On 08/29/2021, shortly before noon, 26-year-old Lyft driver Isabella Lewis was found shot on Forest Gate Drive in Garland. Garland Police alleged that 32-year-old Imran Ali Rasheed had hired Lewis for a ride, shot and killed her and then took her vehicle. Lewis died at the scene. Her vehicle was subsequently found outside Plano Police Department headquarters at 909 14th Street.
Later that day, Plano Police received a report of a man behaving erratically outside police headquarters. Police alleged that Rasheed, who was wearing a black shirt and mask, entered the department's public lobby, left, and then returned carrying a handgun.
According to Plano Police, a civilian department employee was assisting a visitor inside the lobby when Rasheed allegedly raised the handgun and fired in their direction. The employee and visitor escaped into a secure room. Neither was struck. Two Plano police officers inside the building responded to the gunfire.
Police alleged that Rasheed exchanged gunfire with the responding officers. The two officers fired at Rasheed, striking him multiple times. Plano Fire-Rescue transported Rasheed to a hospital, where he subsequently died from the police gunshot wounds.
The investigation subsequently connected Rasheed to Lewis's killing after investigators determined that the vehicle outside Plano Police headquarters belonged to her. Garland Police, Plano Police and the FBI worked jointly to investigate the sequence of events.
The FBI also opened a terrorism investigation after investigators recovered a note that authorities said suggested Rasheed might have been inspired by a foreign terrorist organization. Federal investigators stated that they had no evidence that Rasheed was acting under the direction of, or had been in contact with, a specific terrorist organization. Rasheed had previously been investigated by federal authorities between approximately 2010 and 2013, but that earlier investigation was closed after authorities concluded at the time that he did not pose a threat.
Rasheed's family, through attorney Edwin King, said they were blindsided by what happened and had observed no warning signs that he would commit violence. King said Rasheed had multiple sclerosis, had recently lost his job and might have been experiencing depression.

On 08/28/2021, 24-year-old Pedro Guadarrama Pedroza was killed when a Dodge Charger fleeing police crashed into the vehicle in which he was riding at South Zarzamora Street and West Southcross Boulevard in San Antonio.

Shortly after 1:00 a.m., 17-year-old Michael Rene Soto was attempting to evade arrest when he drove through a red light at high speed and collided with Pedroza's vehicle. The impact forced the vehicle across the intersection and into a utility pole. Pedroza suffered fatal injuries and died at the scene. Soto and a passenger in the Charger were transported to University Hospital.

Pedroza's family subsequently spoke publicly about his death. His twin brother, Pablo Guadarrama Pedroza, called for justice and described the devastating effect Pedro's death had on their family. Telemundo San Antonio published family photographs of Pedro with its coverage.

DISPOSITION:
A Bexar County grand jury indicted Michael Rene Soto on a murder charge in November 2021. The indictment alleged that Soto caused Pedroza's death while attempting to evade arrest by running the red light and crashing into the vehicle carrying Pedroza. Soto faced up to life imprisonment if convicted.

On 08/26/2021, Texas Department of Public Safety identified 25-year-old Luis Antonio Ruiz Perez, a Mexican national, as the passenger who died during a DPS pursuit that began north of Falfurrias and ended south of San Manuel in Hidalgo County. Contemporary reporting indicates that the actual pursuit and death occurred two days earlier, on 08/24/2021.

At approximately 2:40 p.m., a DPS trooper attempted to stop a black Chevrolet Silverado driven by 17-year-old Bryan Ramiro Mendoza of McAllen for a traffic violation at FM 2191 and County Road 212 north of Falfurrias. DPS subsequently characterized the incident as suspected human smuggling.

Mendoza continued south on U.S. Highway 281 while DPS pursued the Silverado. During the pursuit, the truck struck a concrete barrier and lost a tire but continued traveling on the exposed rim. After the vehicle entered Hidalgo County, troopers deployed a tire-deflation device and the Silverado eventually stopped near U.S. 281 and Miller Road south of San Manuel.

