Two Nogales PD officers confronted Toledo Ochoa in the parking lot after claiming to see him with a bulletproof vest and gun. They shot and killed him. An Avondale Officer located a man nearby matching the description and ended up shooting and killing him after the man wrestled free from the officer and took off running. The officer fired 5 bullets, killing Ronnie Hill. The man is believed to have been unarmed.
