Police nevertheless tried to handcuff him and they allege that in the process, they discovered a gun in the vehicle, apparently the gun he had told them about. Shortly before 10 p.m. on 02/15/2023 police officers including members of the gang unit were at a Valero gas station and reportedly saw an assault rifle, pistol and drugs in an unoccupied vehicle parked in the 4000 block of Synott Road. Houston PD set up surveillance and when they saw a man get into the car and drive off, they tried a traffic stop. When the car did not stop, they escalated a high-speed chase that ended in a shootout in Sugar Land during which Houston PD shot and killed Tyquorious Walker at 13400 US 59 S. Seven officers simultaneously fired an unknown number of bullets and killed Walker. Walker had been speaking to family during the chase. Three of the officers who shot him had been special detectives with the gang unit of HPD.

On 02/08/2023, 22-year-old Mark Bennett Hopkins was shot and killed by College Station Police Officer Dakota Norris during an early-morning police raid at Hopkins' home at 925 Spring Loop in College Station, Texas.

Hopkins was a Blinn College student preparing to transfer to Texas A&M University. He had no criminal record and was not the target of the narcotics investigation that brought police to his home.
.
College Station police were conducting a coordinated operation involving four search warrants connected to a narcotics investigation centered on Abraham Escobar, whom police described as a high-level drug dealer. Escobar was in a relationship with one of Hopkins' roommates and had been observed visiting the Spring Loop residence. Escobar was not inside Hopkins' home when police raided it.

Police obtained a warrant to search the Spring Loop residence for evidence connected to Escobar's alleged drug operation. Early reporting raised questions about the warrant paperwork because Hopkins was identified in one portion as "Suspected Party #2," even though he was not identified elsewhere as a co-conspirator and police subsequently acknowledged that Hopkins was not a criminal suspect or target of the investigation.

At approximately 6:00 a.m., a College Station police team arrived to execute what police characterized as a knock-and-announce search warrant. Police alleged that officers knocked and repeatedly announced "police, search warrant" before forcing entry. Hopkins' family and his girlfriend, Alyssa Wilson, dispute that account and allege that the occupants did not hear police identify themselves.

According to the federal lawsuit subsequently filed by Hopkins' parents and Wilson, Hopkins and Wilson were asleep in Hopkins' bedroom when police forcibly entered the residence. The lawsuit alleges that officers used an M84 flash-bang grenade during the entry, producing an explosion intended to create intense noise, light and disorientation.

The lawsuit alleges that Hopkins and Wilson awoke believing that intruders were breaking into the house. Hopkins retrieved his personal shotgun while Wilson hid in a closet.

Officer Dakota Norris entered the area of Hopkins' bedroom. Police alleged that Hopkins fired his shotgun toward officers and that Norris returned fire, killing him. The family's federal lawsuit disputes critical aspects of that sequence and alleges that the police raid itself unnecessarily created the deadly confrontation. The complaint further alleges that Norris made false statements during the subsequent investigation.

Hopkins was struck by police gunfire and died at the residence. Wilson survived and was subsequently detained and questioned for approximately eight hours. The lawsuit alleges that during that interrogation police repeatedly accused Hopkins of involvement in criminal activity in an effort to justify his killing, despite Hopkins not being a target of the underlying investigation.

The Texas Rangers investigated the shooting. A Brazos County grand jury subsequently returned a no bill and found no criminal conduct by Norris. College Station police announced in March 2023 that Norris would return to full duty.

Hopkins' family continued challenging the circumstances surrounding both the raid and his killing. In October 2023, his parents filed a state-court petition seeking access to records, investigative documents and complete, unedited body-camera footage. The family alleged that College Station police had used false information in obtaining the search warrant and had failed to provide the evidence necessary to independently investigate their son's death. The city denied those allegations.

In December 2023, the city and Hopkins' family reached an agreement under which additional information concerning the shooting would be provided subject to a protective order. The case records and body-camera evidence nevertheless remained largely unavailable to the public.