Troopers detained Mendoza and discovered Perez unresponsive inside the Silverado. Emergency medical treatment was unsuccessful and Perez was pronounced dead.

A subsequent Texas Rangers investigation determined that Perez and his father had spent nearly eight hours hiding in brush before being picked up by Mendoza. According to DPS, Perez became ill while the two men were still in the brush. Investigators determined that his death was not caused by the collision that occurred during the pursuit.

REASON FOR POLICE CHASE:
Stolen vehicle taken during an armed carjacking. Dallas police officers spotted a black Toyota Camry that had been stolen at gunpoint the previous evening, confirmed through its registration that it was the stolen vehicle, and attempted to stop it in the 1000 block of South Buckner Boulevard. The 14-year-old driver continued driving away and police pursued.

EVENT NARRATIVE:
On 08/25/2021, 34-year-old Cordell Jackson was killed when a stolen Toyota Camry being pursued by Dallas Police Department officers ran a red light and crashed into the Chevrolet Impala he was driving at Great Trinity Forest Way and Wadsworth Drive in Dallas. Jackson was an uninvolved motorist and had no connection to the carjacking or police pursuit.

The Camry had been stolen during an armed carjacking the previous evening in East Dallas. Police said a person armed with a handgun threatened a woman as she was getting into the vehicle, demanded her property and took the Camry.

At approximately 1:10 a.m. the following morning, Dallas officers spotted the Camry in the 1000 block of South Buckner Boulevard near Lake June Road and C.F. Hawn Freeway. After checking its registration and determining that it was the vehicle stolen in the armed carjacking, officers attempted a traffic stop. The driver continued driving away and police pursued.

The pursuit continued at high speed through Dallas, Balch Springs and Hutchins before returning to Dallas. Contemporary accounts place its duration at approximately 20 to 25 minutes. Available reporting does not provide a documented maximum speed for either the Camry or pursuing police vehicles. No PIT/TVI maneuver, stop sticks, roadblock or intentional police-vehicle contact was publicly reported.

