On July 24, 2024, at approximately 7:30 p.m., officers from the Salina Police Department arrived at 544 N. 12th Street in Salina, Kansas, to execute an arrest warrant for 44-year-old Larry J. Wray Jr. Upon entering the detached garage east of the residence, officers arrested Larry Wray Jr. without incident. During the arrest, officers noticed another individual, later identified as 25-year-old Jesse D. Wray, inside the garage. When officers attempted to make contact, Jesse Wray displayed a firearm and threatened to shoot if they entered.

Officers established a perimeter and summoned the Salina SWAT Team for assistance. Troopers from the Kansas Highway Patrol also responded to the location of the home. While awaiting the SWAT team's arrival, officers observed smoke and flames emanating from the garage. The garage door then opened, and a female emerged with her hands raised, followed by Jesse Wray. Wray took cover behind a parked truck in the driveway, assuming a shooting stance with his hands extended toward the officers.

In response, two Salina Police Department officers discharged nine rounds, none of which struck Wray. Wray then moved to the west side of the garage, where he encountered additional officers and troopers. A Kansas Highway Patrol trooper and a Salina Police Department officer fired four shots, fatally wounding Wray. He was pronounced deceased at the location at 8:45 p.m. The female was evaluated at Salina Regional Health Center and later released.

The Kansas Bureau of Investigation presented their findings to the Saline County Attorney for review. On November 4, 2024, Saline County Attorney Jeffery Ebel concluded that the use of deadly force was justified.

On June 22, 2024, at approximately 1:00 a.m., a Newton Police Department officer attempted to stop a vehicle driven by 38-year-old James Lightfoot in Newton, Kansas, due to a malfunctioning headlight. Instead of stopping, Lightfoot fled northbound on Interstate 135, leading officers on a pursuit that continued into Marion County. At around 1:40 a.m., Newton officers lost sight of Lightfoot's vehicle near 230th and Diamond Roads. Marion County deputies also discontinued their search in the same vicinity.

On June 24, a resident reported a silver Dodge truck partially submerged in a pond near 240th and Kanza Roads, close to Marion Reservoir. Deputies identified the vehicle as Lightfoot's 2005 Dodge Ram 1500. A search that evening, including the use of a Kansas Highway Patrol aircraft equipped with infrared technology, failed to locate Lightfoot.

On June 26, the Sedgwick County K-9 Cadaver Team joined the search. At approximately 10:35 a.m., a cadaver dog led searchers to Lightfoot's body, located several hundred yards southeast of his truck in a heavily wooded area. Marion County Coroner Don Hodson reported that Lightfoot died from a self-inflicted gunshot wound to the head. A .380 ACP handgun was found under his left hand.

On May 27, 2024, at approximately 6:45 p.m., Kansas City, Missouri, police officers responded to an armed carjacking near East 24th Street and Highland Avenue, where a blue 2010 GMC Terrain was stolen at gunpoint by two male suspects. Around 8:00 p.m., officers located the stolen vehicle near 15th Street and The Paseo. When the driver refused to stop, a pursuit ensued, crossing into Kansas City, Kansas. Officers from the Kansas City, Kansas Police Department, Kansas Highway Patrol, and Mission Police Department joined the chase.

At approximately 8:17 p.m., a 21-year-old male passenger exited the vehicle near 18th Street Expressway and Steele Avenue and was taken into custody. The driver, identified as 41-year-old Jason A. Burk of Kansas City, Missouri, continued fleeing. A Kansas Highway Patrol trooper performed a Precision Immobilization Technique (PIT) maneuver, causing the GMC to strike a guardrail near Highway 69 and the 18th Street Expressway, bringing it to a stop.

Burk then fired shots at the officers. Two officers from the Kansas City, Kansas Police Department and five officers from the Kansas City, Missouri Police Department returned fire, striking Burk multiple times. Burk was transported to a nearby hospital, where he was pronounced deceased.

On May 26, 2024, at approximately 1:20 a.m., Kansas City Police Department (KCPD) officers patrolling the Westport Entertainment District heard gunfire near the intersection of Westport Road and Broadway Boulevard in Kansas City, Missouri. Upon arrival, officers discovered multiple shooting victims. Emergency Medical Services (EMS) transported six individuals to local hospitals, including 24-year-old Jahquan M. Robinson, who was pronounced deceased.

