OPEN RECORDS SUMMARY :

On June 5, 2024, Milford Police Department officers responded to a shoplifting report at Big Y grocery store on Boston Post Road in Milford, Connecticut. Store employees accused Michael M. Brown, a 52-year-old resident of Bridgeport, of attempting to steal approximately $650 worth of items. Officers confronted Brown in the parking lot, where he provided a false name and attempted to enter his vehicle despite commands to remain outside.

When Brown became resistant, police engaged him in an altercation. Officers forcibly removed him from his vehicle and placed him in handcuffs. Brown repeatedly stated that he couldn’t breathe and complained of leg pain. After being restrained, Brown experienced a medical emergency. Emergency Medical Services arrived, administered Narcan, and transported him to Milford Hospital, where he was pronounced dead.

The Connecticut Office of the Inspector General, with assistance from the Milford Police Department, is conducting an investigation into the incident. Body camera footage of the arrest has been released and is part of the ongoing review.