On 08/23/2021, Amarillo Police Department officers killed 42-year-old Trinidad Marry in the 500 block of South Bivins Street near Southeast 5th Avenue and Browning Street in Amarillo. Police were dispatched at approximately 8 p.m. after receiving multiple calls reporting a man walking through the neighborhood with a gun and allegedly pointing it at people. Later reporting identified the man as Marry.
According to Amarillo police, officers located Marry and repeatedly ordered him to put down the firearm. Police alleged that Marry did not comply and continued waving the gun in the air. Rather than immediately shooting him, officers followed or walked alongside Marry for some distance while continuing attempts to persuade him to put the weapon down. Police eventually fired at Marry in the area of 500 S. Bivins Street. He died at the scene. Available reporting does not indicate that Marry fired the gun at officers before police killed him.
Initial reports described the shooting only as occurring near South Bivins Street and Southeast Fifth Avenue, but subsequent APD information placed the fatal shooting specifically around the 500 block of South Bivins Street, close to Dick Bivins Stadium. Police subsequently asked anyone who witnessed or recorded the encounter to contact investigators, indicating that APD was seeking civilian video or eyewitness evidence in addition to officers' accounts.
The Potter County District Attorney's Office presented Marry's killing to a grand jury almost immediately. On 08/30/2021, only seven days after Marry was killed, 47th District Attorney Randall Sims announced that a Potter County grand jury had reviewed the shooting and returned a no bill, meaning no officer was indicted. The same special grand-jury session also considered the separate 08/20/2021 police killing of George Michael Mireles and returned no indictment in that case as well.
The grand-jury announcement provided no detailed public reconstruction of Marry's shooting, did not identify the officer or officers who fired, and did not disclose the evidence presented to jurors. The public account therefore remains largely dependent on Amarillo Police Department statements that Marry possessed a gun and failed to put it down before officers fired. On 08/20/2021, Amarillo Police Department officers shot 34-year-old George Michael Mireles at the Amarillo Garden Apartments, 1223 S. Roberts Street, after mistaking him for another man police had gone there to arrest. Mireles survived the initial shooting but died at the hospital the following day, making 08/21/2021 the death date for this record.
At approximately 9:30 a.m., officers assigned to APD's Crime Prevention Unit were conducting surveillance at the apartment complex while attempting to locate another man wanted on a felony drug-related warrant. Police saw Mireles walking toward the apartments and believed he matched the description of the person they were seeking. Officers approached Mireles and attempted to identify him.
According to Amarillo police, Mireles then produced a handgun and fired at the officers. Three APD officers returned fire and struck him. The allegation that Mireles fired first comes from the police account; the later publicly available reporting located for this update does not provide body-camera footage, civilian video, ballistics findings or another independent reconstruction establishing the sequence of gunfire.
After the shooting, officers provided first aid and emergency personnel transported Mireles to a hospital with life-threatening injuries. He died on 08/21/2021. Justice of the Peace Debbie Horn ordered an autopsy.
Police subsequently located and arrested the man they had actually gone to the apartment complex to find. Thus, whatever occurred once police confronted Mireles, he was not the person whose warrant caused officers to be at the complex or whom they intended to approach when the operation began.
APD later disclosed that Mireles himself happened to have a recently issued warrant. Police Chief Martin Birkenfeld acknowledged, however, that the officers did not know about that warrant when they approached Mireles. It therefore was not the reason for the encounter and does not change the fact that police initially confronted him because they had mistaken him for somebody else.
Mireles was born 03/08/1987 in Garden City, Kansas, and was the father of four children. His family remembered him as funny and outgoing, with a strong interest in music, rap and breakdancing. He had once wanted to pursue music but instead devoted himself to fatherhood. Friends and relatives repeatedly remembered his distinctive smile and his ability to make people laugh.
Despite searching subsequent records through 2026, I did not locate a publicly indexed body-camera release, detailed prosecutorial findings, civil lawsuit, settlement or later independent reconstruction that materially resolves unanswered questions about the shooting. I also did not locate a reliable public release naming the three Amarillo officers who fired at Mireles.

On 08/18/2021, Pflugerville Police Department Officer Ian Clark killed 72-year-old Ronald Francis Zavaglia outside a residence on Lanark Loop after police responded to disturbance calls concerning an armed man at the house. The shooting occurred around midnight in the Windermere neighborhood.
Police received several calls concerning a disturbance at the residence. Initial reporting said callers described a resident with a gun who was actively attempting to break down a door. The later account released through the Travis County District Attorney's Office described the call more generally as a disturbance at the residence.
Clark and other Pflugerville officers went to the house, knocked on the front door and identified themselves as police. According to the account subsequently presented by the District Attorney's Office, Zavaglia opened the door while holding a rifle. Police alleged that Zavaglia raised the rifle toward the officers. Officers repeatedly ordered him to drop it. Clark then fired a single round, striking Zavaglia in the chest.
Officers requested emergency medical assistance and provided aid until EMS arrived. Zavaglia died at the scene. The available later account does not allege that Zavaglia fired the rifle before Clark shot him.
The case was subsequently reviewed by the Travis County District Attorney's Office and presented to a special grand jury. On 06/14/2022, District Attorney José Garza announced that the grand jury had completed its review and returned no indictment against Clark. Clark therefore faced no criminal charge for killing Zavaglia.
Zavaglia's full name was Ronald Francis Zavaglia. He was born 01/01/1949 and was a U.S. Navy veteran who attained the rank of lieutenant commander and served during the Vietnam era. He was buried at the Central Texas State Veterans Cemetery in Killeen.

