On 08/24/2022, Connecticut State Police Troopers Desmond Stimson and Jessie Rainville responded to a residence on Westminster Road in Canterbury after a reported domestic violence incident involving 38-year-old Ryan Marzi. Police alleged that Marzi had prevented another person from leaving the residence and damaged that person's cellphone.

A physical struggle occurred between Marzi and Stimson. The Connecticut Office of Inspector General later established that both men were injured during the struggle and that Marzi sustained an injury to his left leg.

Rainville arrived during the confrontation and deployed her Taser against Marzi. Dash-camera and body-worn-camera recordings show Rainville applying the Taser for approximately one minute and two seconds. The electrical discharge ended after Stimson told Rainville, "enough with that."

Marzi can be heard screaming during the prolonged Taser deployment as Stimson and Rainville attempted to restrain him. Rainville was a relatively new Connecticut State Police trooper at the time, and her use of the Taser became the subject of an internal investigation.

Police arrested Marzi on family-violence charges, including third-degree assault and interfering with an officer and a 911 call. He was taken to Backus Hospital, treated for his injuries and released. He was subsequently released on bond.

Four days later, on 08/28/2022, Marzi's father found him unresponsive at his home in Hebron at approximately 10:30 a.m. Marzi was pronounced dead.

The Connecticut Office of the Chief Medical Examiner subsequently determined that Marzi died from a pulmonary embolism caused by the leg injury he sustained during his physical altercation with Stimson. The medical examiner classified the manner of death as homicide because the injury responsible for the fatal blood clot resulted from an altercation with another person.

The Connecticut Office of Inspector General, Connecticut State Police Western District Major Crime Squad and Windham Judicial District State's Attorney's Office investigated the circumstances surrounding Marzi's death and the police use of force.

Desmond Stimson was the Connecticut State Police trooper who physically struggled with Marzi. The medical examiner ultimately linked Marzi's fatal pulmonary embolism to the leg injury sustained during that struggle.

Jessie Rainville deployed the Taser against Marzi continuously for approximately one minute and two seconds before Stimson told her to stop. Her Taser use became the subject of an internal Connecticut State Police investigation.
