San Bernardino deputies escalated a chase in Apple Valley. The driver did not stop and drove eastbound on Yucca Loma Road. Police continued to chase him into a residential area near Iroquois Road. Around 3:50 p.m., while still being chased, the vehicle crashed into a tree and a block wall. The driver was pronounced dead at the crash site. A female passenger sustained injuries and was airlifted to a trauma center. The pursuit was initiated after deputies attempted a traffic stop for a vehicle code violation.

On 04/07/2021, Daly City police shot and killed 44 year old Roger Cornelius Allen during an encounter on Niantic Avenue. Police approached Allen’s vehicle after observing it stopped with a flat tire. During the contact, officers saw an object inside the vehicle that they believed to be a firearm. Police attempted to remove Allen from the vehicle. During the encounter, officers opened fire and shot Allen. He was pronounced dead at the scene. Police later stated that the object officers believed to be a gun was a replica firearm. The San Mateo County District Attorney’s Office reviewed the shooting and ruled it justified.

On April 6, 2021, Redding police tracked a stolen pickup truck equipped with a LoJack device. On April 3, 2021, just after 6:00 a.m., officers with the Vallejo Police Department responded to a call of a man slumped behind the wheel of an idling car. When officers approached, the 32-year-old drove away in a stolen vehicle, reached speeds around 85 mph in a 40 mph zone, and covered just over one mile before losing control and crashing into a tree. First responders pronounced him dead at the scene. The vehicle was stolen from Walnut Creek. The Solano County Major Crimes Task Force and the California Highway Patrol’s Multidisciplinary Accident Investigation Team are leading investigations.

On 04/03/2021, Riverside County sheriff’s deputies went to a residence on La Fortuna Lane in Moreno Valley to locate Juan Carlos Estrada. Deputies used patrol vehicle speakers to order Estrada to come outside. While deputies were outside the home, a dispatcher received a call from inside the residence indicating Estrada was armed. Estrada later exited the home and moved toward deputies and their patrol vehicles. Deputies opened fire, and Estrada was shot and killed at the scene. The shooting was investigated by outside authorities.

On April 2, 2021, at approximately 5:15 a.m., Long Beach Police Department officers responded to a 911 call reporting a man who appeared to have had a heart attack and a woman threatening suicide at a residence in the 2800 block of Golden Avenue. Upon arrival, officers observed a large amount of blood inside the residence and were immediately confronted by 38-year-old Lauren Nicole Archibeque, who was armed with a rifle. Officers quickly exited the residence, set up a perimeter, and attempted to de-escalate the situation by making repeated attempts to communicate with Archibeque, urging her to surrender. She did not respond.

After some time, Archibeque emerged at the doorway of the residence, and officers observed her pointing the rifle at them. At that point, three officers discharged their firearms, fatally wounding her. She was pronounced dead at the scene. Upon re-entering the residence, officers discovered a 49-year-old man on a bedroom floor with a serious laceration to his neck. He was also pronounced dead at the scene. The Los Angeles County Coroner’s Office later determined that the man's death was a suicide.

The Long Beach Police Department is conducting a full and thorough multi-level review of the incident, and the Los Angeles County District Attorney’s Office is conducting an independent investigation, as is standard protocol for officer-involved shootings resulting in injury or death. On 04/02/2021, Riverside County sheriff’s deputies were conducting surveillance at the Welcome Inn in Corona when they observed Angel Nelson in the parking lot. Deputies attempted to take Nelson into custody. During the encounter, members of the sheriff’s department Gang Impact Team opened fire, and Nelson was shot and killed at the scene. On April 1, 2021, a high-speed pursuit involving the California Highway Patrol and Los Angeles Police Department occurred on the 405 and 118 freeways in Sherman Oaks. On 04/01/2021, Fremont police officers followed Stephen Patrick Moseley in connection with an investigation and approached him near West Warren Avenue. During the encounter, police deployed a K9. On 03/31/2021, Barstow police officers responded to a report of a man who had threatened another person and gestured as if he had a weapon at a residence on Montara Road. Officers encountered Lance Montgomery Powell outside the location as he moved toward a trailer on the property. On 03/24/2021, 34-year-old Joshua James Gloria of Oakland was shot and killed by Fremont Police Officer Brian Burch following a pursuit that began after police identified a stolen vehicle linked to an armed robbery. On 03/24/2021, a 35-year-old man suspected of breaking into parked vehicles near the Baldwin Hills Scenic Overlook (9500 block of Jefferson Boulevard) in Culver City initiated a pursuit after police located his vehicle near Obama Boulevard and Hauser Boulevard. On 03/16/2021, Los Angeles Police Department officers responded to reports that a man was firing a rifle into the air in the rear yard of a property on West 21st Street in the University Park area of Los Angeles. Jorge Armando Cerda barricaded himself inside a residence on the lot. Officers attempted to communicate with Cerda for hours, including playing recordings of family members urging him to surrender. On 03/16/2021, officers from the Hayward Police Department located a vehicle matching the description of one connected to a series of robberies in the East Bay in a Motel 6 parking lot on Industrial Parkway in Hayward. Officers parked unmarked vehicles in front of the car to block it in. According to released body-worn camera and security footage, the driver, later identified as 22 year old Caleb Smith, accelerated the vehicle into police cars multiple times as officers attempted to detain him. After the vehicle struck police vehicles more than once, officers fired at Smith. Smith exited the vehicle following commands but later died from his gunshot wounds. The Alameda County District Attorney’s office reviewed the shooting. A federal judge later allowed the family’s wrongful death lawsuit to proceed, finding disputed facts regarding whether officers acted with reckless disregard, but there are no known criminal charges against the officers involved in Smith’s killing.

