On 04/08/2021 at approximately 11:04 p.m., Zaydin Jon Dudra, 20, of Taylorville was riding in a Ford Focus driven by 19-year-old Haley Anne Shoot on Illinois Route 48 near East 1550 North Road. Jade Thomas, 19, was another passenger. Off-duty Illinois Capitol Police investigator Robert Milton Hodson was driving north in a Jeep Wrangler when he attempted to pass another vehicle, crossed into their lane and struck the Ford head-on.

Dudra and Shoot were pronounced dead at the scene. Thomas survived with life-threatening injuries that left her in a wheelchair before she eventually relearned to walk. Hodson suffered serious but non-life-threatening injuries.

The Illinois State Police reconstruction determined that Hodson was traveling approximately 88 mph at impact. Shoot had applied the brakes and was traveling approximately 30–35 mph. Hodson declined a breath test at the scene, and subsequent testing recorded a blood-alcohol concentration of .353 and later .299.

Hodson was arrested after his hospital release and removed from his Capitol Police position without pay. He ultimately pleaded guilty to aggravated DUI resulting in death.

On 04/08/2021 at approximately 11:04 p.m., Haley Anne Shoot, 19, of Taylorville was driving south on Illinois Route 48 near East 1550 North Road with passengers Zaydin Jon Dudra, 20, and Jade Thomas, 19. Off-duty Illinois Capitol Police investigator Robert Milton Hodson, 46, was driving a 2018 Jeep Wrangler northbound when he attempted to pass another vehicle, crossed into the southbound lane and crashed head-on into Shoot's Ford Focus.

Shoot and Dudra were pronounced dead at the scene. Thomas survived with life-threatening, life-changing injuries. She required a wheelchair after the crash and had to relearn how to walk. Hodson suffered serious but non-life-threatening injuries.

Illinois State Police crash investigator Jacob Miller later testified that Hodson was traveling approximately 88 mph at impact while Shoot had braked and was traveling approximately 30–35 mph. On 04/07/2021 at approximately 4:00 a.m., Noah Joseph Ford, 24, of Sherman was attempting to cross U.S. Highway 75 near State Highway 56 and the Travelers Inn when he was struck by a southbound pickup truck driven by an off-duty Sherman Police Department officer. Ford was pronounced dead at the scene.

A gunshot was subsequently heard. Deputies approached behind a tactical shield and found the man with a semiautomatic handgun and a gunshot wound. Emergency personnel found no vital signs. Sheriff Lee Foster stated that no deputy fired a weapon during the encounter.

The South Carolina Law Enforcement Division was requested to investigate because the death occurred during an encounter with deputies.

NARRATIVE:
On 04/02/2021 at approximately 8:30 p.m., Coweta County sheriff’s deputies were stationed near the Interstate 85 exit at Weldon Road when they saw a Kia Forte driven by Jamaal Willis-Powell, 30, of Covington, pass with a defective headlight. A deputy followed and observed the Kia illegally pass a vehicle stopped at a red light before turning onto Collinsworth Road. The deputy then activated emergency lights and siren to initiate a traffic stop.

Willis-Powell continued driving while deputies pursued. The Kia crossed double-yellow lines to pass other vehicles and reached approximately 70 mph in a 45-mph zone. The pursuit covered about 1.7 to two miles and lasted approximately one minute and 41 seconds.

As the pursuit approached the Fulton County line, deputies fell behind and lost sight of the Kia. Shortly afterward, they found it crashed into a tree near Fayetteville Road and Taylor Circle. Willis-Powell was trapped in the wreckage and had to be cut from the vehicle. He died at the scene. His passenger, Jasmine Simone Hayes, 28, was ejected and also killed.

After the crash, authorities reported that the Kia’s license plate was registered to a different vehicle and that Willis-Powell had outstanding felony burglary warrants from Gwinnett County. Those warrants were not the reason deputies initially attempted to stop the Kia.

The Georgia State Patrol investigated the fatal crash. Coweta County Sheriff’s Office subsequently released body-camera footage documenting the pursuit.