n 08/17/2021, Burleson County Sheriff’s Office Chief Deputy John Pollock went to 41-year-old James Matalice Smith’s residence along FM 60 near County Road 230 to serve an arrest warrant. Later reporting established that the warrant arose from an investigation of an armed robbery at a Dollar General near Lake Somerville on 08/14/2021. Police alleged Smith was one of several people involved in that robbery.
According to police, Smith shot Pollock in the face while Pollock was attempting to serve the warrant at approximately 6:45 p.m. Pollock suffered a serious wound to his chin and jaw and was transported for emergency treatment. Smith remained inside the residence, and police surrounded the property.
The confrontation developed into an approximately eight-hour standoff. The response expanded to include the Texas Department of Public Safety, Burleson County Sheriff’s Office, Bryan and College Station police, Brazos County law enforcement and other agencies. Texas DPS tactical personnel were among the officers deployed at the residence.
At approximately 3 a.m. on 08/18/2021, Smith came out of the residence. Early DPS statements said officers believed he was surrendering and alleged that Smith then fired at Texas Highway Patrol Trooper Joshua Strawn, striking him in the arm. Officers returned fire and shot Smith. EMS treated Smith at the scene, but he died there.
A later Texas Department of Public Safety account supplied a substantially more detailed sequence than the initial reporting. DPS said Smith emerged from the house with a handgun and fired two rounds before falling to the ground, apparently incapacitated. Strawn and another trooper approached him. According to DPS, Smith then rolled over, produced a handgun and fired twice at Strawn. Troopers returned fire and killed Smith.
The later DPS account also revealed that Strawn sustained more injuries than initially reported. Investigators initially described him as having been shot in the arm, but DPS subsequently stated that he suffered a gunshot wound to his right arm and another gunshot wound to his upper right thigh. Other DPS personnel moved Strawn to safety and applied a tourniquet before EMS transported him to a hospital. He survived and was later released.
The Texas Rangers took responsibility for investigating the shootings. Public reporting identified Strawn as one of the troopers directly involved in the final confrontation but did not identify the other trooper or troopers who fired at Smith. The publicly indexed material located for this update does not provide a subsequent grand-jury report, prosecutor findings letter, body-camera release, civil lawsuit or detailed Texas Rangers public report identifying every officer who fired.
Chief Deputy Pollock underwent surgery for the gunshot injury to his face and was released from the hospital on 08/20/2021. He returned to work shortly afterward, although officials said his recovery would be lengthy and he could require additional surgery.

Joshua Strawn was a 16-year Texas Department of Public Safety veteran assigned to the Freeport Highway Patrol office when Smith was killed. DPS subsequently awarded Strawn its Purple Heart for injuries he sustained during the confrontation.
Strawn appears in an earlier Texas appellate case arising from an October 2013 traffic stop he conducted in Brazoria County. That case concerned a motorist convicted of providing false identifying information and does not establish misconduct by Strawn. A search of publicly indexed records did not identify another reliably documented fatal police shooting, substantiated excessive-force finding, disciplinary action or civil-rights judgment involving Strawn.
The available public record does not reliably identify the other trooper or troopers who fired at Smith. Their names therefore cannot be checked for prior shootings, complaints or disciplinary histories without risking attribution to the wrong officers.

On 08/14/2021, 69-year-old Steve Sanders was struck and killed by a Houston Police Department patrol vehicle driven by Officer Brandon Kristofer Kpotie in the 10000 block of Bissonnet Street near Woodfair Drive in southwest Houston. Kpotie was driving above the posted speed limit without activating the patrol vehicle's emergency lights or siren while responding to an arrest connected with an HPD prostitution enforcement operation.

At approximately 9:00 p.m., Kpotie and another Houston police officer identified in court records as Officer Young were assigned to a crime-suppression team conducting a prostitution operation in southwest Houston. Kpotie and Young were sitting together in a marked HPD patrol vehicle while surveillance officers and an undercover officer conducted the operation. They were waiting for notification that an arrest was ready to be made.

After officers involved in the operation notified Kpotie and Young that they were ready to make an arrest, Kpotie began driving the marked patrol vehicle toward the planned arrest location. Kpotie did not activate the vehicle's emergency lights or siren. The posted speed limit on Bissonnet Street was 35 mph.