Preliminary investigations revealed that a disturbance among a group escalated into gunfire. A Westport Public Safety Security officer, responding to the shots, encountered Robinson actively firing a weapon. The security officer discharged their firearm, striking Robinson.

On May 26, 2024, at approximately 1:50 a.m., a Haskell County Sheriff's deputy attempted to initiate a traffic stop. The driver, 37-year-old Richard Castillo of Ulysses, Kansas, did not stop. Officers escalated a pursuit northbound on Highway 83 onto Highway 144, where Castillo attempted a U-turn, colliding with the deputy's vehicle and coming to rest in the north ditch.

Two deputies rushed to the vehicle and alleged that Castillo produced a gun. Both deputies opened fire, striking him. EMS arrived and pronounced Castillo deceased at 2:55 a.m. The deputies were placed on paid administrative leave.

The Kansas Bureau of Investigation is conducting an independent investigation. The Kansas Highway Patrol is assisting with the collision investigation. The findings will be submitted to the Haskell County Attorney for review.

On May 11, 2024, officers from the Lawrence Police Department arrived at a residence in Lawrence, Kansas, to arrest 23-year-old Henry Tomasic, who was wanted for sexual abuse and abuse of a minor. As officers closed in to make the arrest, Tomasic died by suicide.

On May 10, 2024, at approximately 11:00 p.m., a Kansas City, Kansas, police officer located a stolen silver Hyundai Sonata stopped in the 1500 block of South 7th Street Trafficway. As the officer approached, three male occupants exited the vehicle and fled on foot. The officer pursued them, during which one suspect, identified as 18-year-old Jordan Cole, allegedly fired at the officer. The officer returned fire, fatally wounding Cole. Another suspect was apprehended at the location, while the third remains unidentified.

On April 15, 2024, at approximately 9:30 p.m., Butler County Sheriff's deputies initiated a pursuit of a 2023 Kawasaki EX650 motorcycle driven by 43-year-old Ignacio Cuanus Morales Jr. Deputies continued to chase him westbound onto Towanda Avenue in El Dorado until Morales's motorcycle collided with the right rear corner of a Ford F-150. Morales was pronounced deceased at the location. Authorities have not disclosed the reason for the initial pursuit.

On April 9, 2024, at approximately 6:55 a.m., a motorist reported a vehicle stopped in the westbound lane of U.S. Highway 160, about one mile west of Attica, Kansas. A Harper County Sheriff's deputy arrived and found a tan 2006 Toyota Prius halted in the middle of the highway. Approaching to offer assistance, the deputy observed the driver, 54-year-old Cheryl R. Gaines of Oklahoma City, Oklahoma, holding a knife in one hand and scissors in the other.

An officer from the Attica Police Department soon joined the deputy. Both officers retreated approximately 100 yards from the vehicle and repeatedly commanded Gaines to drop her weapons and exit the car. Gaines exited the vehicle but refused to relinquish the knife and scissors. She then charged at the officers. As they retreated, the Attica officer tripped and fell. Gaines approached the fallen officer, still armed, prompting the Harper County deputy to fire three shots, striking her.

Emergency Medical Services pronounced Gaines deceased at the location around 7:15 a.m.

On April 7, 2024, at approximately 1:30 a.m., 18-year-old Kasenn Lane Dollar was driving a 2010 Chevrolet Silverado eastbound on U.S. Highway 160, about 3.5 miles west of Independence, Kansas. His vehicle crossed the center line and collided head-on with a westbound 2017 Dodge Charger driven by 26-year-old Montgomery County Sheriff's Deputy Justin Ward.

A second deputy, 28-year-old Zachary Farmer, was following in a 2022 Dodge Durango and sustained minor damage while attempting to avoid the collision. Dollar was pronounced deceased at the scene. Deputy Ward suffered serious injuries and was transported to a hospital in Tulsa, Oklahoma. Deputy Farmer was not injured. Two passengers in Dollar's vehicle, including 18-year-old Amir Luten, sustained minor injuries.

On March 26, 2024, reports indicated that 68-year-old Bill Dean Osterhout was suicidal. Per his girlfriend, he was not at the residence and had sent concerning text messages.

