OPEN RECORDS SUMMARY :
On March 27, 2024, at approximately 7:51 a.m., Pacifica Police Department officers responded to a 911 call from a 23-year-old man reporting that his mother, 50-year-old Michelle Arrais, had shot him inside their apartment on the 2500 block of Francisco Boulevard. The son stated he was awakened by gunshots before Arrais entered his bedroom and shot him twice. Upon arrival, officers observed Arrais attempting to leave the apartment complex in a white SUV. When officers ordered her to stop, she allegedly pointed a firearm at them, prompting Corporal Hayden Fry and Officer Kevin Contreras to discharge their service weapons, fatally wounding her. A loaded 9mm semi-automatic handgun and four boxes of ammunition were recovered from her vehicle. Inside the apartment, officers found the family dog deceased from apparent gunshot wounds, believed to have been inflicted by Arrais prior to shooting her son. The son was located hiding in a locked bathroom, treated for non-life-threatening injuries, and later released from the hospital. The San Mateo County District Attorney's Office conducted an investigation and concluded that the officers' use of lethal force was legally justifiable self-defense and defense of others, resulting in no criminal charges against them.

Event : Killed by police after robbing bank
OPEN RECORDS SUMMARY :
On March 26, 2024, at approximately 5:09 p.m., Fullerton Police Department officers responded to a reported bank robbery at the Wells Fargo branch located at 141 W. Bastanchury Road. The man, identified as 57-year-old Scott William Thompson, entered the bank wearing a mask and claimed to possess a bomb contained within a white box. He demanded $58,000 from the teller, threatening to detonate the device if his demands were not met. At the time, the bank was occupied by employees and at least one customer. Officers arrived on the scene within two minutes and established communication with bank employees via telephone. Approximately ten minutes into the incident, employees informed officers that they had placed the demanded money into a box labeled "DPS" and that Thompson would be exiting the bank shortly. Upon exiting the bank holding the white box, officers issued commands for Thompson to stop and raise his hands. Thompson failed to comply and began walking back toward the bank entrance. Fearing that he might re-enter the bank with an explosive device, officers discharged their firearms, fatally wounding him. The Orange County Sheriff's Department Bomb Squad was dispatched to assess the potential threat. They determined that the device was a facsimile, constructed to resemble an actual explosive but incapable of detonation. No officers, bank employees, or customers were injured during the incident. Subsequent investigations revealed that Thompson had an extensive criminal history, including prior federal convictions for armed bank robbery and escape, and was on federal probation for armed bank robbery at the time of the incident.

OPEN RECORDS SUMMARY :
On March 23, 2024, at approximately 9:50 p.m., a deputy from the Hesperia Police Department, a division of the San Bernardino County Sheriff's Department, attempted a traffic stop on 52-year-old Keith Vinyard, who had an outstanding felony warrant for domestic violence. Vinyard failed to yield, leading deputies on a high-speed pursuit through Hesperia. The chase concluded in a desert area southeast of the 15400 block of Halinor Street, near the California Aqueduct. At the termination point, Vinyard allegedly refused to comply with deputies' commands and threatened to shoot them. As additional deputies arrived, Vinyard reportedly armed himself with a large metal object, prompting a lethal force encounter. Deputies discharged their firearms, striking Vinyard. Despite immediate medical aid, he was pronounced dead at the scene. The California Department of Justice is investigating the incident pursuant to Assembly Bill 1506, which mandates state oversight of officer-involved shootings resulting in the death of unarmed civilians. In July 2024, Vinyard's wife and five children filed a wrongful death lawsuit against San Bernardino County, the Sheriff's Department, Sheriff Shannon Dicus, and unnamed deputies, alleging that Vinyard was unarmed at the time of the shooting.

