OPEN RECORDS SUMMARY :
On 08/25/2022, Muncie Police Department officers shot and killed 45-year-old Richard Allen Skinner during a standoff at a residence in the 1500 block of East Andover Avenue. Police had been dispatched at approximately 1 a.m. after a concerned neighbor called about an alleged domestic disturbance at the residence.

Officers remained outside the residence and made contact with Skinner, who was inside. Police began negotiating with him and subsequently activated the Muncie Police Department SWAT team. Skinner was the brother of Delaware County Sheriff Tony Skinner, but the Delaware County Sheriff's Office stated that it was not involved in the operation.

According to Indiana State Police, Muncie officers heard gunshots coming from inside the residence during the standoff. Police then alleged that Skinner appeared at a window and pointed what appeared to be a firearm toward officers outside. Muncie officers responded by firing department-issued rifles at Skinner.

Skinner was struck by police gunfire. Officers provided medical treatment, but Delaware County Coroner Gavin Greene pronounced him dead at the scene. The initial Indiana State Police account described Skinner as having been struck by officers firing their department-issued rifles.

At the time of his death, Skinner had three pending Delaware County criminal cases involving allegations of domestic battery or domestic violence. Those cases had not been adjudicated. The police response that resulted in his death, however, originated with the neighbor's report of a domestic disturbance at the Andover Avenue residence that morning.

Skinner was born on 11/06/1976. His obituary identified his surviving family as including his father Walter H. Skinner and brothers Troy Skinner and Delaware County Sheriff Tony Skinner. Memorial donations were directed to the National Alliance on Mental Illness organization in Delaware County.

Indiana State Police's Pendleton District investigated the fatal shooting at the request of the Muncie Police Department. The investigation was to be submitted to the Delaware County Prosecutor for review.