At around 5:31 p.m., officers located Osterhout sitting in his pickup truck in the parking lot of a liquor store at 237 N. Main Street. Officers approached and observed a handgun between his legs. They engaged him and demanded that he put down the gun. He allegedly made suicidal statements, pointing the gun at his head and chin multiple times.

Police alleged that at approximately 5:42 p.m., he pointed the handgun at them. Two officers opened fire, collectively firing 22 rounds and striking him. Osterhout was pronounced deceased at the location at 5:49 p.m.

On March 6, 2024, at approximately 7:44 p.m., Sedgwick County 911 received a report of a man pointing a gun at another person in the 2300 block of North Fairview. Luis Alfonso Rivera, 35 years old, had left the residence before officers arrived.

At around 7:54 p.m., Wichita Police Department officers located Rivera walking south on Fairview with a handgun pressed to his head, shouting at the officers. Officers attempted to de-escalate the situation, following him on foot and in vehicles as he proceeded west on 21st Street, continuing to hold the gun to his head and ignoring multiple commands to drop the weapon. A police negotiator used a patrol car's public address system to communicate with Rivera, but he remained unresponsive to directives.

At approximately 8:06 p.m., in a parking lot at 21st and Arkansas, an officer fired a beanbag round, striking Rivera in the back. Rivera then turned toward the officers, leveled his gun at them, and fired multiple rounds. Eight officers opened fire, striking Rivera multiple times. Officers administered aid until emergency medical services arrived, but Rivera was pronounced deceased at the location at 8:21 p.m.

On February 18, 2024, at approximately 3:20 p.m., Union County 911 received a call reporting a domestic dispute involving a firearm at a residence on Wesley Mountain Road in Blairsville, Georgia. Union County Sheriff's Office deputies responded to the location and attempted to negotiate with 85-year-old Wendall Cross, who was armed. During the encounter, Cross fired his gun in the direction of the deputies. In response, the deputies returned fire, striking Cross. Deputies rendered aid, and Union County EMS transported him to a local hospital, where he succumbed to his injuries.

On February 17, 2024, at approximately 7:55 p.m., Jeffrey Moss, 51, was crossing MacArthur Road near Seneca Street in Wichita, Kansas. A Wichita Police Department patrol vehicle, driven by a 29-year-old officer, was traveling eastbound on MacArthur Road when it struck Moss. Moss was pronounced dead at the scene.

The Kansas Highway Patrol found that the officer admitted to deleting emails on his department-issued computer at the time of the collision.

The Sedgwick County District Attorney's Office reviewed the case and determined there was insufficient evidence of criminal liability on the part of the officer; therefore, no charges were filed.

On January 25, 2024, at approximately 11:30 p.m., Wichita Police Department officers initiated a vehicle pursuit near East Bayley and Schweiter Drive after locating a vehicle reportedly stolen at knifepoint earlier that evening. The driver, 43-year-old Larry K. Armour, drove until East Harry and Green Street, where he abandoned the vehicle and fled on foot with officers in pursuit. He then forcibly entered a residence in the 2400 block of East Harry Street, armed with a knife, and took the male occupant hostage.

A tactical team comprising Wichita Police Department officers, Sedgwick County deputies, and police negotiators arrived at the residence just before 1 a.m. At approximately 3 a.m., a deputy observed Armour through a window standing over the hostage and threatening him with a large knife, shouting that he would kill him. The deputy fired one shot, striking Armour. Armour was transported to a local hospital, where he died.

On January 6, 2024, at approximately 8:58 p.m., Leavenworth Police Department officers, including Officer Sarah Howard, arrived at the 400 block of N. 5th Street, where they encountered Michael Mills in the front yard of a residence with a knife. Mills allegedly charged toward Officer Howard, prompting her to discharge her firearm, striking him.

Mills was transported to a local hospital, where he was pronounced dead.

The Kansas Bureau of Investigation conducted an independent investigation into the incident. The findings were presented to the Leavenworth County Attorney, who determined that Officer Howard acted in self-defense and declined to file charges.

