On February 14, 2021, El Paso police responded to a family violence call at a residence in the 3400 block of Sunset Rose Drive. The man, Adam Bruce Connors, 32, had left the scene before officers arrived. Later, police received a report of a possible suicidal person involving Connors. Officers located him approaching the residence on foot, armed with a shotgun. Despite commands to drop the weapon, Connors continued toward the house, which was occupied by one adult and six children. Officer I. Lujan fired a single shot from a patrol rifle, striking Connors, who was pronounced dead at the scene.

On 02/13/2021, at approximately 10 p.m., U.S. Marshals were involved in a vehicle pursuit of a wanted individual in Pocatello. REASON FOR CHASE: A Georgia State Patrol trooper stopped a white Audi after its driver failed to move over for an emergency vehicle with flashing lights on Interstate 20. After initially stopping, the driver fled from the traffic stop and a police pursuit followed.

NARRATIVE:
On 02/12/2021, 26-year-old Michael Ryan Lee Manago was killed while riding as a passenger in a vehicle that crashed during a Georgia State Patrol pursuit in Douglas County.

A Georgia State Patrol trooper was investigating a crash on Interstate 20 when the driver of a white Audi failed to move over for an emergency vehicle displaying flashing lights. The trooper initiated a traffic stop.

The Audi initially stopped. The trooper requested identification from the driver and directed him to move the Audi to the gore area for safety. As the trooper returned to his patrol vehicle, the driver made a U-turn and fled back onto Interstate 20.

The Georgia State Patrol pursued the Audi as its speed exceeded 120 mph. After approximately three miles, the fleeing driver exited Interstate 20 at Lee Road and traveled north for less than a mile before making another U-turn.

Law-enforcement officers had blocked the entrance ramp to prevent the driver from returning to Interstate 20. The driver then entered the opposing ramp traveling in the wrong direction and collided head-on with an oncoming vehicle.

Manago sustained fatal injuries in the collision. The two 67-year-old occupants of the vehicle struck by the fleeing Audi were seriously injured. They had been returning home from a church function and sustained injuries that included a compound arm fracture and multiple foot fractures requiring surgeries and rehabilitation.

The Douglas County District Attorney's Office later identified Manago as the passenger who died in the collision. His obituary identifies him as Michael Ryan Lee Manago, born 10/16/1994 and died 02/12/2021, making him 26 years old.

Georgia State Patrol Trooper Monttez Shackelford investigated the case. Investigators reported finding weapons inside the Audi and determined that the fleeing driver did not have a valid driver's license.

The National Highway Traffic Safety Administration's Fatality Analysis Reporting System documents a fatal crash on an Interstate 20 ramp in Douglasville at approximately 12:45 a.m. on 02/12/2021 involving two vehicles, four people and one fatality. DISPOSITION:
The fleeing driver, Decarlos Douglas, was prosecuted in Douglas County. On 03/20/2025, a jury convicted Douglas of two counts of serious injury by vehicle, driving without a license and reckless driving. The jury found Douglas not guilty of the charge arising from Manago's death.

Douglas testified at trial that Manago had forced him to flee from police. Prosecutors stated that no surviving witness could corroborate that assertion. The two men had been longtime friends before the crash.

The prosecution requested a total sentence of 31 years. Chief Superior Court Judge Cynthia Adams sentenced Douglas to 15 years, with seven years to be served in custody.

