On January 21, 2024, Gilbert Police Department officers encountered 40-year-old Brett Shanahan, a U.S. Marine Corps veteran, seated in a parked car wearing a tactical vest. On January 14, 2024, Phoenix police responded to a domestic violence call at approximately 8:45 AM near 1st Avenue and Villa Maria Drive. The call reported a man, later identified as Darryle Mooney, who had confessed to killing his girlfriend and stated he would take his own life. Upon arriving at the scene, officers surrounded the home and attempted to communicate with the individuals inside via loudspeakers and cell phone, but received no response. After obtaining a search warrant, officers entered the home and discovered 70-year-old Ila Washington, who had been fatally shot. Mooney was found inside with a self-inflicted gunshot wound, and he was pronounced dead at the scene.

Arizona DPS saw a vehicle speeding at 90 mph on the I-10 and tried to pull it over. The chase escalated to over 100 mph across the freeway, city streets, going into wrong-way traffic and more officers joining and trying a PIT maneuver on the vehicle. After a while, the man stopped the vehicle and took off running on foot. Police allege that they saw him holding a gun and they shot at him. The man was found dead. Police allege that they do not know if they killed him or if he committed suicide under police duress. The vehicle he had been driving was stolen and had false paper plates.

A DPS trooper tried to pull over a driver, later identified as 24-year-old Luis MateoJacobo Borja, near 21st Avenue and Thomas Road when he began shooting at the trooper multiple times. The trooper was struck once, and Borja sped off. Phoenix Police continued following him a few blocks away near 35th Avenue and Holly Street. Borja then began shooting at officers. Officers fired back on a number of occasions. Police later found Borja in his vehicle dead from gunshot wounds. Police did not explain whose bullets killed him.