FEDERAL LAWSUIT:
On 02/04/2025, Hopkins' parents, Cynthia Hopkins and Geoffrey Hopkins, and his girlfriend, Alyssa Michelle Wilson, filed a federal civil-rights lawsuit in the U.S. District Court for the Southern District of Texas against the City of College Station, Police Chief Billy Couch and ten College Station police officers.

The defendants named in the federal action are the City of College Station, Billy Couch, Dakota Norris, Christian Taylor Lovelace, Jonathan D. Huth, Richard Benton Keough, Steve Brock, Long V. Le, Kelby Perez, Patrick S. McClung, Patrick J. McCarthy and Michael Pavelka.

The lawsuit alleges unreasonable search and seizure, excessive and deadly force, invasion of privacy and failures in police training and supervision. It characterizes the operation at Hopkins' home as an unnecessarily dangerous military-style raid and alleges that police had no adequate policies governing the use of M84 flash-bang grenades.

The complaint alleges that the raid was improperly planned and executed and that Hopkins and Wilson had no warning that the people violently entering their home were police. According to the plaintiffs, the flash-bang and forced entry caused Hopkins to believe that he and Wilson were confronting armed burglars inside their home.

The lawsuit alleges that Hopkins' possession of the shotgun was an attempt to defend himself and Wilson inside their home rather than an attempt to attack police. The plaintiffs contend that the fatal confrontation was entirely preventable and resulted from the manner in which police chose to execute the search warrant.

The lawsuit also alleges that Norris made false statements during the investigation following the shooting and challenges police efforts to characterize Hopkins as connected to the criminal investigation despite the city's subsequent acknowledgment that he was not a criminal suspect.

The plaintiffs submitted Norris' body-camera video as evidence with the federal complaint. Because the video was filed with the court on physical media, it was not made available for public download through the federal electronic court system. College Station has also declined to publicly release the video.

Hopkins' parents seek damages for their son's pain and suffering before his death, funeral expenses and the loss of their son. Wilson seeks damages for injuries and psychological trauma associated with witnessing Hopkins' killing. The plaintiffs also seek punitive damages against officers directly involved in the shooting and flash-bang deployment and a court order requiring College Station to change its policies governing flash-bang devices.

The City of College Station has denied wrongdoing and maintains that the search warrant and affidavit were properly obtained and executed. The city has emphasized that the Texas Rangers, Brazos County district attorney and Brazos County grand jury found no criminal wrongdoing by the officers.

2026 LAWSUIT UPDATE:
Court-ordered mediation was held on 08/06/2026 in an attempt to resolve the federal lawsuit. The mediation did not produce a settlement.

In a court filing reported on 08/20/2026, attorneys for Hopkins' family confirmed that mediation had failed to resolve the case. However, the parties reported that settlement discussions were continuing.

The lawsuit therefore remains active and unresolved. The case had previously been scheduled for an 08/21/2026 docket call before U.S. District Judge Charles Eskridge.

The criminal prosecution arising from the narcotics investigation that originally brought police to Hopkins' home also remains unresolved. Abraham Escobar, the actual target of the investigation, faces six pending charges, including money laundering, marijuana possession, two counts of engaging in organized criminal activity and two counts of manufacture or delivery of a controlled substance. His trial is scheduled for 11/30/2026.

OFFICER BACKGROUND:
Dakota Norris joined the College Station Police Department in 2016 after earning a Bachelor of Science in Criminal Justice from Sam Houston State University. Before becoming a College Station police officer, Norris worked as a correctional officer for the Texas Department of Criminal Justice.

Norris was the College Station officer who fired the fatal shots at Hopkins. Following the Texas Rangers investigation and the Brazos County grand jury's no-bill decision, Norris returned to full police duties on 03/27/2023.

Norris is individually named as a defendant in the Hopkins family's federal civil-rights lawsuit. The lawsuit accuses him of excessive and deadly force and of making false statements during the investigation of Hopkins' death. These are civil allegations and have not been established as findings of fact.
