OPEN RECORDS SUMMARY :
On 08/24/2022, a Waukegan Police Department officer shot and killed 26-year-old Jesus Angel Manjarrez outside his home in the 1000 block of Glen Court after police received multiple 911 calls concerning a neighborhood disturbance. Callers reported that Manjarrez had broken windows at a neighboring home, set a wooden fence on fire, poured gasoline on the neighboring property and was attempting to start a chainsaw.

Manjarrez's mother, Diana Manjarrez, was among those who called 911 seeking help. She said her son had significant mental health problems and was experiencing a mental breakdown. She reported that he had knives and later described his behavior as connected to his mental condition.

At approximately 12:45 p.m., the first Waukegan officer arrived and found the wooden fence burning. Body-worn camera footage shows the officer retrieving a fire extinguisher from his patrol vehicle and approaching the fire. Manjarrez then walked down the driveway toward the officer.

The body-camera footage shows Manjarrez approaching while holding a knife. The officer dropped the fire extinguisher, backed away and repeatedly ordered Manjarrez to drop the knife. Manjarrez continued toward the officer and raised his knife-bearing hand above his head. The officer then fired five rounds at close range, striking Manjarrez.

Police reported that Manjarrez also possessed a hammer and had a gasoline container taped to his chest. An Illinois State Police witness interview subsequently documented a witness reporting that Manjarrez approached the officer carrying what the witness described as a sledgehammer and that the witness saw a knife in Manjarrez's waistband.

Manjarrez fell to the ground after the officer fired and was pronounced dead at the scene. His mother witnessed the shooting and publicly questioned why police used gunfire rather than a Taser or another less-lethal method against her son during what she described as a mental health crisis.

The Illinois State Police Division of Criminal Investigation investigated the shooting at the request of Waukegan Police Chief Keith Zupec. The investigative material was subject to review by the Lake County State's Attorney's Office.

The Waukegan officer who killed Manjarrez was described by police as a man in his 30s who had served approximately 15 years with the department. His name was not disclosed in the public records reviewed.
