On May 3, 2021, 32-year-old Brandon Lee Shockley Sr. was pursued by law enforcement officers from Indiana into Illinois. Shockley was wanted for attempted homicide.

The pursuit began on I-70 near the Indiana-Illinois state line, where Indiana State Police deployed stop sticks, causing Shockley's vehicle to suffer a flat tire. Despite this, he continued driving into Clark County, Illinois, eventually veering off the road and coming to a stop in a ditch near milepost 153.

Officers reported hearing a gunshot from inside the vehicle. In response, a Vigo County Sheriff's Deputy and a West Terre Haute Police Officer fired their weapons at the car. Officers found Shockley deceased in the driver's seat with a firearm present. An autopsy later determined that Shockley died from a self-inflicted gunshot wound.

NARRATIVE:
On 05/02/2021, Luis Felipe Mejia-Salgado, 23, of Garden City was driving east on U.S. Highway 50 near Cimarron when a Gray County sheriff's deputy located his vehicle. Authorities were looking for Mejia-Salgado in connection with a stabbing in Garden City. The deputy attempted to stop him and a pursuit began, continuing east from Gray County into Ford County and Dodge City.

Ford County law enforcement joined the pursuit. Officers deployed a tire-deflation device west of Dodge City, damaging Mejia-Salgado's tires, but he continued driving into the city. The available reporting does not establish a reliable maximum pursuit speed or total distance beyond documenting that the chase began near Cimarron and continued into Dodge City.

In Dodge City, Mejia-Salgado lost control, left the roadway and struck a power pole. His vehicle rolled several times and he was ejected. He sustained critical injuries and died from those injuries on 05/02/2021.

Mejia-Salgado was born in Guerrero, Mexico, on 12/31/1997 and spent his childhood and school years there before moving to the United States in 2018. He worked at Tyson Foods in Garden City and enjoyed playing video games. NARRATIVE:
On 05/02/2021 at approximately 1:44 a.m., David Hartenstein, 39, of Fitchburg, Massachusetts, was driving a blue 2003 Ford Escape north in the southbound lanes of Interstate 93 in Salem when a New Hampshire State Police trooper encountered him coming head-on. Troopers attempted to stop Hartenstein while simultaneously establishing rolling roadblocks to keep motorists out of his path.

Hartenstein continued north in the wrong direction and repeatedly drove toward and around troopers attempting to stop him. Police deployed spike strips, but the attempts to deflate his tires were unsuccessful. Troopers continued ahead of the Ford Escape, stopping traffic where possible as Hartenstein traveled approximately 30 miles through southern New Hampshire.

At the Route 101 split in Manchester, Hartenstein entered Route 101 and continued east in the westbound lanes. Near mile marker 105.6 in Candia, the Ford Escape left the highway and crashed into trees in the woods. Troopers located the wrecked vehicle a short time later and Hartenstein was pronounced dead at the scene. No other motorists were reported injured despite the prolonged wrong-way incident.

New Hampshire State Police Troop A investigated the fatal crash. Trooper P. Sankowich was publicly identified as the investigating trooper and sought witnesses to the incident. On 05/02/2021 shortly after 2:00 a.m., Berlynn Michele Matthews, 21, was driving on North Point Boulevard with two friends when she encountered 34-year-old Joshua Day lying injured in the roadway. Day had just been struck by a Subaru while crossing the road. Matthews swerved to avoid him, pulled onto the shoulder with her hazard lights on and immediately got out to help, telling one of her passengers to call 911.

While Matthews was standing near Day, off-duty Baltimore County Police Officer William Collazo-Brown, 24, approached southbound on a Kawasaki Vulcan motorcycle after spending the night drinking at an Essex motorcycle club. Prosecutors later established that Collazo-Brown was under the influence of alcohol and speeding when he struck Matthews and also ran over Day. Both died at the scene. Collazo-Brown suffered minor injuries and declined medical treatment.

