On March 30, 2024, at approximately 11:30 p.m., deputies from the Los Angeles County Sheriff's Department's East Los Angeles Station responded to reports of a woman screaming for help and being followed by a van in the 1500 block of North Herbert Avenue, Unincorporated Los Angeles. Upon arrival, deputies spoke with a Hispanic female adult who reported that her boyfriend had just assaulted her. While interviewing the woman, deputies observed a green Honda van, driven by 44-year-old Adrian Agustin Pilar of Los Angeles, traveling southbound on Herbert Avenue toward City Terrace Drive. Deputies followed Pilar to the end of a cul-de-sac in the 3900 block of East Snow Drive. Exiting their patrol vehicle, deputies detained Pilar at gunpoint and issued commands for him to stop his vehicle. Pilar made a three-point turn and began driving toward the deputies, ignoring repeated commands to stop. As he continued to advance toward one of the deputies, a deputy-involved shooting occurred. Pilar sustained gunshot wounds to the upper torso. Deputies administered first aid until Los Angeles County Fire Department paramedics arrived. Pilar was transported to a local hospital, where he was pronounced dead. One deputy was treated at a hospital for non-life-threatening injuries sustained during the incident. No other individuals were injured. The LASD Homicide Bureau is conducting an investigation, with oversight from the Office of the Inspector General, Internal Affairs Bureau, and the Los Angeles County District Attorney’s Office, Justice System Integrity Division.

On March 28, 2024, at approximately 1:00 a.m., California Highway Patrol officers observed a black Kia K900 traveling southbound on Perris Boulevard in Moreno Valley without headlights and running a red light at the intersection with Sunnymead Boulevard. Officers attempted a traffic stop, but the driver failed to yield, initiating a pursuit. The vehicle reached speeds up to 90 mph, driving recklessly through various streets. While heading eastbound on the 25000 block of Gentian Avenue, the driver lost control and collided with two parked vehicles. The crash trapped three passengers inside the Kia, requiring extrication by emergency responders. All three passengers were transported to Riverside University Health System Medical Center with major injuries. One passenger, identified as 19-year-old Villalon Ramirez, succumbed to his injuries at the hospital. The driver, identified as 19-year-old Steven Israel Corona of Moreno Valley, was arrested on suspicion of gross vehicular manslaughter while intoxicated, driving under the influence resulting in injuries, and felony evading with great bodily injury. On March 27, 2024, at approximately 7:51 a.m., Pacifica Police Department officers responded to a 911 call from a 23-year-old man reporting that his mother, 50-year-old Michelle Arrais, had shot him inside their apartment on the 2500 block of Francisco Boulevard. The son stated he was awakened by gunshots before Arrais entered his bedroom and shot him twice. Upon arrival, officers observed Arrais attempting to leave the apartment complex in a white SUV. When officers ordered her to stop, she allegedly pointed a firearm at them, prompting Corporal Hayden Fry and Officer Kevin Contreras to discharge their service weapons, fatally wounding her. A loaded 9mm semi-automatic handgun and four boxes of ammunition were recovered from her vehicle. Inside the apartment, officers found the family dog deceased from apparent gunshot wounds, believed to have been inflicted by Arrais prior to shooting her son. The son was located hiding in a locked bathroom, treated for non-life-threatening injuries, and later released from the hospital. The San Mateo County District Attorney's Office conducted an investigation and concluded that the officers' use of lethal force was legally justifiable self-defense and defense of others, resulting in no criminal charges against them.

On March 26, 2024, at approximately 5:09 p.m., Fullerton Police Department officers responded to a reported bank robbery at the Wells Fargo branch located at 141 W. Bastanchury Road. The suspect, identified as 57-year-old Scott William Thompson, entered the bank wearing a mask and claimed to possess a bomb contained within a white box. He demanded $58,000 from the teller, threatening to detonate the device if his demands were not met. At the time, the bank was occupied by employees and at least one customer. Officers arrived on the scene within two minutes and established communication with bank employees via telephone. Approximately ten minutes into the incident, employees informed officers that they had placed the demanded money into a box labeled "DPS" and that Thompson would be exiting the bank shortly. Upon exiting the bank holding the white box, officers issued commands for Thompson to stop and raise his hands. Thompson failed to comply and began walking back toward the bank entrance. Fearing that he might re-enter the bank with an explosive device, officers discharged their firearms, fatally wounding him. The Orange County Sheriff's Department Bomb Squad was dispatched to assess the potential threat. They determined that the device was a facsimile, constructed to resemble an actual explosive but incapable of detonation. No officers, bank employees, or customers were injured during the incident. Subsequent investigations revealed that Thompson had an extensive criminal history, including prior federal convictions for armed bank robbery and escape, and was on federal probation for armed bank robbery at the time of the incident.

The victim reported that her ex-boyfriend, 40-year-old Jose Acosta, had violated a protective order by arriving at her residence and demanding entry. Deputies located Acosta driving an orange Pontiac vehicle stopped in the eastbound lanes of Artesia Boulevard at Downey Avenue in Long Beach. As deputies positioned their vehicles behind Acosta's car to initiate a traffic stop, he suddenly reversed at high speed, crashing into the front end of a patrol vehicle with such force that both vehicles became inoperable. Acosta then exited his vehicle holding a knife with an approximate three-inch blade. Despite deputies' commands to drop the weapon, Acosta advanced toward them, prompting a deputy-involved shooting. Acosta sustained gunshot wounds to the torso and was pronounced dead at the scene. One deputy was transported to a local hospital and treated for non-life-threatening injuries sustained during the collision. The Los Angeles County Sheriff's Department's Homicide Bureau is conducting an investigation into the incident.

On March 4, 2024, at approximately 12:10 a.m., Sonoma County Sheriff's deputies responded to reports of a man brandishing a firearm outside La Hacienda del Toro, a nightclub on Stony Point Road in Santa Rosa. Upon arrival, deputies encountered 53-year-old Jose Luis Villasenor Cervantes, who was armed with an AK-47-style rifle. Cervantes opened fire on the deputies, initiating a pursuit during which he repeatedly stopped to shoot at law enforcement before fleeing again. The chase concluded when Cervantes crashed his vehicle into a fence on the 3200 block of Stony Point Road. Following the collision, deputies found Cervantes deceased. On 03/03/2024, in the early morning hours, U.S. Border Patrol Tactical Unit (BORTAC) agents were conducting operations in the Puebla Tree area of the Otay Mountains, approximately five miles east of the Otay Mesa Port of Entry. This area had recently experienced armed robberies and assaults targeting migrants crossing into the United States.
BORTAC agents were strategically positioned, with a small group concealed about 70 yards north of the border along a ravine near a paved road, and a precision marksman stationed on high ground approximately 275 yards away, providing overwatch. Witness accounts indicate a group of migrants was walking on the paved road when they were approached by four individuals, at least one armed with a handgun. The armed individual demanded money, chambered a round, and pointed the weapon at one of the migrants. At that moment, the BORTAC precision marksman fired one round, striking the armed individual.

The migrants reported hearing a single gunshot and saw the assailant fall but were unaware of the shot's origin. No other injuries were reported. A handgun was recovered near the individual. Agents apprehended 17 migrants in the area, while three other individuals, possibly armed, fled into Mexico.
The San Diego County Sheriff's Department, the Federal Bureau of Investigation, and CBP's Office of Professional Responsibility are investigating the incident. CBP's National Use of Force Review Board will review the case upon conclusion of the investigation. The Department of Homeland Security's Office of Inspector General has been notified.