Kpotie later estimated that he had been traveling approximately 40 to 45 mph. HPD's subsequent crash reconstruction determined that the patrol vehicle was traveling approximately 55 mph about 70 feet before it struck Sanders, approximately 20 mph above the posted speed limit.

As Kpotie traveled along Bissonnet Street, Sanders entered the roadway. Officer Young, who was riding in the passenger seat, reported seeing a shadow suddenly appear in front of the passenger side of the patrol vehicle and warned Kpotie. Kpotie said he did not see Sanders until Young alerted him. Kpotie attempted to steer to the left, but the right front portion of the police vehicle struck Sanders.

Sanders suffered fatal injuries. He had no involvement in the prostitution enforcement operation that Kpotie and Young were responding to when the police vehicle struck him.

The collision subsequently became the subject of civil litigation brought by Sanders's daughters against the City of Houston. In August 2022, they sued the city alleging that Sanders's death resulted from negligence involving Kpotie's operation of the police vehicle. The litigation later reached the Texas Fourteenth Court of Appeals as City of Houston v. Morris.

On 08/02/2021, at approximately 5:30 p.m., Waco police responded to a report of a shooting at the Rex-Plex Apartments at 701 Rambler Drive. Investigators determined that Ent Wright, 76, shot and killed property owner Alva Stem Jr., 65, while Stem was collecting rent at the apartment complex. Wright then barricaded himself inside his apartment.
Officers established a perimeter around the apartment while attempting to negotiate with Wright. On 07/30/2021, Celina Police Department officers responded at approximately 9:00 p.m. to a report of a suspicious person in the parking lot of an apartment complex in the 100 block of South Alabama Street. Officers encountered Luis Fernando Flores, a 44-year-old McKinney resident, who police said was armed with a handgun. Officers shot Flores during the encounter. He was transported to a hospital, where he was pronounced dead.
Authorities released almost no information about the events leading to the shooting. Police did not publicly explain what Flores was doing before officers arrived, what prompted officers to fire, whether any verbal commands were given, whether de-escalation was attempted, whether Flores discharged or pointed the firearm, how many officers fired, how many shots were fired, or whether body-worn camera footage existed. The identities of the officers involved were never publicly released.
The Texas Rangers conducted the criminal investigation, as is customary for many officer-involved shootings in Texas. However, no public announcement of criminal charges against any officer, grand jury action, disciplinary findings, or a detailed investigative report could be located. On 07/26/2021, San Antonio Police responded to a domestic violence call at a residence in the 3100 block of Roosevelt Avenue after receiving reports that Neida Guadalupe Tijerina and three children were being held inside by an armed man. According to police, the man had threatened to kill Tijerina, their infant child, and himself before barricading everyone inside the home. Officers established a perimeter and attempted to negotiate while the children were eventually able to escape the residence unharmed.
The standoff ended when the armed man emerged from the residence holding a shotgun. Officers opened fire, wounding him. After entering the home, officers found Tijerina dead inside. The following day, San Antonio Police Chief William McManus announced that the physical evidence indicated Tijerina had likely been struck by police gunfire during the exchange rather than being killed by the armed man, calling her death "an extremely tragic event."
The Texas Rangers investigated the shooting. In 2023, Tijerina's mother filed a federal wrongful death and civil rights lawsuit against the City of San Antonio, Police Chief William McManus, and Officers Johnny J. Aguirre, Jose Claire, and Nicholas Rodgers. The lawsuit alleges that the officers' use of deadly force was unreasonable and that their gunfire killed Tijerina while she was being held hostage. On 07/24/2021, Marble Falls Police attempted to stop a motorcycle driven by Robert Williams after an officer observed an expired registration. Williams continued driving away while Marble Falls police pursued. The pursuit continued west on U.S. Highway 71 into Llano County, with speeds reported to exceed 100 mph. Deputies from the Llano County Sheriff's Office joined the pursuit as it crossed county lines.
According to investigators, Williams repeatedly passed other vehicles in no-passing zones, drove into oncoming traffic, and used the highway shoulder to overtake traffic while Farren Michelle Hawkins rode as his passenger. Near Marble Falls, Williams attempted to pass another vehicle on the right shoulder, clipped the vehicle, lost control of the motorcycle, and both riders were thrown from the bike.
Williams sustained serious injuries and survived. Hawkins suffered catastrophic head and multiple traumatic injuries and was airlifted to Dell Seton Medical Center in Austin. After four days of treatment, she died from her injuries on 07/28/2021.
The pursuit, which began over an expired registration violation, later became the focus of a murder prosecution against Williams rather than a review of the officers' actions. Burnet County prosecutors argued that by choosing to continue driving at extremely high speeds while police pursued, Williams knowingly engaged in conduct that created a grave risk of death to Hawkins and the public. In September 2022, a jury convicted Williams of murder for Hawkins' death and sentenced him to 28 years in prison. He was also convicted of evading arrest with a motor vehicle.
The publicly available reporting does not identify the pursuing officers, nor does it indicate that any outside agency found Marble Falls Police or the Llano County Sheriff's Office violated pursuit policy. We found no publicly reported civil lawsuit filed by Hawkins' family challenging the pursuit itself. Officers responded to a call reporting shots fired and an attempt to enter a home. As they arrived, they received another call about a neighbor firing a weapon into a home. Boerne police and a Kendall deputy found Cullen Condon on the front porch of another home. Officers ordered him to step away from the home and approach them. On 07/15/2021, 58-year-old Laurie Beth Seehusen of Vidor was killed when a stolen pickup truck being pursued by Jasper County Sheriff’s Office deputies crashed into her car on Barnhill Road in Orange County. Seehusen was the sole person in her vehicle and was not involved in the police pursuit.

