On 12/12/2023 at about 11:24 p.m., Pierce County Sheriff’s Deputies attempted a traffic stop on a suspected DUI driver near 112th Street East and Vickery Avenue East. The driver did not stop and deputies escalated a chase to the dead end of the 4300 block of East Vickery Avenue. Deputies reported being fired upon and returned gunfire. Police started a standoff ensued and officers eventually removed the man from the vehicle. The man was transported to a hospital with serious injuries and later died of multiple gunshot wounds. Deputies sustained minor injuries during the incident.

On 08/28/2023, at approximately 11:27 p.m., King County Sheriff's Office received a report of an armed carjacking near Southeast 288th Street and 228th Avenue Southeast in Maple Valley. The reporting driver said another vehicle had intentionally rear-ended his silver Hyundai. Police alleged that someone from the striking vehicle then got out with a gun and took the Hyundai. No gunfire was reported during the carjacking.

King County deputies began searching for the Hyundai, and two Black Diamond Police Department officers responded to assist. A Black Diamond officer traveling west in the 22000 block of Southeast 296th Street saw a silver Hyundai traveling rapidly in the opposite direction. The officer slowed and turned around, but by the time the maneuver was completed, the Hyundai was no longer visible.

The officer continued looking for the Hyundai. A King County deputy radioed that the stolen vehicle might be at Lake Sawyer Grocery, prompting officers to respond there, but the vehicle at that location was not the Hyundai they were seeking.

A Black Diamond officer then returned toward the area where the Hyundai had last been seen. Officers found it off the roadway near Southeast 297th Street and 224th Avenue Southeast, where it had crashed into a tree. The Hyundai contained three juveniles believed to be approximately 15 to 17 years old.

Police and firefighters attempted to save the juvenile driver. The driver was transported to Harborview Medical Center in Seattle and died. A teenage girl and teenage boy who had been passengers in the Hyundai were also transported to Harborview with life-threatening injuries; contemporary reporting described one as being in serious condition and the other in critical condition.

The Hyundai involved in the fatal crash was subsequently determined to have previously been stolen from Kent. King County Sheriff's Office investigated the alleged armed carjacking, while Washington State Patrol investigated the fatal collision.

Importantly, later Black Diamond Police Department records establish that this incident was not classified as a police vehicle pursuit. The department's 2023 annual report states that Black Diamond police recorded zero vehicle pursuits during 2023. It documented five incidents in which drivers continued driving after officers attempted traffic stops, but stated that officers stopped rather than initiating pursuits in each instance.

The available chronology is consistent with that distinction. The Black Diamond officer saw the Hyundai pass in the opposite direction, turned around after it passed, but had already lost sight of it. Police then searched for the vehicle and later discovered it crashed into the tree. The available evidence therefore does not establish a continuous police pursuit immediately preceding the fatal crash.

On 08/28/2023, shortly after noon, Grays Harbor County Sheriff’s Office deputies were dispatched to the 1300 block of Ocean Beach Road near Copalis Crossing after a 911 caller reported that a man had shot and killed himself. When deputies were dispatched, however, the man was still alive. A second caller, a woman at the location, contacted 911 shortly afterward and reported that the man was experiencing a mental health crisis, was heavily armed and needed assistance.

The residence was in an isolated area without nearby neighbors. Deputies arrived and attempted to contact the man, who was inside a trailer. While deputies were outside, they heard two gunshots coming from the trailer. Deputies evacuated two other people from the property.

According to the Grays Harbor County Sheriff’s Office, the man then fired a .45-caliber handgun toward responding deputies. One bullet struck a sheriff’s patrol vehicle. No deputy was struck by the gunfire.

The Sheriff’s Office activated its Crisis Response Unit and deployed an armored vehicle to the property. The specialized unit arrived at approximately 1:30 p.m. More than 20 law-enforcement officers ultimately responded, including eight Grays Harbor County sheriff’s deputies and personnel from the Hoquiam, Aberdeen and Montesano police departments and Washington State Patrol. Washington Department of Fish and Wildlife officers closed the roadway around the property.

Law-enforcement personnel attempted to negotiate with the man by telephone during the standoff. The telephone conversation eventually ended abruptly. The Crisis Response Unit subsequently approached the trailer and found the man dead inside from a self-inflicted gunshot wound.

Grays Harbor County Coroner George Kelley subsequently established that the man was a 52-year-old Hoquiam resident. Kelley determined that he died from a self-inflicted gunshot wound to the head at approximately 2:45 p.m. The coroner described him as a person experiencing a crisis.

The Grays Harbor County Sheriff’s Office completed its investigation of the incident. Undersheriff Kevin Schrader said no criminal charges would result from the case.

On 08/14/2023, Walla Walla County deputies attempted to serve a warrant at a residence in the 13970 block of Merry Lane in Burbank. Philip Stroh, 65, barricaded himself inside the home, initiating an overnight standoff that began on 08/13/2023 and continued into the next day. Deputies established a perimeter and attempted to negotiate while Stroh remained inside and armed. During the confrontation with law enforcement outside, Stroh shot himself. He died from the self-inflicted gunshot wound. Authorities reported one firearm was involved. The address reported in early coverage was approximate and based on video footage from the area. The Walla Walla County Sheriff’s Office is reviewing the incident.

On 08/08/2023, at approximately 3:10 p.m., Tacoma Police Department officers responded to the 9400 block of South D Street after receiving reports that 41-year-old Cody Kuzior had fired multiple gunshots in the neighborhood, striking two occupied homes. Patrol officers attempted to contact Kuzior, who remained at the residence and did not comply with commands. Because of the reports of gunfire and the inability to safely resolve the situation, officers requested the Tacoma Police SWAT Team.
SWAT officers responded with armored vehicles and spent more than an hour attempting to negotiate with Kuzior. According to the Pierce County Force Investigation Team (PCFIT), repeated efforts to de-escalate the encounter were unsuccessful. At approximately 4:38 p.m., Kuzior fired additional shots toward officers. SWAT officers returned fire, striking him. He was pronounced dead at the scene. No officers were injured.
On August 11, 2023, the Pierce County Medical Examiner identified the deceased as Cody Kuzior, age 41, of Tacoma. The medical examiner ruled the cause of death to be multiple gunshot wounds and the manner of death homicide.
The Pierce County Force Investigation Team conducted the independent investigation. On September 15, 2023, investigators identified the officer who fired the fatal shots as Officer Brent Roberts. Roberts was a 39-year-old Tacoma Police officer with nearly 18 years of service, more than eight years assigned to the SWAT Team, and also served as a firearms instructor, range safety officer, and reality-based training instructor. The investigation remained active through 2024 before being completed.

On 08/02/2023, at approximately 10:20 p.m., Bayfield Police Department Officer Lane Koltermann was driving a marked squad car on State Highway 13 near West Bresette Hill Road while traveling toward Red Cliff when his vehicle struck pedestrian Anthony J. Gardner. Bayfield County Sheriff's Office deputies responded and found Gardner dead at the scene. Gardner was a member of the Red Cliff Band of Lake Superior Chippewa. Due to the fatality involving a police vehicle, the Ashland County Sheriff's Office led the investigation with assistance from the Wisconsin State Patrol. Officer Koltermann was placed on administrative leave pending the outcome of the investigation.
