On 12/10/2024, at approximately 3:45 PM, Arlington County Police Department officers responded to a report of an unhoused person with a knife inside a business on the 1500 block of Wilson Boulevard. Officers located the individual on the top floor of the Rosslyn Metro Station. As officers attempted to detain the individual, he reportedly produced a knife, leading to a physical altercation during which an officer opened fire, striking him.

He was transported to a local hospital, where he was pronounced deceased. Two officers sustained injuries that required no hospitalization.

The incident is under investigation by the regional Critical Incident Report Team, with findings to be reviewed by the Commonwealth’s Attorney’s Office.

On 12/05/2024, at approximately 5:06 a.m., a uniformed officer from the Prince William County Police Department was concluding their shift at the Central District Police Station in Woodbridge, Virginia. The officer encountered a man in the rear parking lot of the adjacent Department of Fire & Rescue Station 26. The man, armed with a knife, advanced toward the officer, disregarding multiple commands to drop the weapon. Fearing for their safety, the officer discharged their service weapon, striking the man in the upper body. Emergency responders provided immediate medical aid and transported the individual to a nearby hospital, where he was pronounced dead.

The regional Critical Incident Response Team is conducting an independent investigation into the incident. Per department protocol, the involved officer has been placed on administrative leave.

On November 19, 2024, at around 11:06 p.m., Virginia Beach police responded to a call about a person on the 4600 block of Virginia Beach Boulevard. The individual, later identified as 43-year-old Brandon Raylin Closson of Norfolk, advanced toward officers holding a 6-inch serrated cutting tool. After ignoring commands to stop, an officer shot and killed him on the scene. The incident is under investigation, and the officer has been placed on administrative leave.

On November 9, 2024, deputies from the Montgomery County Sheriff's Office responded to a report of arson at a residence in the 3800 block of Stanley Road. Upon arrival, they saw Joshua Gallimore, who allegedly set the house on fire and fled into nearby woods. During the pursuit, Gallimore brandished a chainsaw, threatened officers while claiming to have a firearm, and was subsequently shot and killed during the confrontation. No deputies were injured. The Virginia State Police is now handling the investigation into the incident.

On October 30, 2024, Andy Ernesto Espinoza Garay, 26, was fatally shot by Virginia State Police after a high-speed pursuit on Interstate 95. The chase followed an earlier carjacking incident, and officers began pursuing a vehicle that was believed to be involved in the carjacking. During the pursuit, Garay crashed into a Virginia State Police vehicle, causing it to flip. Despite the crash, Garay continued driving and was eventually stopped near the Joplin Road exit. Officers fired after Garay made several quick, erratic movements with his hands while wearing a ski mask. The police did not confirm if Garay was armed, and no firearms were reportedly found at the scene. Following the shooting, four officers involved in the incident were placed on administrative leave as the investigation continues, with the Prince William County Commonwealth’s Attorney reviewing the case.

Frederick County deputies arrived to arrest a man for outstanding warrants. He opened the door, saw police and closed the door again. Police brought SWAT and escalated a standoff during which time the man died from suicide under police. Police operated drones and found him dead. Police state that they do not identify people who die from suicide and confirmed only that he was a black man. His identity was not released by police.

Richmond officers were sent to a home in the 2900 block of East Broad Street in Richmond for reports of a man holding a woman against her willing home. A family member let police in and they heard a scream. They made a forcible entry into the room and shot and killed the man.

Aaron Dusinberre was sitting on a bench at 500 block of Crown Court in Newport News. Police were called because someone felt that they saw a gun in his lap. Police arrived and engaged in a confrontation with him and alleged that he was suicidal. It is unknown how they arrived at this claim. Police shot and killed him, claiming he refused to drop his weapon. The object was an orange–tipped Airsoft gun and not a weapon. Police confirmed that it had an orange tip and it is unclear why they did not recognize it not to be a weapon by this marker.

Chesterfield police conducted a traffic stop and engaged in a shootout with two men who then fled. Police chase them at high speed to a second location at Iron Bridge Road and Jessup Road where they again got into a shootout, this time killing one of the men.

