OPEN RECORDS SUMMARY :
LASD chased a man at high speed for an alleged carjacking for 20 minutes at high speed until the vehicle crashed into a pole. The man tried to reverse, tapped the bumper of a police vehicle and was shot and killed by several officers firing numerous bullets directly into the car at him. The man had raised his hand out of the window and seemed to signal surrender before he was killed.
