Ludlow PD state that Michael Mills had a known mental health crisis, having called 911 a total of 28 times before police arrived. Police further claim that Michael Mills hit a police car and then fled. When this vehicle stopped, police shot and killed him, claiming he had a gun but not claiming that he had used it. The shooter officer was cleared by the Attorney General.
