On 02/21/2022, Rogers Police Department officers responded to a disturbance call at a residence at 1206 North Second Street. When officers entered the home, they encountered 47-year-old David Liles inside. Police reported that during the interaction, an officer opened fire, striking and killing Liles at the residence. He was pronounced dead at the scene. The Arkansas State Police Criminal Investigation Division assumed control of the investigation into the officer-involved shooting at the request of the Rogers Police Department.

Phoenix PD officers responded to a report of a woman, later identified as 29-year-old Shatifah Lobley, having been shot near 51st Avenue and Elwood Street just north of Broadway Road. An officer went to the house to help her and was invited inside by Morris Jones. Police allegedly did not enter and the officer was allegedly attacked by Jones who fired shots and injured a total of 9 officers. Police fired shots. He died by suicide under police duress.

Jayden Prunty was walking on Spruce Street. As seen on the body camera footage, Officer Corey Obregon stopped him as part of drug interdiction operation in the area. The officer “detected a strong odor of marijuana.” Prunty walked away while the officer continued to tell him to “Come here.” Prunty ran and Officer Obregon followed, and both fell to the ground. With Prunty on the ground as the officer tried to cuff him, the officer told dispatch he had a" suspect fighting.”

Prunty was allegedly reaching for something which the officer believed to be a gun. A shot is heard, which investigators alleged Prunty fired, hitting Officer Obregon in the leg. The officer then pulled his gun and fired two shots, which appeared to hit Prunty in the head as both men remained on their sides.
The officer then called for help from dispatch, saying shots have been fired. Investigators said they could hear the officer kick the other gun away. Other officers responded to the scene. Prunty died at the hospital. The full video is linked below.

On 12/10/2021, officers working security at a business on Bass Pro Parkway attempted to arrest Terence Lamar Caffey after employees requested assistance regarding an argument inside the building. Video showed an officer threw Caffey against a wall and onto the floor during the arrest. Officers restrained and pinned him on the ground while he stated he could not breathe. He went into medical distress while detained and later died. Prosecutors determined the use of force complied with law and a civil lawsuit brought by the family resulted in a financial settlement.

On 10/24/2021, Conway police attempted to stop a vehicle at the intersection of College Avenue and Fairway Drive after receiving information linking the driver to a nearby residential disturbance. During the stop, Nicholas Smith exited the vehicle. Police reported that gunfire occurred and that an officer was shot during the encounter. Smith moved away from the initial stop location, and officers then opened fire, killing him. The officer was transported for treatment. The Arkansas State Police were requested to investigate the shooting.

On 10/17/2021, Fort Smith police officers responded to reports of a fight involving weapons at a residence on Tilles Avenue in Fort Smith, Arkansas. According to reporting, officers stated Crowson moved toward them while holding an object. An officer opened fire and shot Crowson, killing him at the scene. Crowson was 37 years old. On 06/21/2021, a Lonoke County sheriff’s deputy conducted a traffic stop involving Noah Hunter Brittain on Arkansas Highway 89. During the stop, Brittain exited his truck while holding an oil jug. According to a passenger who was present, the truck would not shift into park and Brittain intended to place the jug behind the tire to prevent the vehicle from rolling. Deputy Michael Davis opened fire and shot Brittain, killing him at the scene. Brittain was 17 years old and unarmed. Body-worn camera footage was not activated during the stop. Davis was later charged, convicted of negligent homicide, and sentenced to one year in prison. Civil litigation related to the shooting was pending and later expanded as additional lawsuits were filed by Brittain’s family.

On 06/16/2021, Harrison police officers and deputies from the Boone County Sheriff’s Office responded to a residence on North Spring Road in Harrison. Police made contact with David Aaron King at the home. According to reporting, during the encounter King produced a weapon. An officer opened fire and shot King, killing him at the scene. King was 40 years old. Authorities stated King was wanted on multiple felony warrants at the time of the encounter. The shooting was reported as under investigation, and no officers were charged.

On 06/05/2021, Green Forest police officers responded to an apartment on South Thorne Avenue after three roommates requested assistance removing Muang Tway from the residence due to a disturbance. An officer asked Tway to exit a bedroom. When the door opened, Tway was holding a knife. The officer ordered Tway to drop the knife. Tway continued moving toward the officer while holding the knife. The officer opened fire and shot Tway. Tway died from his injuries. The Carroll County prosecutor later ruled the shooting justified. No officer was charged.

On 06/02/2021, Arkansas State Police attempted to stop a motorcycle on U.S. Highway 70 near Hot Springs for failing to comply with emergency lights and siren. The rider, identified as Timothy Andrew Kemp, Jr. of Mountain Pine, fled on foot after abandoning the motorcycle at a dead end on Sunshine Road. A trooper followed Kemp into a wooded area and deployed a Taser during the attempt to detain him. A physical struggle ensued, during which Kemp grabbed the trooper’s firearm. The trooper then fired his weapon, fatally striking Kemp. Arkansas State Police special agents investigated the incident and prepared the case for review by the Garland County prosecutor. On April 13, 2021, officers with the Tontitown Police Department attempted to stop a stolen Toyota 4Runner. The vehicle, driven by an unidentified individual, fled at high speed and failed to negotiate a turn on Bush Creek Road near US 412. The 4Runner crashed into a tree and burst into flames. Chassadee Costales, who was in the vehicle, died early that morning from her injuries. Officers noted one of their own was treated for minor injuries after entering the burning vehicle to assist survivors.

On February 20, 2021, officers from the Lonoke Police Department recognized a vehicle linked to a North Carolina child-abduction investigation parked at a McDonald’s in Lonoke, Arkansas. The driver, 38-year-old William Robert Ice of Pennsylvania, refused to stop, and police escalated a chase south on Arkansas Highway 31. The vehicle became disabled in a snowbank on Raprich Road. Ice exited with a firearm and opened fire on officers. Police returned fire. Ice was found inside the vehicle critically wounded from an apparent self-inflicted gunshot and later died at a Little Rock hospital. The Arkansas State Police is conducting the investigation. A 14-year-old girl in the vehicle was rescued unharmed.

On 02/11/2021, Hot Spring County sheriff’s deputies responded to a reported domestic disturbance at a residence on Two Rivers Trail near Malvern. Deputies reported encountering Jacob Aaron Thomas armed with a shotgun. According to police, Thomas fired the weapon toward deputies, and deputies opened fire, killing him at the scene.

On 01/10/2021 at approximately 3:37 a.m., Bentonville police officers responded to a domestic disturbance involving a family at a residence near NW Bella Vista Road and NW 6th Street. The incident involved a husband, his wife, their two young children, and the husband’s parents. Police reported that the husband’s father was seriously injured and treated by medical personnel. Officers stated that the wife and children were inside the home with Brian Williams. According to police accounts, when officers attempted to make contact, Williams moved toward them while holding a kitchen knife. Three officers opened fire, shooting and killing him. The shooting was investigated, and the district attorney later determined the use of force was justified. No charges were filed against the officers.