On 07/14/2021, at approximately 7:35 p.m., Houston Police Department Vice Division officers requested that Gang Division Crime Reduction Unit officers stop a Nissan connected to an undercover prostitution operation. Officers Manuel Salazar and Nestor Garcia located the vehicle, which was driven by 32-year-old David Anthony Salinas, and activated their emergency lights. Salinas continued driving away while police pursued. Approximately 20 seconds after police attempted the stop, Salinas crashed into a concrete support pillar while attempting to turn beneath the Gulf Freeway at 6900 Monroe Road. The collision disabled the Nissan and deployed its airbag.
Salazar positioned the police vehicle beside the Nissan’s driver-side door, preventing Salinas from opening it. Salazar and Garcia approached from opposite sides with their guns pointed into the vehicle and repeatedly ordered Salinas to show his hands. Body-camera footage shows Salinas raising his empty hands several times and then lowering them or moving them out of the officers’ view as he shifted inside the damaged vehicle. Salazar repeatedly yelled for Salinas to stop reaching, while Garcia announced that Salinas was reaching. Both officers then fired into the Nissan, striking Salinas. Paramedics transported him to Clear Lake Regional Medical Center, where he died. Police recovered a handgun from the driver-side floorboard beneath the steering wheel.
Houston police released body-camera recordings from Salazar, Garcia and responding officers on 08/12/2021. The footage showed Salinas displaying his hands intermittently while the officers shouted overlapping commands and warned one another about crossfire before shooting him. Salazar and Garcia had each served with HPD since 2016 and were assigned to the Gang Division.
Salinas’ widow, Brittany Salinas, his mother, Nelda Cordova Salinas, and his estate filed a federal civil-rights lawsuit against Salazar, Garcia and the City of Houston. The lawsuit alleged excessive force, failure to provide medical assistance, inadequate training and supervision, state-created danger and violations of the Texas Tort Claims Act. The family’s account stated that Salinas had stopped at a gas station and was speaking by telephone with his friend Jason De La Cruz before police began following him.
A federal district judge dismissed the lawsuit with prejudice, ruling that Salazar and Garcia were protected by qualified immunity. Brittany Salinas appealed. On 05/23/2025, the U.S. Court of Appeals for the Fifth Circuit reviewed the body-camera recordings and affirmed the dismissal. The appellate court ruled that the officers could reasonably have believed Salinas presented an immediate threat when his hands repeatedly disappeared from their view inside the vehicle. The court also dismissed the claims against Houston, finding no underlying constitutional violation and ruling that the city retained sovereign immunity from the state-law claims.

