OPEN RECORDS SUMMARY :

On 08/24/2024, at approximately 9:19 p.m., deputies from the Valley County Sheriff’s Office and McCone County Sheriff’s Office were responding to a reported disturbance at Roundhouse Point Campground near Fort Peck. A McCone County deputy working under contract with Valley County encountered Raymond James “R.J.” Morin, 35, and a woman arguing outside a vehicle near mile marker 3 on Montana Highway 117.

According to the Montana Division of Criminal Investigation, as the McCone County deputy exited his patrol vehicle, Morin allegedly produced a handgun and fired several shots toward the deputy. DCI reported that the woman then moved toward the deputy and that he deployed his Taser against her.

DCI alleged that Morin, who was still armed, then moved toward the deputy. The deputy opened fire, striking Morin. A Valley County deputy arrived at approximately the time the shots were fired. Police provided medical aid, but Morin died at the scene. The woman was transported for medical treatment.

Valley County Sheriff Tom Boyer requested that the Montana Division of Criminal Investigation conduct the investigation. The McCone County deputy who killed Morin was placed on administrative leave while DCI processed evidence and interviewed witnesses.

On 08/28/2024, Boyer publicly identified the man killed by police as Raymond Morin. Morin’s obituary identifies his full name as Raymond James Morin, confirms that he was 35 and states that he was a father of two who lived in Glasgow and worked at Markle’s Ace Hardware.

Montana law requires a coroner’s inquest following a death caused by a law-enforcement officer. DCI announced at the outset of its investigation that an inquest would be conducted following completion of the criminal investigation.