Matthews' decision to stop was consistent with how friends remembered her. A friend told reporters that helping other people was characteristic of her. She was the daughter of David and Dawn Matthews and had a brother and sister. A fundraiser established for her funeral described her as having died while trying to save another person's life and raised more than $18,000.

Police arrested Collazo-Brown and initially charged him with DUI-related offenses. His police powers were immediately suspended, and within days the Baltimore County Police Department announced that he was no longer employed by the department. Collazo-Brown had joined Baltimore County police in June 2019.

The criminal case went to a three-day bench trial in Baltimore County Circuit Court in March 2023. Judge Michael Barranco found Collazo-Brown guilty on 13 of 16 counts, including two counts of criminally negligent manslaughter, driving under the influence, homicide by motor vehicle and negligent operation of a vehicle while under the influence. He was acquitted of the more serious negligent vehicular manslaughter counts requiring proof of gross negligence.

On 07/07/2023, Barranco sentenced Collazo-Brown to five years incarceration with all but 18 months suspended, followed by three years of probation, with the first 18 months of probation under home detention.

Berlynn's family publicly condemned the sentence as too lenient. Her father, David Matthews, said the family was devastated that Collazo-Brown would serve only 18 months for two deaths and emphasized that, as a police officer, Collazo-Brown had been trained to enforce the same impaired-driving laws he violated. Matthews and other family members addressed the court at sentencing.

On 05/01/2021 at approximately 2:00 a.m., Alfredo Escaname-Hernandez, 50, was traveling south on Interstate 25 with Diego Arellano Robles, 21, and Diego's brother Fernando Arellano, 21. The three Denver residents were driving to Juárez, Mexico, to visit family. Alfredo was making the trip in part to help relatives build a house.

Off-duty Cuba Police Department Officer Brandon Barber, 29, was driving a Ford F-150 north in the southbound lanes of I-25 when he crashed head-on into their GMC Yukon near Tramway Boulevard. Alfredo and Diego died at the scene. Fernando survived with serious injuries, including a brain bleed; prosecutors later said his injuries would affect him for the rest of his life.

Bernalillo County sheriff's deputies reported that Barber smelled of alcohol, had bloodshot and watery eyes, and had a half-consumed bottle of liquor in his truck. He was arrested and initially charged with vehicular homicide, aggravated DWI and an open-container violation.

Alfredo's family publicly demanded stronger consequences after a judge released Barber before trial under supervision, prohibited him from driving and required alcohol monitoring. Alfredo's son Federico called the decision insulting, saying his father could not come home to his family while Barber was allowed to return to his parents. Family members described Alfredo as a man of many trades who was widely regarded as a father figure.

The three Denver residents were traveling to Juárez, Mexico, to visit family. Diego's brother later remembered him as a funny young man who loved cars, video games and car meets and was just beginning to figure out what he wanted to do with his life.

Police were told that Pinyan had entered a residence and had a domestic dispute with a man and woman before leaving. During the investigation, Warner Robins officers heard Pinyan threatening police during a telephone call and determined that he was staying at the Highway 96 residence. Because the residence was outside the city, Warner Robins police requested assistance from the Houston County Sheriff's Office.

Houston County deputies arrived at approximately 10:35 a.m. Deputies saw Pinyan through a window holding a rifle, backed away and took cover. A negotiator contacted Pinyan by telephone and attempted to persuade him to leave the residence.

During the standoff, police heard a single gunshot both through the telephone and from inside the residence. Deputies entered and found Pinyan dead from a single gunshot wound. His body was sent to the GBI Crime Lab for autopsy.

Pinyan's obituary identifies him more fully as Jason Michael Pinyan and confirms that he died on April 30 at age 43.

On 04/29/2021 at approximately 11:00 p.m., Emmon Woods, 20, was driving a Chevrolet Malibu near 15 Mile Road and Van Dyke Avenue in Sterling Heights when a stolen Jeep Grand Cherokee traveling south on Van Dyke entered the intersection at extreme speed and struck her vehicle. Woods was killed instantly.