Diamond Elizabeth Brooks, a 26-year-old woman from Newport News, Virginia, died following a high-speed police chase. Virginia State Police attempted to stop Brooks' Chrysler 300 for speeding on Interstate 64. She drove away from the traffic stop and exited onto Hampton Roads Center Parkway. Police escalated a chase. At the intersection of Big Bethel Road, she lost control of her vehicle while attempting a turn and crashed into a traffic light pole. Fairfax County Police responded to a request by a healthcare provider to perform a wellness check on a 33-year-old female. Police arrived and she opened the door with a knife, allegedly cutting the officer’s face. Police state that she refused to drop the knife and explaining why they shot her, they pointed out that she was 6 foot 5 and 330 pounds which caused the officer to shoot and kill her.

Paige County deputies were alerted by another law-enforcement agencies that a man in mental health crisis who may be suicidal was driving in their direction. Paige County deputies located him and escalated a chase. The vehicle stopped abruptly. Police used drones and discovered that the man had died from suicide under police duress during the chase.

Virginia Beach police responded to a call about a man with a knife. Upon arrival, officers found Robert Miller and another individual struggling over the weapon. Despite commands to drop the knife, Miller charged at an officer, prompting the officer to use deadly force. Miller was transported to the hospital but later died from his injuries.

George Edward Mulligan Junior was involved in what was initially reported as a domestic dispute. Police arrived and found a woman in the backyard. They allege that someone fired shots toward them from inside the home. No one was hit. Police moved the woman to safety. A perimeter was established and back up arrived in the form of front Royal Police Department, the Warren County Sheriff’s Office, Virginia State Police, Winchester Police Department, Frederick County Sheriff’s Office, Rappahannock County Sheriff’s Office, establishing a giant police presence and very tense SWAT situation onto the home where the man, and two children were still inside under massive police pressure. Police fired gas canisters inside of the residence while the children were still inside. Police then brought out the children sometime after the CS gas assault. A drone was sent inside of the house and found the man dead from suicide under police duress.

Deputy Hunter Reedy of the Smyth County Sheriff’s Office was shot and killed during a traffic stop. Police found the shooter, Timothy Wayne Goodman, and shot him. He died in the hospital a week later.

Gabriel Ramirez suffered a documented mental health crisis and was suicidal according to his friends. Police say that he took a gun and hid under someone’s porch and police escalated a SWAT standoff that lasted overnight. Ramirez under pressure emerged and allegedly had a gun. Virginia State Police pursued a motorcycle driver on Interstate 664 on July 24, 2024. The driver was reportedly speeding and failed to stop at a red light. Virginia Beach police were sent to a call involving Marques Hasbrouck who had stabbed three people inside of a home. When police arrived, he still held a knife. They shot and killed him. One person in the home had been stabbed to death by him previously and two others were injured. Police allege he had a crowbar and metal rod and chased him to a nearby house where they shot and killed him.

Kenny Carr was a marine veteran who had been out with his friends drinking. He arrived at home and according to his wife, he had been drinking and was noisy. He was in a good mood but according to her, she could not get him to lower his voice as it was late at night. At some point, an argument began. According to Carr’s wife, a shot suddenly ripped through the house and her husband dropped, shot in the head by someone outside who had fired into the home. Police had gotten a 911 call from an unknown party about a domestic disturbance. Police further allege that they saw Carr holding a gun and felt forced to shoot. Carr’s widow stated that she was advised by her attorney not to discuss the gun and domestic disturbance events in more detail than is stated but that her concern is that her husband was killed in her home in front of her by an unknown assailant who had been outside of the house unbeknownst to them. Carr had a history of PTSD from military involvement, was known in recent months to consume alcohol and cope in a noisy manner according to his wife who disputes any need to shoot him, particularly in the manner as it happened.

Police in Hazard hunted a vehicle at high speed along the Kentucky/Virginia line. The chase ended up going head-on against traffic with police trying an apparent PIT maneuver, placing spike strips and chasing the car until it crashed head-on into another vehicle. One person was killed. The driver was injured as were 3 other people. It is unclear whether the deceased was a passenger or bystander but they were not the fleeing driver.

On June 4, 2024, Rolin Hill died after being placed in a WRAP restraint by Virginia Beach Sheriff's Office deputies. Officers responded to a disturbance call from a business, where Hill was reportedly unarmed. The circumstances surrounding his death remain under investigation. The Virginia Beach Sheriff's Office is conducting an internal review, and findings will be reviewed by the Virginia Beach Commonwealth's Attorney's Office. The officers were granted the $5000 bond each.
