6405 State Route 233. Chourd was transported to Rome Health Hospital, where she was pronounced dead. The driver survived with severe internal injuries. The New York Attorney General investigated the death because it occurred following a police pursuit.

NARRATIVE: On 11/07/2023, an unidentified driver was killed when a stolen 2022 Toyota RAV4 fleeing a Porter County sheriff’s deputy crossed the center line of U.S. Highway 12 and struck the victim’s eastbound 2003 Pontiac Vibe head-on. At approximately 1:43 p.m., the deputy was pursuing the stolen RAV4 westbound on U.S. 12 from the area of the Pines. The pursuit continued past State Road 49, where the RAV4 crossed into oncoming traffic and crashed into the Pontiac. The Pontiac driver sustained fatal injuries. The RAV4 driver survived and was taken into custody. Indiana State Police conducted the crash reconstruction investigation.

REASON FOR CHASE: An occupant threw a firearm from the minivan while LAPD officers were preparing to conduct a traffic stop.

NARRATIVE: On 11/05/2023, 28-year-old Baltazar Rayon was killed when a Ford minivan being pursued by Los Angeles Police Department officers crashed into a Metro bus at 17th and Main streets in downtown Los Angeles. Rayon was one of two rear-seat passengers killed. At about 5:10 a.m., Newton Division officers followed the minivan after observing an unsafe turn and unofficial paper plates. As officers prepared to conduct a traffic stop, the minivan entered the westbound 10 Freeway and an occupant threw a firearm from the vehicle. Police initiated a pursuit. The minivan exited the freeway and reached approximately 80 mph on 17th Street before crashing into the bus. Rayon was one of the two people killed; one died at the scene and the other after being transported to a hospital.

NARRATIVE: On 11/05/2023, 33-year-old Zachary Carson of Athens was killed when a vehicle fleeing a multi-agency police pursuit crashed head-on into his vehicle on State Route 7 near milepost 3 in Meigs County. Carson was driving southbound below the speed limit when Meigs County deputies deployed stop sticks against the northbound fleeing vehicle. After striking the stop sticks, the fleeing vehicle lost control, crossed the center line and struck Carson’s vehicle head-on. Carson was pronounced dead at the scene. The fleeing driver also died from his injuries.

OFFICER BACKGROUND: Deputy Kyle Calendine directed Deputy Cody Gilbraith to deploy the stop sticks. Carson’s family later filed a wrongful-death lawsuit alleging the deployment created a dangerous situation and violated stop-stick safety guidelines. The lawsuit alleges body-camera footage captured Calendine describing Carson’s death as “the price of business.”

NARRATIVE: On 11/05/2023, 30-year-old Zackery “Zack” Jeffers was killed during a multi-agency police pursuit that began in Mason County, West Virginia and continued through Gallia County into Meigs County, Ohio. Police pursued Jeffers northbound on State Route 7 at speeds reported around 100 mph. Meigs County Deputy Kyle Calendine directed Deputy Cody Gilbraith to deploy stop sticks in the path of the fleeing vehicle. At approximately 9:08 p.m., Jeffers drove over the stop sticks, lost control, crossed the center line and crashed head-on into a southbound vehicle driven by 33-year-old Zachary Carson. Both Jeffers and Carson died.

OFFICER BACKGROUND: Deputy Kyle Calendine directed the stop-stick deployment and Deputy Cody Gilbraith deployed the device. A later wrongful-death lawsuit alleged the deployment violated multiple safety guidelines. Calendine had joined the Meigs County Sheriff’s Office after being terminated by the Gallipolis Police Department following notification that he was the subject of a criminal investigation; the investigation did not ultimately produce sufficient evidence for criminal charges.

Quiana Brown, 38, was crossing the street in Baton Rouge when a grey sedan hit her and left the scene. It is unknown whether she was injured and still alive or at which point she died because a responding Baton Rouge police vehicle rushed to the scene and ran over her body lying in the street next. She was dead after the second impact and it is not known which of the 2 vehicles killed her, the hit-and-run grey sedan or the responding Baton Rouge PD officer. The family is convinced due to unknown details that the impact by the police cruiser, the second crash, killed her.

Fresno PD were called to an apartment building where a suicidal man was in mental health crisis. When police appeared, he fled, was chased, exited his vehicle and allegedly ran toward police holding scissors. They tasered, then shot and killed him.

Milwaukee PD spotted a vehicle they felt to be stolen and escalated a chase in a 35 mph zone to 100 mph until the fleeing driver crashed into Erin Mogensen who was a third party motorist driving down the street and was killed by the police chase crash. Police claim that the chase had been terminated just before impact.Mogensen had been pregnant and looking forward to expanding her family when killed.

Las Vegas Metro PD were called to a domestic violence situation and found a man who had stabbed a woman. Police claim that he walked toward police and an officer announced on bodycam that he would deliberately hit him with the car and did so, killing him. Dannon Bryant was hit and run over by Officer James Burt who then exited the vehicle and with Bryant on the ground stabbing himself, Officer Burt first tased him.

Officer James Burt, the officer who deliberately killed Bryant by car had also previously killed 35-year-old Edmund Del Valle in 2009 who was jaywalking, was harassed by police, allegedly had a gun in his pocket and was kneeling on the ground before the officer when killed by Officer James Burt. Burt was cleared for this killing.

