On 08/23/2022, Houston Police Department Sergeant Stephen Duvall and Officers Daniel Inocencio, Jose Luna and Angel Lopez shot and killed 52-year-old Melvin Porter at a Shell gas station at 14717 North U.S. Highway 59 in Splendora following a domestic violence incident that developed into the alleged kidnapping of two women.

The police encounter originated the previous day when Porter's former girlfriend reported that Porter had held her at gunpoint during a domestic violence incident. Police said she escaped. The following day, Porter allegedly attempted to contact her again, and when she would not meet with him, he went to her workplace in the 400 block of Benmar Drive in Houston.

Police alleged that Porter entered the business armed with a handgun and forced one of his former girlfriend's female coworkers to leave with him. Porter then contacted his former girlfriend and threatened to harm the coworker unless the former girlfriend met him. The former girlfriend agreed to exchange herself for the coworker, and Porter released the first woman and left with his former girlfriend.

Houston police tracked Porter and the woman as they traveled north from Houston. Officers followed them into Montgomery County and ultimately to the Shell gas station in Splendora after the woman convinced Porter to stop so she could use a restroom. Police positioned themselves around the vehicle while Porter and the woman remained inside.

Body-worn-camera footage released by Houston police shows officers approaching as gunfire erupted. Police alleged that Porter fired multiple rounds at officers from the vehicle. Officers took cover behind patrol vehicles and other objects as the gunfire continued.

The woman then escaped from the vehicle and ran toward police while gunfire was continuing. Body-camera footage shows an officer directing her toward police cover and reassuring her after she reached safety.

Duvall, Inocencio, Luna and Lopez fired their duty weapons during the confrontation. Porter was struck multiple times and died at the scene. Police recovered a handgun associated with Porter.

The Houston Police Department released body-worn-camera footage from multiple officers on 09/19/2022. The recordings documented the police approach, gunfire, officers taking cover, the woman's escape from the vehicle and the fatal exchange of gunfire.

Sergeant Stephen Duvall was assigned to HPD's North Belt Division and had served with the Houston Police Department since March 2009, giving him approximately 13 years of service when Porter was killed.

Daniel Inocencio was assigned to the North Belt Division and had served with HPD since July 2018, approximately four years at the time of the shooting.

Jose Luna was assigned to the North Belt Division and had served with HPD since May 2017, approximately five years when Porter was killed.

Angel Lopez was assigned to the North Belt Division and had served with HPD since March 2017, approximately five years at the time of the shooting.
