OPEN RECORDS SUMMARY :

On 08/09/2024, members of the U.S. Marshals Service Pacific Southwest Regional Fugitive Task Force, assisted by the Anaheim Police Department, attempted to arrest 18-year-old Victor Antonio Delgadillo in the 1400 block of North State College Boulevard. Delgadillo was wanted by the Marshalltown, Iowa Police Department on a first-degree murder warrant stemming from a June 2024 homicide. Task force members located him in Anaheim and attempted to take him into custody.
During the arrest operation, an officer-involved shooting occurred. One Anaheim police officer and multiple members of the U.S. Marshals task force fired their weapons. Officers rendered first aid before Delgadillo was transported to a hospital, where he was pronounced dead. Investigators recovered a firearm at the scene. A bystander was struck by a bullet during the exchange of gunfire, sustained a minor injury, and was treated and released from a hospital.
The Orange County District Attorney's Office assumed responsibility for the criminal investigation. The Anaheim Police Department's Major Incident Review Team, Internal Affairs Unit, Police Review Board, and Office of Independent Review also opened administrative investigations. The California Department of Corrections and Rehabilitation placed the two involved CDCR peace officers on administrative leave pending the outcome of the investigation. Public reporting through 2026 has not identified the officers who fired their weapons, and no criminal charges against the officers have been announced.
In October 2025, Delgadillo's parents, Luis Delgadillo and Melissa Hernandez, filed a federal civil rights lawsuit against the City of Anaheim, the United States, the State of California, San Bernardino County, and several individually named task force officers identified in court records as Addi Garcia, Jason Jorski, and Sylvia Ruiz. The litigation remained pending during 2026.