On February 12, 2021, 21-year-old bystander Isabella “Bella” Calhoun-Chipress was killed when a police chased an allegedly stolen minivan into her vehicle at Jamacha Road and Sweetwater Road. On February 11, 2021, Pennsylvania State Police responded to a domestic dispute at the Harvest Moon Trailer Park in Woodward Township, where 38-year-old Clifford E. Wilbur Jr. had allegedly assaulted his brother-in-law, Fred Peterson, with a handgun and made threats to kill family members. Wilbur fled the scene before troopers arrived and subsequently committed an armed robbery at a nearby Sheetz convenience store, stealing two 24-ounce cans of beer. Troopers located Wilbur's vehicle and initiated a pursuit toward Williamsport on Route 220. After the crash, Wilbur brandished a handgun and ignored multiple commands to surrender. Officers attempted non-lethal measures, including firing pepper balls into the vehicle, but Wilbur continued to wave his firearm. In response to the imminent threat, troopers and officers discharged their weapons, fatally striking Wilbur. He was pronounced dead at the scene by the Lycoming County Coroner. On February 11, 2021, Alexis Leigh Davis-Gooden, 35, was initially stopped by a Menands Police Department officer on Broadway in Menands, New York. After providing her information, the officer returned to his patrol car to run checks through state and federal systems. Before the officer could complete the stop, Davis-Gooden fled the scene in her vehicle, heading toward Watervliet. Shortly thereafter, she lost control of the vehicle and crashed into the front gate of the Watervliet Arsenal. Davis-Gooden was pronounced dead at the scene.

The GMC pickup had been reported stolen approximately two weeks earlier. At approximately 12:55 p.m., the vehicle's owner reported seeing his stolen truck on North Pine Street in Bruceton and followed it toward Camden on Highway 70.

During the flight through Benton County, McConahie rammed a vehicle being driven by the owner of the stolen truck on Sawyer's Mill Road. The collision disabled that vehicle. The owner was evaluated by emergency medical personnel but was not transported to a hospital.

Carroll County Sheriff's Deputy Kenny Tucker joined the pursuit after the stolen truck entered Highway 70 from Old Bruceton Road. Tucker recognized McConahie and knew that he was wanted for a parole violation and had pending felony charges and outstanding warrants in Carroll County.

According to contemporaneous reporting based on law-enforcement accounts, McConahie reached speeds exceeding 100 mph while traveling through Camden, crossed double-yellow lines and nearly collided head-on with several vehicles. The pursuit continued east on Highway 70 toward New Johnsonville.

After the pursuit crossed the Tennessee River into Humphreys County, Humphreys County deputies moved to the front of the pursuit while Tucker continued several vehicles behind them.

On February 8, 2021, Jonathan O'quin entered Hillcom and fired multiple rounds, killing Kenny Hill in his apartment above the business. A deputy pursued O'quin for about three miles before O'quin turned onto Bartlick Road. O'quin stopped at Bartlick Bridge, got out of the vehicle, and fired multiple rounds at the deputy. The deputy returned fire but did not hit him. O'quin then fatally shot himself in the head with a high-powered rifle.

On 02/08/2021, at approximately 1 a.m., officers from the Detroit Police Department were responding to a request for backup with their lights and sirens activated in a marked Ford Explorer traveling east on Jeffries Service Drive. The police vehicle collided with a Lexus IS 250 driven by Clifford Woodards II at the intersection of Jeffries Service Drive and W. Chicago in Detroit, killing bystander Woordards. The officer driving, TeairaFunderburg, was later charged with involuntary manslaughter and willful neglect of duty following the investigation, which revealed she was traveling at a high rate of speed and failed to stop at a red light. Woodards, a prominent defense attorney and civil rights activist, was known for his sharp wit and community involvement. His daughter, Melissa Connelly, filed a $50 million lawsuit against the city of Detroit, alleging negligence and seeking justice for her father's death. The lawsuit highlighted that Funderburg had a history of speeding and traffic violations. Woodards was driving lawfully at the time of the crash, within the speed limit and with the right of way. The impact caused Woodards' vehicle to flip over and crash into a light pole. Officer Funderburgwas suspended without pay.In August 2022, Funderburg pleaded no contest to willful neglect of duty as part of a plea agreement, leading to the dismissal of the involuntary manslaughter charge. As a condition of the plea, she agreed to resign her Michigan Commission on Law Enforcement Standards (MCOLES) certification, effectively ending her career as a police officer. She was sentenced to one year of probation and 100 hours of community service.

At approximately 11:29 p.m. on February 8, 2021, an officer from the Oxford Police Department attempted to conduct a traffic stop on a vehicle driven by Clay Tatum. Tatum did not comply with the stop and fled, leading to a chase that extended beyond Oxford into Lafayette County. After calling for backup, Tatum pulled over but then ran into a nearby residence.
