OPEN RECORDS SUMMARY :
On 08/29/2024, Dallas police officers Nathaniel Baker, David Lem, Corie Reed, Richard Pace, Vladmir Perez and Joel Portillo shot and killed Corey Cobb-Bey, 30, on Interstate 35E in Lewisville after a police pursuit that began in Dallas. Dallas police publicly identified all six officers as having fired their department-issued firearms at Cobb-Bey.
.
The events leading to the pursuit began at approximately 10:02 p.m., when Cobb-Bey arrived at the For Oak Cliff community center in the 900 block of East Ledbetter Drive in Dallas. Officer Darron Burks, 46, arrived approximately two minutes later and parked his marked police vehicle near the building's entrance while between assignments. According to Dallas police, Cobb-Bey approached Burks, briefly spoke with him through the driver's-side window while apparently recording the interaction with a cellphone, and then shot Burks with a handgun while Burks remained inside the vehicle.
.
A dispatcher noticed an unusual transmission from Burks' radio, was unable to get a response from him and used his location information to send officers to check on him. Senior Cpl. Jamie Farmer arrived at approximately 10:11 p.m. Police alleged Cobb-Bey immediately fired at Farmer, first with a handgun and then with a shotgun. Farmer returned fire and was shot in the leg. Senior Cpl. Karissa David arrived approximately one minute later. Police alleged Cobb-Bey ran toward David while firing as she exited her patrol vehicle. David returned fire and was shot in the face.
.
After another Dallas police sergeant arrived, police followed Cobb-Bey as he drove west on East Ledbetter Drive and then north onto Interstate 35E. Dallas police initiated the pursuit specifically because police alleged Cobb-Bey had just killed Burks and shot Farmer and David. The pursuit continued approximately 25 miles from Dallas into Lewisville.
.
Cobb-Bey stopped his white Buick on Interstate 35E just north of State Highway 121 in Lewisville. Dallas police dash-camera video subsequently released to the public shows Cobb-Bey getting out of the Buick holding a shotgun as police vehicles stopped behind him. Officers can be heard repeatedly ordering him to drop the weapon. Police alleged Cobb-Bey continued toward the officers and pointed the shotgun in their direction. Baker, Lem, Reed, Pace, Perez and Portillo then fired repeatedly, striking Cobb-Bey multiple times. He died at the scene.
.
Dallas police recovered two shotguns at the Lewisville scene. Investigators also reported recovering a .22-caliber handgun and the 9mm handgun police alleged was used to kill Burks at the original Ledbetter Drive scene. The Dallas Police Department Special Investigations Unit investigated the police shooting, and the Dallas County District Attorney's Office responded and conducted a separate investigation. The Office of Community Police Oversight was also notified.
.
Later reporting provided additional information about Cobb-Bey beyond the initial police account. His family said he worked as a truck driver, and his brother also drove trucks. Family members told The Dallas Morning News that they were stunned by what happened and simultaneously mourned Cobb-Bey and condemned the killing and wounding of the officers.
.
In March 2026, Burks' mother, Cherie Jeffery, filed a civil lawsuit against Cobb-Bey's parents and a pawn shop, alleging negligence connected with Cobb-Bey's access to firearms. The lawsuit contained additional allegations about Cobb-Bey's behavior before the shootings; those allegations are civil claims and are not treated here as established facts. Corey Cobb-Bey identified as a Moorish American National (sovereign citizen), a population that considers themselves to be sovereign and immune from US laws..
