OPEN RECORDS SUMMARY :

On 08/09/2024, shortly before 1:30 a.m., a Germantown police officer attempted to stop a vehicle because its registration was suspended. Before the officer activated emergency lights or a siren, the driver accelerated away at a high rate of speed, and the officer initiated a pursuit.
The pursuit lasted approximately 1.12 miles and about 41 seconds. During the pursuit, the fleeing vehicle traveled at speeds exceeding 100 mph in a 35-mph zone, failed to stop at a stop sign at Donges Bay Road and Division Road, entered a private gravel road, lost control, struck a tree, and caught fire. Germantown police officers extinguished the fire and attempted to rescue the occupants from the burning vehicle.
Nineteen-year-old front-seat passenger Samantha Maria Recore died at the scene. The driver and a 17-year-old rear-seat passenger were seriously injured and transported to area hospitals. The Wisconsin State Patrol and the Washington County Sheriff's Office investigated the crash.
The Washington County Medical Examiner identified the decedent as Samantha Maria Recore on 08/12/2024. In September 2024, prosecutors charged the driver with vehicle operator fleeing/eluding an officer resulting in death, vehicle operator fleeing/eluding resulting in great bodily harm, homicide by negligent operation of a vehicle, and reckless driving causing great bodily harm. The criminal complaint stated the pursuit covered 1.12 miles in 41 seconds and that investigators reviewed squad video, body-worn camera footage, and radio traffic during the investigation.
