Grandview PD initially responded to a noise complaint around the 400 block of Avenue J just before 11:30 a.m. where a naked person was armed and causing a disturbance. Grandview PD, Yakima SO, Sunnyside PD, Mabton PD and WA State patrol all showed up. The man became agitated and began shooting when so much police arrived. At 12:17, as he fired a shot, he was shot dead by officer John Duggan.

The officer was speeding at 74 mph in a 25 mph zone to a call as backup. Charges are being considered against the officer for his role in this avoidable death. He had apparently not activated his lights and siren when speeding. It is questionable whether the call he was on was urgent enough to warrant deadly speeds in one of the most crowded urban areas near downtown Seattle.

On Jan. 24, 2023, 21-year-old Jarid Haddock asked to borrow a cell phone from a woman shopping near a Target store. The witness who lent the cellphone allegedly overheard Haddock's conversation with his mother in which he said that he had killed some people, also stating that he was going to kill himself. The woman got her phone back and called 911. As police approached, the man shot and killed himself. No officers were charged.