Officer Burt was arrested in 2016 for domestic battery and strangulation with kidnapping of his girlfriend and was cleared and put back on patrol. The apartment was on fire and a dog screaming for help died in the fire. The woman he had stabbed tried to escape via balcony and fell from a height while being rescued by a neighbor and died also.

NARRATIVE: On 10/30/2023, 20-year-old Kaveon Najair Brown of Hanahan was killed when his vehicle crashed during a North Charleston Police Department pursuit on Ashley Phosphate Road. At approximately 1:30 a.m., police attempted a traffic stop after observing Brown driving without headlights, spinning his tires at a red light and accelerating at high speed. Brown fled and police pursued him down Ashley Phosphate Road. While navigating a curve, Brown lost control, left the roadway and struck a high-voltage power pole. The vehicle split in two and caught fire. Officers arriving around the curve found the vehicle engulfed in flames. Brown was pronounced dead at the scene. The South Carolina Highway Patrol investigated the crash.

NARRATIVE: On 10/30/2023, 15-year-old Giovanni Gomez of Vallejo was killed when a stolen blue Kia Optima crashed off Cummings Skyway near Crockett following a police pursuit. At approximately 1:23 a.m., Contra Costa County sheriff’s deputies responded to a report of a stolen vehicle near eastbound Interstate 80 and Willow Avenue. Deputies located the Kia and attempted a traffic stop, but the driver fled. Deputies pursued briefly before reporting that they lost sight of the vehicle. Several minutes later, authorities received a report that the Kia had crashed on Cummings Skyway. The vehicle was found in a ravine and Gomez had been ejected. He died at the scene. A subsequent Contra Costa County coroner’s inquest identified Gomez and determined his death was accidental.

NARRATIVE: On 10/30/2023, 46-year-old Sheila G. Roesch of Overland Park, Kansas, was killed during a police pursuit that began in Ray County and continued north into Caldwell County. Shortly before 7:00 a.m., Roesch was traveling north on Missouri Highway 13 at more than 100 mph while Ray County law enforcement pursued her. Near State Route P, just north of Kingston, her vehicle went through a construction barrier, struck a light trailer, traveled down an embankment and caught fire. Caldwell County deputies responded to assist and attempted to extinguish the burning vehicle, but Roesch was trapped inside and died at the scene. Available reporting does not disclose why Ray County authorities initiated the pursuit.

Virginia State Police saw a speeding motorcycle on I-264 and took up chase. They chased the motorcycle at 100 mph through an intersection until it crashed and the driver died.

On 12/15/2024, a 16-year-old male driver led police on a high-speed pursuit in Contra Costa County, California. The chase ended when the teen's vehicle crashed, resulting in his death. A Contra Costa County coroner's jury later ruled the death as accidental.

NARRATIVE: On 10/29/2023, 24-year-old Erasmo Bautista was killed when his Ford Mustang crashed into a tree during a Sugar Land Police Department pursuit. At approximately 3:30 a.m., an officer attempted to stop the Mustang for speeding near West Airport Boulevard and Eldridge Road. The driver fled and the officer pursued. Less than one mile from where the attempted traffic stop began, Bautista lost control near West Airport Boulevard and Industrial Boulevard, struck a tree and was ejected from the vehicle. He was pronounced dead at the scene. He was the vehicle’s only occupant.

Walla Walla County deputies escalated a chase until the driver crashed into a power pole and died. The Sheriff’s Department did not say why they chased the man, merely stated they tried to arrest him. Washington State originally in April of 2021 prohibited almost all police pursuits. This was fought by the GOP and police unions and in 2023, the Washington State Legislature passed and governor Jay Inslee signed a reversal of many of the pursuit restrictions, allowing pursuits in certain cases. Sugar Land PD escalated a chase against a driver whom they have not identified. Police chased him until he crashed into a tree and died. Police did not say why they chased him but upon announcing the news, they assured the public that whatever the reasons were, they were “within policy.”

NARRATIVE: On 10/27/2023, a 31-year-old motorcyclist was killed during a Pennsylvania State Police pursuit in Chester County. At approximately 1:40 a.m., state troopers were pursuing the motorcycle eastbound on the U.S. Route 30 Bypass through East Caln Township. The motorcyclist exited the highway toward Route 113 at high speed, lost control and struck a metal guardrail. He was pronounced dead at the scene. Police did not disclose what prompted the pursuit.

NARRATIVE: On 10/27/2023, 60-year-old Lynette Winchester was killed when a stolen Ford F-250 fleeing Harris County sheriff’s deputies crashed into her SUV at the Grand Parkway feeder road and State Highway 249 in northwest Harris County. Texas DPS had located the truck, which had been reported stolen from San Antonio, and requested assistance from marked Harris County Sheriff’s Office units. Deputies attempted a traffic stop near Grand Parkway and U.S. 290, beginning a pursuit that lasted approximately nine minutes and covered about 14 miles. Speeds reached approximately 115 mph. The fleeing truck exited the highway and struck Winchester’s vehicle on the driver’s side at the intersection. Winchester was pronounced dead at the scene.
