OPEN RECORDS SUMMARY :

On 08/12/2024, at approximately 11:00 p.m., officers with the Front Royal Police Department responded to a residence in the 200 block of West 8th Street after receiving a report of a domestic disturbance. When officers arrived, they encountered a woman outside the home. George Edward Mulligan Jr. remained inside the residence armed with a handgun while two young children were also believed to be inside. Officers moved the woman to safety and established a perimeter around the residence as the incident escalated into an armed barricade.
Initial reports stated that officers were being fired upon after a bullet shattered the front window of the residence. However, a subsequent investigation determined that only one shot had been fired, that the round broke the front window, and that it was not fired at responding officers. The Front Royal Police Department later publicly corrected its original account and acknowledged that officers had not come under gunfire.
Officers from the Warren County Sheriff's Office, Virginia State Police, Winchester Police Department, Frederick County Sheriff's Office, and Rappahannock County Sheriff's Office assisted during the several-hour standoff. Negotiators repeatedly attempted to establish contact with Mulligan without success. Officers entered the residence through the rear and safely rescued the two children. After additional attempts to communicate failed, officers deployed gas canisters into the residence. A drone deployed by the Frederick County Sheriff's Office located Mulligan deceased inside the home. Officers entered the residence at approximately 3:00 a.m. and confirmed that he had died from a self-inflicted gunshot wound.
The Front Royal Police Department publicly expressed regret for its initial inaccurate statement that officers had been fired upon and stated that the corrected findings were released in the interest of transparency. No officers fired their weapons during the incident, and no officers or civilians were physically injured. Public reporting through 2026 identified no civil litigation arising from the incident.
