NARRATIVE:
On 04/15/2021, an unidentified man was killed after running from a U.S. Border Patrol traffic stop and attempting to cross U.S. Highway 281 near San Manuel in Hidalgo County, Texas. He was struck by one vehicle and then run over by a second vehicle.

The incident occurred at approximately 10:13 p.m. on U.S. Highway 281 near mile marker 754. A Border Patrol agent had stopped a silver Ford Taurus approximately 40 miles north of the U.S.-Mexico border. According to Customs and Border Protection, the Taurus yielded approximately 30 seconds after the agent initiated the stop.

After the Taurus stopped, four occupants ran from the vehicle. The Border Patrol agent approached the car and detained its driver, who authorities identified as a 16-year-old U.S. citizen.

While the agent was dealing with the driver, one of the men who had run from the Taurus headed toward U.S. Highway 281 and entered the roadway. According to the Texas Department of Public Safety, he was struck by a truck and subsequently run over by another vehicle.

The man sustained catastrophic injuries and was pronounced dead at the scene. DPS reported that investigators were initially unable to identify him because of the severity of his injuries. He is believed to have been Honduran.

Texas Department of Public Safety investigated the fatal pedestrian collision. Customs and Border Protection's Office of Professional Responsibility also reviewed the death, and the Department of Homeland Security Office of Inspector General was notified. On 04/15/2021 at approximately 3:45 a.m., Roger Fuentes, 50, was lying in the roadway at Colorado Street and West 13th Street, immediately west of the Texas State Capitol in downtown Austin. Fuentes' last known address was in Taft, Texas. A Texas Department of Public Safety trooper was patrolling the Capitol area northbound on Colorado Street and turned left onto West 13th Street, striking and running over Fuentes. DPS said it was not known why Fuentes was lying in the roadway.

The trooper stopped after the collision and attempted CPR. Austin-Travis County EMS responded, but Fuentes died at the scene shortly after 4:00 a.m.

On 04/13/2021, 36-year-old Anthony Provost of Plano was killed when the 2019 Chevrolet Corvette he was driving collided with a pickup truck at Dallas Parkway and Warren Parkway during a Frisco Police Department pursuit in Frisco, Texas.

At approximately 4:55 a.m., Frisco police responded to a reported possible home-invasion robbery at an apartment complex in the 4100 block of Frisco Green Avenue. Police had received information that a person involved had left the apartment complex in a silver 2019 Chevrolet Corvette.

Responding officers located the Corvette traveling south on Gaylord Parkway and attempted to stop it. Provost continued away from police, traveling east on Cowboys Way before turning south onto Dallas Parkway at high speed.

The pursuit continued south toward Warren Parkway. As Provost reached the intersection of Dallas Parkway and Warren Parkway, the Corvette entered the intersection against a red traffic signal and collided with a white pickup truck.

The collision caused fatal injuries to Provost, who was pronounced dead at the crash scene. He was 36 years old and lived in Plano. The driver of the pickup survived and was transported to an area hospital with injuries described as not life-threatening.

On 04/11/2021, Del Rio police shot and killed 34 year old Crystal Jean Alcozer following a call involving a reported disturbance at a residence on West Gutierrez Street. Residents told police that a woman carrying a weapon attempted to take an item from their yard and tried to force her way into the home. By the time officers arrived, Alcozer had left the area on foot.
Police located Alcozer a short distance away near Gillis Avenue. During the encounter that followed, officers opened fire and shot her. Alcozer, a Del Rio resident, was transported for medical care and later died from her injuries. Public obituary records identified Alcozer and marked her death the day after the shooting. The pursuit had begun after the deputy saw the Camaro traveling at high speed without headlights.

The Camaro reached speeds approaching 100 mph during the approximately four-minute pursuit. Precinct 5 reported that the deputy was unable to catch the Camaro because of its speed. The Camaro exited the West Sam Houston Parkway at Clay Road and entered the intersection against a red light.

The Camaro struck the man's Ford Ranger with extreme force. The Ranger caught fire with the driver trapped inside. On 03/31/2021 at approximately 6:45 p.m., Melanie Painter, 53, of Groveton was driving a 2019 Jeep Wrangler on State Highway 94 approximately six miles west of Groveton. Texas DPS Trooper Brady Germeroth, 37, of Crockett was traveling west in a marked Chevrolet patrol vehicle when he observed a traffic violation by a separate eastbound vehicle and made a U-turn to pursue that vehicle.

As Germeroth attempted to re-enter the eastbound lane, a 2003 Mack truck tractor pulling a pole trailer, driven eastbound by Chad Deford, 35, crossed into the westbound lane and collided head-on with Painter's Jeep. The Mack then crossed back over the eastbound lane, struck the right rear of Germeroth's patrol vehicle, left the roadway, overturned onto its passenger side and caught fire.

Painter suffered critical injuries and was transported to Crockett Medical Center, where she was pronounced dead. Deford and Germeroth were not injured. The vehicle Germeroth had turned around to stop was not reported as being involved in the collision.

On 03/30/2021 at approximately 4:00 p.m., Gage Allen Salsman, 27, of Henrietta was riding a motorcycle when law enforcement attempted to stop him in Henrietta. Police did not publicly disclose the original reason for the attempted traffic stop. Salsman continued driving and officers pursued him from Clay County into Wichita County.

The pursuit continued west on U.S. Highway 287 toward Wichita Falls and reached approximately 105 mph. During the chase, police reported seeing Salsman slow the motorcycle and throw unidentified objects from it. The pursuit eventually entered Wichita Falls.

NARRATIVE:
On 03/24/2021, Marlon Lanier Watkins Jr. was fatally struck by a civilian vehicle while running from Harris County Sheriff's Office deputies following their response to a family violence call in northwest Harris County.
At approximately 1:00 p.m., deputies responded to an apartment complex in the 5700 block of Greenhouse Road for a reported family violence incident. After deputies arrived, Watkins was seen running east through the apartment complex.
Watkins continued running from deputies and climbed over a large metal fence separating the apartment property from Greenhouse Road. He then entered the southbound traffic lanes of Greenhouse Road.
Watkins ran into the path of a southbound Lincoln Navigator and was struck. The Harris County Sheriff's Office reported that the civilian driver was not speeding and showed no signs of intoxication.
Emergency personnel transported Watkins to Memorial Hermann-Katy, where he was pronounced dead.
The death occurred while Watkins was fleeing law enforcement on foot and involved no police vehicle pursuit. The 03/24/2021 Harris County motor-vehicle fatality documented by FARS appears consistent with this independently documented pedestrian traffic death.