On January 2, 2024, at approximately 4:30 a.m., Kansas City Police Department officers were pursuing a vehicle allegedly involved in multiple armed robberies. The man, driving a black Dodge Challenger, entered the northbound lanes of Interstate 435 near Missouri 210 Highway, traveling southbound against traffic. Officers terminated the pursuit upon the vehicle's entry into oncoming traffic. Shortly thereafter, the pursued vehicle collided head-on with a Chevrolet Equinox driven by 60-year-old Alphonso "Duke" Carroll, who was en route to work. Both drivers were pronounced dead at the scene.

Wichita PD arrived in the 4200 block of E Gilbert in Wichita where a domestic disturbance had been reported. Police shot and killed Daniel Stowe.

Police tried to arrest Chase Bishop for unknown reasons. He locked himself into his home. Officers from the Iola Police department, Allen County Sheriff’s Office, Special response Teams and Kansas Highway Patrol created a standoff. After an unknown period of time and events, Chase Bishop was found dead, allegedly from suicide under police duress during the standoff.

Lawrence PD arrived at a residence to serve a warrant on Josiah Emmanuel Henderson for Rape, Aggravated Criminal Sodomy, Aggravated Indecent Liberties, Aggravated Domestic Battery, and Aggravated Endangering a Child when they heard a gunshot. He died from suicide under police duress.

Missouri State Highway Patrol chased Sheila G. Roesch in her vehicle until she crashed, the vehicle burst into flames and she died. Police did not disclose why they undertook this fatal chase.

A juvenile female went to the Stanton County Sheriff’s Office with unspecified injuries inflicted by 45-year-old Ricky Thompson. Police obtained a search warrant and went to his trailer home but he allegedly blocked the door and uttered verbal threats. The Kansas Highway Patrol arrived and both law enforcement agencies launched a lengthy standoff against the man yelling at them in the trailer. Police breached his door with an armored vehicle and officers threw in a cell phone, demanding to talk to him. A drone was sent into the home and showed he was injured. Police entered and found him with a gunshot wound to the head, allegedly having committed suicide under police duress during the lengthy police militarized standoff around his home.

Olathe PD were called to a domestic disturbance, saw a man with a gun running from a home past them. Police shot him as he entered a neighbor’s home. He died later. So far, only the official police narrative has been presented. No eyewitnesses, video or objective data can be found.

Fourteen-year-old Jaylee Chillson ran away from home. Police located her and tried to force her to return home. She pulled out a handgun and shot and killed herself. She had not been shot by police but since her death occurred during arrest, she is listed in this space.

Police received 911 calls about a man with a gun in Ransom during a domestic disturbance. Police arrived and found him armed outside of the residence. He initially put down a gun but then picked it back up and was shot and killed by police.

A woman in her 60s had just shot and injured a man who called 911. He was stable but he was able to give police the exact ID and vehicle description of the shooter. Police spotted the vehicle on the road and chased and assaulted it with a PIT maneuver. As soon as she was hit with the PIT maneuver, she spun out, crashed into a stop sign and died.

On 06/25/2023, Wichita PD found 44-year-old Nicole Dempsey dead by gunshot wounds. They believed her husband, 47-year-old Thomas Dempsey, to be responsible. Police arrested him and he died shortly thereafter from a medical emergency.

Olathe police officers conducted a traffic stop at 5:43 p.m. in the 200 block of N. Water Street. Police allege that David Russell Sweet arrived and allegedly confronted them. Police claim he had a knife. No reason for the confrontation was given. Police shot and killed him. The killing was justified by the Prosecutor’s office.

Kansas Highway Patrol escalated a chase on I-35 in Lyon County that ended in crash that killed vehicle passenger Kejuan Cortex Shugart on 04/30/2023 around 10:15 p.m. The vehicle was chased at high speed into the back of a semi-truck, hit the median several times and came to a stop. Kejuan Shugart was killed. Police never revealed why they escalated the deadly chase.

A KCK officer was conducting a traffic stop in the 1100 block of Metropolitan Ave. just before 8:30 p.m. whena confrontation occurred. The officer fired shots. Amaree’ya Henderson was killed.He is believed to have been unarmed.

A Goddard officer escalated a chase against a driver whom they felt was driving erratically. Police allege that the driver had a BB gun and walked toward police with the replica BB gun and was shot and killed at 63rd Street between 183rd and 199thin Goddard. The officer fired 8 shots with lethal intent and result. The officer was not charged.