On 07/13/2021, at approximately 2:00 p.m., a Texas Department of Public Safety trooper stopped to refuel at the Murphy’s Express gas station at Peyton Road and Eastlake Boulevard in Horizon City. According to DPS, 21-year-old Jesse Joe Carranza drove a white pickup truck the wrong way through a one-way portion of the property and stopped behind the trooper’s patrol vehicle. Carranza exited the pickup and approached the trooper. DPS reported that a physical struggle followed and that Carranza grabbed the trooper’s Taser from his duty belt. The trooper fired his handgun, striking Carranza. Carranza was transported to a hospital, where he died. The Texas Rangers investigated the shooting.
Carranza’s family disputed the DPS account. His mother, Jessica Vargas, and the family’s attorneys said Carranza was unarmed and backing away from the trooper when he was shot. Vargas described her son as loving and nonviolent. The family retained attorneys Chloe Corbett and Augustus Corbett and held a public press conference in July 2022 demanding an open and transparent investigation. They said authorities had not provided the family with the trooper’s name or meaningful information about the shooting more than a year after Carranza’s death.
KFOX initially reported that the family was suing DPS, but the family’s attorneys issued a correction stating that the press conference concerned transparency and accountability rather than the filing of a lawsuit. The attorneys also criticized the length of the investigation and questioned why the case had not been presented to a grand jury more than a year after the shooting. They said a planned meeting with then-El Paso County District Attorney Yvonne Rosales was canceled after the press conference.

On 07/07/2021, 41-year-old Victor Alexander Demarest was killed when a Dodge Charger being followed by Killeen Police Department officers crashed into the Chevrolet Equinox he was driving on Elms Road. The impact pushed Demarest’s Equinox into a Chevrolet Silverado traveling in the opposite direction.

At approximately 9:00 a.m., a Killeen patrol officer observed a blue Dodge Charger traveling at a high rate of speed. The officer turned around to conduct a traffic stop but lost sight of the Charger around W.S. Young Drive and Stan Schlueter Loop.

A second Killeen patrol officer subsequently saw the Charger traveling north on Trimmier Road. The Charger stopped at the red light at Trimmier and Elms roads, but its driver then drove through the red light, cut through traffic and accelerated west on Elms Road. The second officer continued west on Elms behind the Charger.

The second officer lost sight of the Charger as it continued west. According to Killeen police, the officer then saw a cloud of dust and debris from the collision ahead.

Demarest was driving a silver Chevrolet Equinox and was exiting a private drive onto Elms Road when the Charger struck the driver’s side of his vehicle. The force of the collision propelled the Equinox into a black Chevrolet Silverado traveling east on Elms Road.

A witness, Timothy Hogan, said Demarest had just completed a grocery delivery. Hogan reported seeing Demarest thrown from the vehicle by the force of the collision while still restrained by his seat belt. Hogan helped police free Demarest from the belt and perform CPR.

Demarest was transported to Seton Medical Center Harker Heights in critical condition. He died from his injuries and was pronounced dead at 11:05 a.m. by Justice of the Peace Bill Cooke, approximately two hours after the collision.

Officers responded to a call where a woman reported being assaulted by a man inside an apartment. When officers entered to arrest the man, a struggle broke out between one officer and the man. A second man, reportedly related to the man, intervened and began struggling with the officer as well. During the fight, one of the men allegedly tried to grab the officer’s gun, causing it to discharge. A second officer shot and killed Jose Benitez-Vasquez.