The incident began after four people broke into Jim Riehl’s Friendly Chrysler-Dodge-Jeep-Ram in Washington Township and stole four vehicles. A Macomb County sheriff’s deputy encountered a stolen Jeep driven by 17-year-old Angelo Rickey Smith and pursued it from the dealership area. Authorities said the Jeep was traveling at extremely high speed, and the deputy terminated the pursuit near 26 Mile and Van Dyke because of the danger. No other police agency continued the pursuit.

Smith continued south on Van Dyke after police terminated the pursuit. Later prosecution records established that he reached speeds exceeding 130 mph. Police said he repeatedly ran red lights before entering the intersection at 15 Mile against the signal and striking Woods' Malibu. The collision propelled the vehicles into a Hyundai Sonata and destroyed a streetlight and other roadside property. A witness described the impact as sounding like a bomb.

At approximately 1:45 a.m., CHP's Golden Gate Division received information about a Mercedes traveling at extremely high speed westbound on Interstate 580 in the Tracy area. CHP officers assigned to the Tracy area attempted to catch up with the car but were unable to do so.

Two CHP units assigned to the Dublin Area subsequently located the Mercedes traveling westbound on I-580 near Hacienda Boulevard. Police alleged that after firing one rifle, Robideau retrieved a second rifle from his vehicle and continued firing. A Lincoln County Sheriff’s Office vehicle was struck by gunfire.

Two Lincoln County sheriff’s deputies and a Lake St. Louis K-9 officer opened fire, striking Robideau. Officers administered first aid, and Robideau was transported to a hospital, where he died.

The Missouri State Highway Patrol assumed responsibility for investigating the fatal police shooting at the request of the Lincoln County Sheriff’s Office. The two Lincoln County deputies were placed on administrative leave following the shooting.

On 04/28/2021, Hillsdale County Sheriff’s Deputy Adam Burlew went to Oscar Herrera’s home in Reading Township after a complaint about a loose dog. When Burlew arrived, Herrera and his 13-year-old dog Rico were inside the house. Herrera had not been accused of a crime.

When Herrera opened the door, Rico came outside. Authorities said Rico bit Burlew, who shot and killed the dog. Herrera became distraught and told Burlew that Rico was his best friend.

Police alleged Herrera then confronted Burlew with a knife. Herrera’s family disputed the characterization of the encounter after viewing Burlew’s body-camera recording. According to their subsequent federal lawsuit, Herrera was approximately 20 feet from Burlew and took two steps toward him before Burlew shot him three times.

The handling of the knife became a major point of dispute. The lawsuit alleged that a paramedic initially found a folding knife on the ground in the closed position, but when Michigan State Police later recovered it, the blade was open. The family also alleged Burlew failed to provide Herrera timely medical assistance after shooting him.

On 04/28/2021 at approximately 7:43 p.m., Robert A. Sanders, 48, of Lakewood, New Jersey, was driving a 2008 Toyota Tundra at Saratoga National Historical Park in Stillwater when National Park Service rangers responded to a suspicious-vehicle complaint. Authorities said Sanders struck barriers at the battlefield entrance and drove away as rangers followed him.

Sanders continued north on Route 32 and the park rangers lost sight of him. Stillwater police subsequently located the Tundra traveling south on Route 4 and initiated another pursuit. Sanders continued through the village of Stillwater and the city of Mechanicville before heading west on Route 67.

The pursuit continued toward Malta. At the roundabout connecting Routes 67 and 9, Sanders struck road signs and continued south on Route 9. Near Goldfoot Road, the Tundra crossed into the northbound side of the highway and struck a guardrail. Sanders was found dead inside the truck. No other deaths or injuries were reported.

