OPEN RECORDS SUMMARY :
On July 24, 2024, at approximately 7:30 p.m., officers from the Salina Police Department arrived at 544 N. 12th Street in Salina, Kansas, to execute an arrest warrant for 44-year-old Larry J. Wray Jr. Upon entering the detached garage east of the residence, officers arrested Larry Wray Jr. without incident. During the arrest, officers noticed another individual, later identified as 25-year-old Jesse D. Wray, inside the garage. When officers attempted to make contact, Jesse Wray displayed a firearm and threatened to shoot if they entered.

Officers established a perimeter and summoned the Salina SWAT Team for assistance. Troopers from the Kansas Highway Patrol also responded to the location of the home. While awaiting the SWAT team's arrival, officers observed smoke and flames emanating from the garage. The garage door then opened, and a female emerged with her hands raised, followed by Jesse Wray. Wray took cover behind a parked truck in the driveway, assuming a shooting stance with his hands extended toward the officers.

In response, two Salina Police Department officers discharged nine rounds, none of which struck Wray. Wray then moved to the west side of the garage, where he encountered additional officers and troopers. A Kansas Highway Patrol trooper and a Salina Police Department officer fired four shots, fatally wounding Wray. He was pronounced deceased at the location at 8:45 p.m. The female was evaluated at Salina Regional Health Center and later released.

The Kansas Bureau of Investigation presented their findings to the Saline County Attorney for review. On November 4, 2024, Saline County Attorney Jeffery Ebel concluded that the use of deadly force was justified.
