OPEN RECORDS SUMMARY :

On July 6, 2024, at approximately 10:50 a.m., officers from Westerly Police Department spotted Joseph Francis, 45, driving a black Chevrolet Suburban on Route 1 North near the intersection of Route 78. Despite multiple attempts to stop him, Francis evaded law enforcement.

At 11:36 a.m., officers from the Richmond and Charlestown Police Departments attempted to stop Francis again on Route 2 North in Charlestown. During the pursuit, Francis drove west on Dawley Park Road at a high rate of speed. He missed the turn at the intersection of Dawley Park Road and Nooseneck Hill Road, causing his vehicle to roll over and come to rest on its roof in the woods.

Considering Francis to be armed and dangerous, officers maintained their positions until the Rhode Island State Police Tactical Team confirmed the scene was safe. Upon approach, they found Francis deceased inside the vehicle. The cause of death is pending autopsy results.