Because Sanders died during a police pursuit, Saratoga County Sheriff Michael Zurlo notified the New York Attorney General's Office, which had authority to investigate deaths involving police. On 04/28/2021 at approximately 10:35 p.m., Asia Marie Boatwright, 22, was riding with her boyfriend, Ryan Davis, 27, as they traveled through Inglewood. Boatwright was a phlebotomist pursuing a nursing career. She had attended college courses while still in high school and, unknown to her when she died, had been accepted into the nursing program at Los Angeles Valley College.

California Highway Patrol officers attempted to stop a blue Dodge pickup after its driver, Gustavo Ruelas Jr., allegedly sped through a red light on Century Boulevard near the 405 Freeway. Ruelas entered the northbound 405, exited at Manchester Avenue and continued through Inglewood while CHP pursued. The pursuit lasted approximately one minute and reached roughly 90 mph.

At Glasgow Avenue and Olive Street, Ruelas ran a stop sign and struck Davis and Boatwright's sedan at high speed, forcing it onto the sidewalk. The pickup then struck a parked vehicle. The sedan was so badly crushed that firefighters had to extricate Boatwright and Davis. Boatwright died at the scene; Davis was transported to a hospital and died from his injuries. Ruelas suffered minor injuries, ran from the crash and was captured after a short foot pursuit.

Boatwright's and Davis' families immediately challenged the decision to conduct the pursuit. Ruelas was charged with two counts of murder and other offenses. On 04/20/2022, he pleaded no contest to murder, gross vehicular manslaughter while intoxicated and felony evading while driving recklessly and admitted leaving the scene. He was sentenced to 26 years to life in state prison.

In May 2022, Boatwright's mother, Melissa Gonzalez, and Davis' mother filed a wrongful-death lawsuit against the State of California, CHP and Ruelas. On 04/28/2021 at approximately 8:30 p.m., Lyndon Fitzgerald Williams, 53, was crossing the four-lane Dr. Martin Luther King Jr. Boulevard near Caswell Street when Kinston Police Officer Treyston Sean Johnson struck him with a marked police cruiser. Williams, who was homeless, was well known to people in the neighborhood and was frequently seen walking in the area. He died at the scene.

Kinston police initially said Johnson may have been responding to a call but could not confirm whether he was actively responding when he struck Williams. Johnson suffered non-life-threatening injuries and was placed on administrative leave while the North Carolina State Highway Patrol investigated.

Witness Darius Howell disputed the later official account of Johnson's speed. Howell said the cruiser passed him immediately before striking Williams and estimated it was traveling 55 to 60 mph. The Highway Patrol's completed crash report instead estimated Johnson's speed at approximately 35 mph. On 04/27/2021 shortly before 1:00 a.m., Carlos Lopez-Melendez, 49, allegedly began a series of apparently random shootings from a white Jeep Cherokee in Los Angeles. A driver near Figueroa Street and Exposition Boulevard was shot and survived. About 10 minutes later, Lopez-Melendez allegedly shot and killed 24-year-old Alexis Carbajal as Carbajal sat with his wife in a Starbucks drive-through near Figueroa and 28th streets. Minutes later, 42-year-old Uber driver Mingzhi Zhu was shot and killed in his Cadillac Escalade near Figueroa and 7th streets while on his way to pick up a passenger.

At approximately 1:24 a.m., LAPD Transit Services Division officers near Washington Boulevard and Maple Avenue heard gunfire and saw the Jeep leaving at high speed. Officers followed and reported seeing Lopez-Melendez fire into a white Tesla. Police broadcast an emergency call and initiated a pursuit as additional units and an LAPD helicopter joined.

The pursuit continued for nearly three hours over several Southern California freeways. Police alleged Lopez-Melendez fired from the Jeep during the pursuit. California Highway Patrol officers eventually deployed spike strips, flattening three tires. Lopez-Melendez continued driving until the Jeep became disabled on the westbound 91 Freeway at the Raymond Avenue overpass in Fullerton at approximately 3:20 a.m.