On July 5th, 2021, at approximately 11:08 a.m., San Antonio Police responded to a report of shots fired at 234 Noria, where a man with two guns reportedly shot at a reporter and cameraman. Officers later located Eduardo Mendez Amezquita at 322 Noria, where he had forced his way into an occupied home and threatened to kill the occupants while physically assaulting one of them. Negotiators spent four hours attempting to communicate with Amezquita, who threatened to burn down the house. At approximately 3 p.m., Amezquita exited the home, armed with a pistol, and was shot and killed by five officers around 3:17 p.m.

At approximately 9:15 p.m., a Pantego Police officer attempted to stop a maroon 2011 Buick LaCrosse on Arkansas Lane near Bowen Road. Dash-camera footage later showed the officer approaching the Buick during the attempted traffic stop before the driver suddenly accelerated away. The Pantego officer pursued with emergency lights and siren for approximately 32 seconds. As the Buick accelerated to extremely high speed, the officer lost sight of it and terminated the pursuit near South Fielder Road. The fatal collision occurred approximately 1 to 1½ miles farther east.

After the officer terminated the pursuit, witnesses reported seeing the Buick continue east on Arkansas Lane at speeds exceeding 100 mph and run several red lights.

At approximately 9:15 p.m., the Buick entered the intersection of Arkansas Lane and Cooper Street at high speed and struck Osiemo's Toyota Camry. The impact forced Osiemo's vehicle into a nearby parking area, where it collided with parked vehicles, including a box truck. Osiemo was pronounced dead at the scene.

Investigators later recovered data from the Buick's airbag control system showing that it was traveling 88 mph approximately 2.5 seconds before impact.

The Buick's driver left the wreckage and ran from the scene. Early witness accounts suggested two people had been inside, but investigators later determined that 42-year-old Charlton Harris was the Buick's sole occupant. Police recovered identification and work documents bearing Harris's name from the vehicle, along with a 9mm handgun and a partially consumed bottle of cognac.

Osiemo was working for a food-delivery service when he was killed. He and his wife, Jackline Meraba, had immigrated from Kenya to Arlington approximately eight years earlier. They were raising three children, ages 9, 5 and 1. Osiemo worked two jobs and was the family's sole financial provider.

His relatives remembered him as exceptionally hardworking, kind, helpful, gentle and soft-spoken. After his death, members of the local Kenyan community organized support for his wife and children and worked to return his body to Kenya for burial.

After Arlington police released surveillance images, an anonymous Crime Stoppers tip helped investigators identify Harris. Arlington officers assigned to the U.S. Marshals North Texas Fugitive Task Force located him at a motel in Grand Prairie on 07/16/2021 and arrested him.

Harris was charged with murder and leaving the scene of a collision involving death. Pantego authorities also pursued an evading-arrest charge arising from the original traffic stop and pursuit.

On 07/01/2021, Michael Marr, 38, died from a self-inflicted gunshot wound as Jefferson County Sheriff’s Office deputies attempted to arrest him near the Bayou Din Crossing in the 9000 block of Labelle Road outside Beaumont. Marr had been the subject of a police search during the preceding week because authorities had warrants for sexual assault and a parole violation.

At approximately 9:45 p.m., deputies located Marr standing outside a truck with an aluminum boat backed toward the small canal at Bayou Din Crossing. Deputies activated their emergency lights, got out of their vehicle and began giving Marr verbal commands.

According to the Jefferson County Sheriff’s Office, Marr pulled a pistol and fired one round. Investigators determined that the shot was self-inflicted. Marr died at the scene. Deputies did not fire the fatal shot.

The Jefferson County Sheriff’s Office initially withheld Marr’s identity pending notification of his family and publicly identified him the following morning as Michael Marr, 38, of Labelle. His body was taken to the Jefferson County morgue for autopsy.

Officers were dispatched around 3 a.m. in response to reports of a person burglarizing vehicles in the neighborhood. Another call came in around 3:17 a.m. reporting a person in a yard, looking into a residence. Officers located Philip Sanders, who fled on foot. During the pursuit, Sanders allegedly began shooting at the officers, hitting one. In response, two officers shot and killed Sanders.
