On August 24, 2023, the decedent was sitting in his parked car in rural Susquehanna County at Lewis Lake. He had recently moved back from Florida to a childhood home near the lake where his family owned land and was visiting the area. A Pennsylvania State Police trooper arrived and according to his messages to family, the trooper harassed him, possibly for a second time within several days.
On 08/24/2023, the man was in his car by the lake when he was again approached by what is believed to be the same local trooper. He was able to respond, answered the trooper's questions that yes, he had legal guns packed and locked away in the back of the vehicle when asked about guns. He was moving back to PA and had his belongings with him and answered truthfully that everything including guns were stowed away in the car. He was able to text message this information to his family during the stop.
It is unknown what happened to escalate things but the trooper after an argument fired 10 bullets in his face, killing him.
PSP claims that they do not have any BWC footage. They refuse to disclose the name of the shooter trooper but expect the family to believe the undocumented narrative that he had made a threatening move during the traffic stop that required this point blank execution. The family is unable to get any more information nor his belongings back to date while PSP are investigating themselves. THe man's identity is known and withheld per the family's request.

On August 14, 2023, Philadelphia police officers Mark Dial and his partner initiated a traffic stop on Eddie Irizarry in the Kensington neighborhood after observing him driving erratically and the wrong way down East Willard Street. Upon stopping, Irizarry remained seated in his vehicle. Within approximately six seconds of exiting his patrol car, Dial fired six shots through the closed driver's side window, fatally wounding Irizarry. Initially, police reported that Irizarry had lunged at officers with a knife outside the vehicle. However, body-worn camera footage later contradicted this account, showing Irizarry inside the car at the time of the shooting.Dial was charged with multiple offenses, including first-degree murder, third-degree murder, voluntary manslaughter, possession of an instrument of crime, reckless endangerment, and official oppression. In September 2023, a judge dismissed all charges due to insufficient evidence, but they were reinstated a month later upon appeal. In August 2024, the first-degree murder charge was dropped, and Dial was released on bail pending trial.The trial commenced on May 19, 2025. Police attempted to make a traffic stop on Eduardo Lee Hoover but report that he did not stop. Police surrounded his vehicle which he allegedly put it in reverse,first hitting a police cruiser and then a utility pole. He then allegedly began to drive towards police again when officers shot and killed him.It is not known how many officers fired their weapons.