On 03/14/2021, Los Angeles County sheriff’s deputies responded to a call reporting that 34 year old David Ordaz Jr. was suicidal. Deputies found Ordaz inside a vehicle holding a knife and refusing commands to drop it and exit the car. Deputies said they requested a mental evaluation team, but before it arrived, Ordaz exited the vehicle holding the knife. During the encounter, deputies fired a less-than-lethal stun bag round. Ordaz remained on the ground, and moments later a deputy fired a gun, killing him. The shooting drew public scrutiny after video footage showed Ordaz lying on the ground when he was shot. Prosecutors later charged the deputy with felony assault. The deputy pleaded no contest and was sentenced to probation.

On March 11, 2021, Laguna Beach police attempted to stop a white Mercedes reported stolen. On 03/10/2021, Richmond police responded to a report of a man damaging property along San Pablo Avenue. Officers encountered 47 year old Ivan Gutzalenko, who appeared to be in medical distress or under the influence of drugs and had fallen to the ground. Police handcuffed Gutzalenko and physically restrained him while he complained that he was having trouble breathing. During the restraint, an emergency medical technician administered a narcotic. On 03/08/2021, at approximately 5:20 a.m., Burbank Police Department officers responded to a report of a young child wandering alone in the parking lot of the Quality Inn Burbank Airport, located at 2255 N Buena Vista Street. Officers found a 7-year-old boy sitting on a curb, who stated he was waiting for his stepfather, identified as 30-year-old David William Kahler of Las Vegas.

Investigations revealed that Kahler and the child had been involved in a car accident on the 5 Freeway in a vehicle suspected of being stolen from Las Vegas. After leaving the accident scene, they proceeded to the hotel parking lot. Surveillance footage showed Kahler attempting to enter vehicles that did not belong to him. He later arrived at the hotel in a maroon Honda Accord, also reported stolen from the 2200 block of North Frederic Street.

As officers spoke with the child, Kahler drove up to the hotel. Body camera footage shows the child running to the vehicle and getting inside. Kahler allegedly drew a weapon and pointed it at one of the officers. The officer fired three shots, striking Kahler. The child was unharmed and taken into protective custody. A loaded 9mm semiautomatic handgun, reported stolen from Las Vegas, was recovered at the scene.
Kahler was transported to a nearby trauma center, where he succumbed to his injuries. At the time of his death, Kahler was on probation in Nevada and had an extensive criminal history, including burglary while in possession of a firearm, domestic violence, narcotics violations, and theft.

The Los Angeles County District Attorney’s Office is conducting an independent investigation into the officer-involved shooting, with cooperation from the Burbank Police Department.

On March 2, 2021, Los Angeles County Sheriff's deputies attempted to stop a gray Chevrolet Malibu driving without headlights and weaving between lanes. The vehicle reportedly struck one of the deputies and continued driving. Deputies escalated a pursuit through the Fairfax District of Los Angeles. Near the intersection of Fairfax Avenue and 3rd Street, the fleeing driver crashed into a vehicle occupied by an uninvolved motorist. That vehicle burst into flames, killing the bystander. The man was arrested and taken to the hospital.
