OPEN RECORDS SUMMARY :
On 08/22/2022, a Biloxi Police Department officer shot and killed 41-year-old Mable Lucille Arrington at the Oakwood Village apartment complex at 330 Benachi Avenue in Biloxi. Police responded to the complex at approximately 9:00 p.m. Arrington was shot multiple times and transported to Merit Health, where she died during surgery at approximately 10:30 p.m.
.
Public reporting never established a detailed official explanation for why the encounter escalated to police gunfire. A family friend said witnesses indicated that Arrington had become upset earlier in the day because several children had allegedly mistreated her children and that police later responded after someone made a complaint. What occurred between officers' arrival and the shooting remained publicly unexplained in the immediate aftermath.
.
Arrington's relatives provided an account sharply different from the limited information released by authorities. The Mississippi Alliance for Public Safety, after speaking with a relative, reported the family's allegation that Biloxi officers forcibly entered Arrington's apartment without a warrant and shot her five times while her children were present. Harrison County Coroner Brian Switzer disputed the claim that Arrington was shot inside the apartment, stating that she was shot outside. The available reporting did not resolve the remaining discrepancies between the family's account and authorities.
.
An autopsy determined that Arrington died from multiple gunshot wounds. She was a single mother of four children. Friends described her as deeply devoted to her children, active in church and known for singing at services. Her obituary gives her date of birth as 11/19/1980, making her 41 when she was killed despite some initial news reports listing her age as 42.
.
The Mississippi Alliance for Public Safety and Mississippi Rising Coalition demanded release of body-worn-camera footage and other information about the killing. The organizations argued that the public and Arrington's family deserved to know what occurred. Biloxi police did not provide the requested explanation at that time and referred questions to the Mississippi Bureau of Investigation.
.
The Mississippi Bureau of Investigation conducted the independent investigation and forwarded its findings for review by the Mississippi Attorney General's Office. By August 2023, the Attorney General's Office had completed its review and declined to prosecute the Biloxi officer, determining that the use of force was justified.
.
