On 01/07/2024, Forrest City Police Department (FCPD) initiated a high-speed pursuit of a vehicle driven by Dillion J. Scrivner on Interstate 40 East in Arkansas. On January 1, 2024, at approximately 2:04 p.m., the Saline County Sheriff's Office (SCSO) notified the Arkansas State Police (ASP) of a high-speed pursuit involving a white 1996 BMW driven by Aaron T. Watson, 35, of Hot Springs. The vehicle was traveling on the Interstate 30 service road near the 128-mile marker in Benton. An ASP Trooper employed a Tactical Vehicle Intervention (TVI) maneuver on Interstate 30 near the University Avenue exit in Little Rock, ending the pursuit. Watson fired at law enforcement officers, who returned fire, striking him. He was pronounced dead at the scene. No ASP Troopers or Benton Police officers were injured. Watson was wanted by the U.S. Marshals Service and was driving a vehicle with fictitious plates. An investigative case file was presented to the prosecuting attorney to determine whether the use of deadly force was consistent with Arkansas law.

Fayetteville PD traffic-stopped Scotty Stacie and allege he backed up the vehicle during the traffic stop, causing the officer to shoot and kill him. Stacey was described by his friends as a “good guy”, a race car driver, someone who bothered nobody. Fayetteville PD claims Stacey landed in a field and reversed to try to get out when a deputy appeared behind him, claimed Stacey was “driving toward him” and shot and killed him in the moving vehicle. Police did not release their bodycam and dashcam videos and this is a still unproven police narrative. Stacey had been charged with personal drug possession and fleeing from police months before his death. He was well-known in the area and police may have targeted him because of old charges.

Around 11:15 p.m. on October 21, 2023, Bay PD Officer Shull informed dispatch that he was “in pursuit of a side-by-side.” Several minutes into it, Shull informed dispatch that he had hit the driver. In his next radio call, Shull mused that the vehicle “may be stolen” and he justified this assumption by stating that “it is brand new.” It is not known what type of vehicle it had been. Only 26 seconds later, Officer Shull again radio’d dispatch and announced “I just hit him. Dispatch. He wrecked out.”

Less than a minute later, Officer Shull was back on the radio, requesting an ambulance and then asking for a medical helicopter because McMasters was “bleeding from the nose and mouth.” A total of 80 seconds after the crash, he announced that McMasters was “10-7”, the code for "deceased."

The family of Steven Kyle McMasters disputes the officer’s remarks that the vehicle may be stolen which was the assumption that led Officer Shull to make the fatal decision to chase the vehicle on an apparent profiling assumption. Officer Shull then announced beer “near” the side-by-side, formulating the next accusation against the deceased motorist. The family strongly denies the claims about intoxication and has hired a lawyer.

Bay Police Chief declined to release information about the incident. The City of Bay has cited an ongoing investigation into their inability to remove the incident’s body and dash camera footage. The Arkansas State Police are currently involved in the investigation.

Bay PD Police Chief Keith Milam declined giving more information about the crash. He also refused to allow the City of Bay to investigate the bodycam and dashcam footage.

Chief Milam initially stated the officer would not be placed on leave for this incident. This was changed later when the case began being dissected in the media and Shull was then placed on paid administrative leave.

Chief Milam stated he could not comment because Arkansas State Police were investigating the critical incident. Arkansas State Police were questioned about this by media and said they were not aware of any investigation. Bodycam and dashcam allegedly exist and have again been requested by media but so far were met with the unwillingness of the Police Chief to share these records. Michael Wayne Owens was riding his Yamaha motorcycle and making a left turn when he was hit and killed by Arkansas State trooper Brandon Trewyn. Police report that the weather was cloudy and visibility may have ben reduced. It is unknown what the speed of both vehicles was.
Trooper Brandon Trewyn had previously caused a massive crash just weeks prior when on July 14, 2023, he chased Rashad Briscoe and Gloria Gonzalez into a wreck. Both were fortunate to have survived. The case is linked below.

A standoff at the US Post Office on Pershing Boulevard occurred and a man shot at a bail bondsman. US Marshals arrived. The man shot and killed himself under standoff and police duress.

Three Osceola Police officers arrived at the home around 9:38 a.m. after they found a vehicle there that had been driven by Keivion Jones who reportedly pointed a rifle at an employee at a local convenience store earlier that morning. Police allege that Jones came out of the home and pointed a rifle at them. They shot and killed him. The killing was justified by the Second Judicial District Prosecutor Sonia F. Hagood.