Event : Killed by police during mental health welfare check
OPEN RECORDS SUMMARY :
On March 23, 2024, at approximately 8:15 a.m., Sacramento County Sheriff's deputies responded to a 911 call reporting that 38-year-old Christopher Gilmore was experiencing a mental health crisis and self-harming with a knife at a residence on the 6500 block of Campanile Street in Rio Linda. Upon arrival, deputies found Gilmore's family members outside the home; they informed the deputies that Gilmore, diagnosed with schizophrenia, was inside the garage armed with a knife and had expressed suicidal intentions. Deputies attempted to negotiate with Gilmore, urging him to exit the garage unarmed. Despite these efforts, Gilmore emerged holding a knife and advanced toward the deputies. After issuing multiple commands to drop the weapon, deputies deployed less-lethal shotgun rounds, which failed to stop his approach. As Gilmore came within several feet of the deputies, one deputy discharged his service weapon, striking Gilmore multiple times. Deputies administered first aid, but Gilmore was pronounced dead at the scene. The Sacramento County Sheriff's Office stated that the use of lethal force was in response to Gilmore's continued advancement with a weapon despite non-lethal interventions. However, Gilmore's family disputes this account, asserting that he was holding a small disposable razor and posed no threat to the deputies. They have released home surveillance footage of the incident and filed a wrongful death lawsuit against Sacramento County, alleging excessive use of force and inadequate handling of a mental health crisis.

OPEN RECORDS SUMMARY :
On March 19, 2024, at approximately 12:22 a.m., deputies from the San Bernardino County Sheriff's Department responded to reports of a man attempting to open apartment and car doors and activating a fire alarm in the 10100 block of Foothill Boulevard in Rancho Cucamonga. Upon arrival, deputies encountered 32-year-old Mohd Hijaz, who was reportedly behaving erratically and sitting in a bush while screaming. Deputies called for paramedics and, from a distance, inquired if Hijaz needed assistance. At that point, Hijaz allegedly charged at the deputies and, during the ensuing attempt to detain him, struck one deputy in the face. He was subsequently restrained and transported to a local hospital, where he was pronounced dead. The San Bernardino County Sheriff's Department has initiated an investigation into the incident, and an autopsy, including toxicology tests, is planned to determine the cause of death. Concerns have been raised regarding the potential use of excessive force during the arrest, with bystanders reporting that a deputy forcefully slammed Hijaz's head to the pavement prior to his death. Given that the San Bernardino County Coroner's Office operates under the Sheriff's Department, questions have arisen about the impartiality of the autopsy, particularly regarding the examination for skull and brain injuries. This incident occurred ten days after the fatal shooting of a 15-year-old autistic boy by San Bernardino deputies in Apple Valley, prompting further scrutiny of the department's use of force protocols.

Cause of Death : Beaten/bludgeoned
Event : Allegedly fatally beaten and dumped in alley by LASD deputies
OPEN RECORDS SUMMARY :
On 03/14/2024, Francisco Nunez, a 38-year-old father of eight, was reportedly involved in an incident with deputies from the Los Angeles County Sheriff's Department (LASD). Nunez was in a vehicle identified by LASD as possibly stolen. Two individuals fled the vehicle, leaving behind a 14-year-old boy, who was shot in the chest and legs by LASD deputies but survived. Eyewitnesses, including the boy, reported that LASD deputies handcuffed and beat Nunez at the scene.
.
Five days later, Nunez was found deceased 250 feet from the location of the alleged assault, with blood in his mouth, hands, and pants, as well as visible bruises and burn marks on his body. LASD claimed Nunez had never been in custody and cited methamphetamine toxicity as the cause of death. However, the coroner disputed this, telling Nunez's family the death was consistent with injuries from a physical altercation.
.
The investigation was conducted internally by LASD, with deputies Rivas and Leopoldo Sanchez, known for affiliations with the LASD deputy gang "Banditos," reportedly involved. The deputies who allegedly detained and beat Nunez, Simi and Quesada, were from the Lancaster LASD station, which has faced previous allegations of misconduct.
.
The Nunez family has reported ongoing harassment by LASD deputies, who have been observed sitting in front of their homes and yelling obscenities at them.
.
The investigation into Francisco Nunez's death is being conducted by the Los Angeles County Sheriff's Department (LASD) Homicide Bureau. The case is led by Detectives Rivas and Leopoldo Sanchez. Detective Sanchez has been identified as an associate of the Banditos, a deputy gang within the LASD.
