On February 16, 2021, around 9:20 p.m., Port of Seattle officers contacted the Seattle Police Department regarding Derek J. Hayden, a man in mental health crisis with a kitchen knife. When officers arrived, Hayden fled down Alaskan Way. PSPD officers attempted to de-escalate the situation by following Hayden. They also employed a less-lethal 40mm launcher that fires foam-tipped projectiles, but this method was unsuccessful in subduing him. SPD officers, including Officers Cassidy Butler and Willard Jared, arrived. Both officers discharged their firearms, killing Hayden.

On February 4, 2021, 30-year-old Jenoah Donald was pulled over by Clark County sheriff's deputies in Hazel Dell, Washington, for a defective taillight. During the stop, deputies attempted to remove Donald from his vehicle, leading to a physical altercation. Deputy Sean Boyle fired two shots, striking Donald once in the head. Donald was unarmed and died on February 12, 2021, after being on life support for over a week.
An external prosecutorial review concluded that the deputies acted in good faith and declined to file criminal charges. In February 2022, Donald's family filed a federal wrongful death lawsuit against Clark County, alleging excessive force and civil rights violations. On May 14, 2025, the Clark County Council approved a $3.5 million settlement to resolve the lawsuit. The county denied liability but stated the settlement would provide closure. On February 4, 2021, around 7:41 p.m., deputies from the Clark County Sheriff's Office conducted a traffic stop near the intersection of Northeast 68th and Northeast 2nd Avenue in Hazel Dell, Washington.
