Location : 319 Racetrack Road
City : Fort Walton Beach
County : Okaloosa
State : Florida
Agency : Okaloosa County Sheriff's Office
Officer(s) : Eddie Duran
Cause of Death : Gunshot
Event : Shot and killed in his home by deputy
OPEN RECORDS SUMMARY :
On 05/03/2024, 23-year-old Roger Fortson, an active-duty U.S. Air Force serviceman stationed at Hurlburt Field, was fatally shot in his apartment at 319 Racetrack Road in Fort Walton Beach, Florida. Deputy Eddie Duran of the Okaloosa County Sheriff’s Office was responding to a disturbance call unrelated to Fortson when he knocked on Fortson's door. Fortson, who was on a FaceTime call at the time, retrieved his legally owned firearm for self-defense and opened the door with the gun pointed downward. Deputy Duran immediately fired six shots, striking Fortson. Fortson was transported to a hospital, where he died from his injuries.
.
An internal investigation by the Okaloosa County Sheriff’s Office concluded that Duran’s actions were "not objectively reasonable" and violated departmental policies. Duran was terminated from his position on 05/31/2024. Civil rights attorney Ben Crump, representing Fortson's family, stated that Fortson was a legal gun owner with no criminal record, acting to defend himself in his home. Crump and human rights advocates have highlighted potential racial bias and the use of excessive force in the incident, calling for accountability.
.
On 08/25/2024, Eddie Duran was charged with manslaughter with a firearm, a first-degree felony punishable by up to 30 years in prison. He was arrested and later released on a $100,000 bond. Fortson’s family, represented by Crump, is pursuing justice and pushing for systemic changes to prevent similar incidents.
.
Roger Fortson, originally from Atlanta, Georgia, was a decorated U.S. Air Force member serving in the 4th Special Operations Squadron. Known for his dedication and integrity, he had recently returned from an overseas mission. The case has drawn widespread attention, with advocates and community leaders emphasizing the need for transparency and justice in police interactions, particularly concerning racial disparities.

Caples, dressed in all-white attire, refused to provide identification or exit the vehicle. Deputy Conover requested backup; Lt. Chad Anderson and Deputy Craig Smith arrived. As the deputies attempted to engage Caples, his vehicle began to move. When the deputies tried to stop the vehicle, Caples fired five shots, striking Lt. Anderson in the left arm, with the bullet lodging near his heart and spinal column, and hitting Deputy Smith twice in the right arm. The deputies, along with additional officers, opened fire, discharging 38 rounds and striking Caples eight times, resulting in his death at the park.
.
Investigations indicated that Caples had no prior criminal record. He had adopted the Moorish sovereign citizen ideology during his time at California State University, Fresno. Sovereign citizens often refuse to cooperate with police, not recognizing them as authorities whose orders they must follow.
.
The Florida Department of Law Enforcement (FDLE) is investigating the incident, and the deputies remain on administrative leave. No determination has been made on whether the deputies’ actions were justified.
.
NUMBER OF CASUALTIES DURING THIS POLICE ENCOUNTER: 1 fatality, 2 injured.

OPEN RECORDS SUMMARY :
On April 17, 2024, at approximately 3:30 p.m., Gregory Parsons, a 60-year-old transportation engineering consultant from Jacksonville, contacted the Florida Department of Transportation (FDOT) District 7 headquarters in Tampa, Florida. He informed a receptionist that he was in the parking lot with a bomb and intended to drive his vehicle into the building to cause harm.

Tampa Police Department officers arrived promptly and located Parsons sitting in a blue SUV in the parking lot. As officers approached, Parsons pointed a gun at his head. Despite officers' attempts to negotiate, Parsons fatally shot himself.

A subsequent search of Parsons' vehicle revealed multiple firearms, high-capacity magazines, gas tanks, and suspicious items, including wires. The Tampa Police Bomb Team assessed the situation, leading to the evacuation of the FDOT building and the nearby Florida Highway Patrol office as a precaution.

OPEN RECORDS SUMMARY :
On March 21, 2024, at approximately 6:30 a.m., the Department of Homeland Security (DHS), in coordination with the Jacksonville Sheriff's Office (JSO) and its Special Weapons and Tactics (SWAT) team, executed a high-risk warrant at a residence on County Road 217 in Maxville, Florida.
