The deputy discontinued the pursuit near First Street and McKinley Avenue after Portillo drove through a red traffic signal at high speed. The Camaro continued east after the deputy backed away.

Approximately two blocks later, Portillo entered the intersection of Cedar Avenue and McKinley Avenue and caused a multi-vehicle collision involving at least seven vehicles. The deputy witnessed the crash after discontinuing the pursuit.

Several vehicles caught fire following the collision. Deputies arriving at the crash found three vehicles fully engulfed in flames. Juan Montes Dominguez, Simranjit Kaur and Navneet Kaur sustained fatal injuries, while five other people suffered substantial injuries.

The Fresno Police Department investigated the collision and determined that Portillo had been driving under the influence of alcohol and marijuana. His blood-alcohol concentration was measured at .09%, and he tested positive for THC.

DISPOSITION:
Francisco Antonio Portillo pleaded no contest on 10/05/2023 to charges arising from the crash. On 12/05/2023, Fresno County Superior Court Judge Charles Lee sentenced Portillo to 19 years and four months in state prison for gross vehicular manslaughter while intoxicated causing three deaths and injuries to five other people.

NARRATIVE:
On 03/19/2021, 20-year-old Ena Bynum of Barnwell was killed along with uninvolved driver Erwin Inabinett, 60, when Bynum's BMW collided with Inabinett's Chevrolet Silverado during a Barnwell County Sheriff's Office pursuit.

According to the Barnwell County Sheriff's Office, a deputy was stopped near the intersection of Patterson Mill Road and Red Oak Road when the deputy observed Bynum's vehicle traveling south on Red Oak Road at what appeared to be a high rate of speed.

The deputy began attempting to catch up with Bynum and observed the BMW turn onto Kingfisher Road. The deputy continued behind the vehicle and activated the patrol vehicle's blue emergency lights. The Sheriff's Office said the BMW remained some distance ahead of the deputy.

At approximately 11:44 a.m., Bynum was traveling west on Kingfisher Road in a 2007 BMW when he attempted to pass another vehicle in a no-passing zone. The South Carolina Highway Patrol reported that the BMW crossed left of center and collided with an eastbound 2015 Chevrolet Silverado driven by Inabinett.

Bynum sustained fatal head trauma and died at the crash scene. Inabinett sustained severe injuries and was airlifted to a hospital, where he subsequently died. Both drivers were wearing seat belts.

Barnwell County Coroner Denise Gibson identified Bynum and Inabinett and determined that Bynum died from head trauma while Inabinett died from multiple injuries sustained in the collision.

The South Carolina Highway Patrol investigated the fatal collision. On 03/19/2021, 60-year-old Erwin Inabinett of Barnwell was killed when a BMW being pursued by a Barnwell County Sheriff's Office deputy crossed into opposing traffic and struck the Chevrolet Silverado he was driving on Kingfisher Road near Catfish Road. Inabinett was an uninvolved motorist.

The pursuit began after a Barnwell County Sheriff's Office deputy, stopped near Patterson Mill Road and Red Oak Road, observed Bynum's BMW traveling south on Red Oak Road at what the Sheriff's Office described as a high rate of speed. The deputy began attempting to catch the BMW.

Bynum turned onto Kingfisher Road. The deputy continued behind the BMW and activated the patrol vehicle's blue emergency lights. According to the Sheriff's Office, Bynum's vehicle was some distance ahead of the deputy when the collision occurred.

NARRATIVE:
On 03/18/2021, 26-year-old Tia O. Porter of Richmond was killed while riding as a passenger in a Dodge Avenger that crashed after a Virginia State Police pursuit. Driver Stephanie T. Morton, 46, and uninvolved driver Kenneth Crosby Jr., 61, were also killed.

At approximately 4:33 p.m., a Virginia State Police trooper attempted to stop the Dodge on northbound Interstate 95 near mile marker 127 in Spotsylvania County for traveling 80 mph in a posted 65 mph zone. Morton continued away and the trooper pursued.

The trooper terminated the pursuit approximately two minutes later because of heavy traffic. Morton continued north using the left shoulder. Troopers positioned farther north subsequently encountered the Dodge and initiated another pursuit when traffic conditions were lighter.

Morton reached speeds of approximately 100 mph before entering the I-95 Express Lanes by crashing through three illuminated warning gates. The lanes were carrying southbound traffic, placing the Dodge in the wrong direction against approaching vehicles. State police did not follow the Dodge into the Express Lanes.

Near mile marker 155 in Prince William County, the Dodge struck Crosby's southbound Ford Ranger head-on. The impact sent the Ranger over a guardrail. Two other southbound vehicles subsequently collided with the Dodge, which caught fire.

Porter was ejected from the Dodge and died at the scene. Morton also died at the scene. Crosby was killed in the head-on collision. Other people involved in the multi-vehicle crash sustained injuries.

They found Anton Lamont Burnes firing a handgun from a pedestrian bridge.
