NARRATIVE: On 11/08/2023, 17-year-old Luiz Alfredo Mencias-Escobar, a Honduran national who was living in Houston, was killed during a Zavala County Sheriff’s Office pursuit on U.S. Highway 57 near Batesville in Zavala County. Mencias-Escobar was driving a 2009 Honda Civic carrying five passengers. Authorities said the vehicle was suspected of being used for human smuggling.

At approximately 6:30 a.m., Mencias-Escobar was fleeing Zavala County sheriff’s deputies eastbound on U.S. 57 when, according to Texas DPS, he attempted to pass an 18-wheeler in a no-passing zone. The Honda entered the opposing lane and collided head-on with a 2015 Chevrolet Equinox.

All six occupants of the Honda were killed. The two occupants of the Equinox, 67-year-old Jose Lerma and 65-year-old Isabel Lerma of Dalton, Georgia, were also killed, bringing the total death toll to eight. The Equinox caught fire following the collision.

During the warrant operation, officers confronted 30 year old Carlos Abrego Jr, who was identified by family as the man shot. On 10/30/2023, a SWAT response was initiated after authorities connected a male subject to a prior drive by shooting incident and located him at a residence on Weeks Road in Cleburne. Officers surrounded the home and attempted to make contact while containing the situation. During the standoff, a single gunshot was heard from inside the residence. Tactical teams later entered the home and found the man deceased from an apparent self inflicted gunshot wound. The death occurred while police were attempting to apprehend him at his residence following the earlier investigation.

NARRATIVE: On 10/29/2023, 24-year-old Erasmo Bautista was killed when his Ford Mustang crashed into a tree during a Sugar Land Police Department pursuit. At approximately 3:30 a.m., an officer attempted to stop the Mustang for speeding near West Airport Boulevard and Eldridge Road. The driver fled and the officer pursued. Less than one mile from where the attempted traffic stop began, Bautista lost control near West Airport Boulevard and Industrial Boulevard, struck a tree and was ejected from the vehicle. He was pronounced dead at the scene. He was the vehicle’s only occupant.

NARRATIVE: On 10/27/2023, 60-year-old Lynette Winchester was killed when a stolen Ford F-250 fleeing Harris County sheriff’s deputies crashed into her SUV at the Grand Parkway feeder road and State Highway 249 in northwest Harris County. Texas DPS had located the truck, which had been reported stolen from San Antonio, and requested assistance from marked Harris County Sheriff’s Office units. Deputies attempted a traffic stop near Grand Parkway and U.S. 290, beginning a pursuit that lasted approximately nine minutes and covered about 14 miles. Speeds reached approximately 115 mph. The fleeing truck exited the highway and struck Winchester’s vehicle on the driver’s side at the intersection. Winchester was pronounced dead at the scene.

Kerrville PD saw a white Honda sedan when they were looking for a stolen vehicle fitting that description. Police escalated a high-speed chase which ended when the vehicle being chased crashed into a pickup truck. The driver of the pickup was critically injured and airlifted to a hospital and a second hospital in unknown condition. The driver of the white Honda that had been chased died. The person was only identified as male without disclosure of his identity. Ms. Cast was arrested by Madison County Sheriff's deputies in Normangee, Texas for public intoxication. Dallas PD saw a vehicle they felt may be stolen and escalated a chase. The vehicle did not stop and police claim that when it did stop, they tried to ram a patrol vehicle. A Roanoke police officer attempted to stop McCastlain for a traffic violation.

NARRATIVE:
On 10/07/2023, 18-year-old Seth McCastlain of Palo Pinto was killed after a Roanoke Police Department officer attempted to stop his motorcycle on U.S. Highway 377 in Roanoke.

At approximately 10:14 p.m., the officer saw McCastlain traveling southbound and observed what police described as a traffic violation near Highway 377 and Parish Lane. The officer attempted to initiate a traffic stop. McCastlain immediately accelerated to a high rate of speed southbound on Highway 377.

In the 700 block of Highway 377, McCastlain's motorcycle struck the rear of a sedan driven by a 50-year-old man. Both drivers were transported to Baylor Scott & White Medical Center in Grapevine. McCastlain died from his injuries. The sedan driver was treated and released.

Available reporting establishes that the fatal crash occurred immediately after the police officer attempted the traffic stop and McCastlain accelerated away, although it does not clearly establish whether the officer had begun an active vehicle pursuit before the collision.

An unnamed man was being chased by Childress County Sheriff’s Office deputies. Police allege the man rammed a police car. The chase escalated to above 100 mph and ended in the Garden Valley area. Police shot and killed him. His name was not released. No video or other evidence has been released.

Austin PD were called to the 12300 block of Research Blvd for a person in the roadway. Police allege that he hit himself several times with a metal object. Police arrived and attacked him with a taser. He was taken to the hospital and died.

Houston PD ‘s Special Investigations Unit conducting a “crime suppression investigation” allegedly “saw something on social media that concerned them” and went to an apartment on Bennington in North Houston. When they arrived, they found Floyd Young, shooting a music video with an “assault style weapon” and immediately opened fire, killing him. Police claim that Floyd Young pointed a rifle at them.

A number of eyewitnesses emphatically insist that he was commonly shooting rap videos while posing with weapons. He had allegedly announced on FB that he would shoot another video. Police allegedly saw a teenager with a rifle on FB and stormed the house, killing him, while he was posing with weapons during the shoot of a music video which he had done many times before. Eyewitnesses were adamant that he was no threat to anyone when shot and killed during the filming.

Lubbock PD saw a vehicle they felt may be a stolen and stopped the vehicle. During an unknown confrontation, the officer fired a taser at the man. The man ran away under attack and allegedly pulled a gun. Police shot and killed him. No BWC or other evidence has been released by police to verify the official narrative.

Temple PD were called to a location of a female in mental health crisis firing a gun. When police arrived, they saw her holding a gun and shot and killed her.
