OPEN RECORDS SUMMARY :

On 08/23/2022, members of the U.S. Marshals Service Gulf Coast Violent Offenders Task Force and Harris County law enforcement shot and killed 24-year-old Jose Angel Velazquez while attempting to arrest him at 12221 Veterans Memorial Drive in Harris County. Velazquez had been wanted for approximately six months in connection with a January 2022 fatal shooting outside an after-hours nightclub in southwest Houston.

The warrant stemmed from a shooting outside El Tucanazo, an after-hours club in the 7100 block of Clarewood Drive, on 01/08/2022. Houston police alleged that a disturbance occurred in the parking lot and that Velazquez opened fire, killing 29-year-old Lenis Zelaya and wounding three other people. Investigators subsequently identified Velazquez and charged him with murder and three counts of aggravated assault with a deadly weapon. The charges remained pending when police killed him.

On 08/23/2022, officers assigned to the Gulf Coast Violent Offenders Task Force conducted surveillance while preparing to execute the warrant. Undercover officers observed Velazquez leave a motel and enter a van that had arrived at the property. Task-force officers moved in and used their vehicles to block the van.

Velazquez exited the van and ran from officers. Police deployed a Taser, but it did not incapacitate him. Authorities alleged that Velazquez then pulled a handgun from his clothing. Five officers representing three law-enforcement agencies opened fire, striking and killing him.

The shooting involved a multiagency federal task force rather than a single patrol officer responding to an unfolding incident. Velazquez was specifically targeted for arrest because of the outstanding murder and aggravated-assault charges arising from the January nightclub shooting.
