Police identified Everton Garfield Brown, 56, as the shooter. Police said Brown forced entry into a neighbor’s home, stabbed and shot Ismael Quintanilla, 41, and shot Sara Alacote, 37, as she ran from the home. Police said Brown shot two additional neighbors outside, killing Sagar Ghimire, 24, and wounding another man. Police said Brown set his own residence on fire and officers encountered him outside near a parking lot while he had a handgun. Police said officers repeatedly ordered him to drop the gun. Police said four officers opened fire and shot Brown. Police took him into custody and transported him toward a hospital, where he was pronounced dead. Later reporting said Baltimore County police released body-worn camera video from the shooting.

On 02/06/2021, around 8 a.m., Montgomery County police received multiple 911 calls reporting a man driving erratically in a Volkswagen sedan on Olney Laytonsville Road and Fieldcrest Road in Gaithersburg. Before Deputy Frank Pruitt arrived, the driver had already struck two vehicles. Upon arrival, Pruitt observed Kevin Costlow approaching two individuals with a large stick. A confrontation ensued where Costlow struck Pruitt with the stick. Pruitt attempted to use his Taser on Costlow, but it was ineffective. Subsequently, Deputy Pruitt shot and killed Costlow.
